In our last email we mentioned the nuances and complexities of the federal relief package that is rolling out. Miles Hansen, of the World Trade Center Utah , is queued up with a concise "deep dive" into the packages.

The deep dive was presented in today's Utah Economic Task Force Facts & FAQ's Zoom call where Miles explained that the federal package is considering and addressing five key pillars. These pillars include:
  1. Healthcare support
  2. Small Business Loans & Grants
  3. Workers & Families
  4. Tax Adjustments
  5. Support Distressed Industries and Institutions

Kiln will be hosting an SBA Loans and Your Business Live Stream Friday, March 27, 2020. The SBA is expected to discuss and answer questions regarding Economic Injury Disaster Loans (EIDL) which is the SBA application that is currently open and are direct loans made from the SBA.

Administration for Native Americans Releases SEDS Funding Opportunity

Deadline: June 15, 2020
The  Administration for Native Americans  supports Native American communities by providing financial assistance and capacity building, gathering and sharing data, and advocating for improved policies within HHS and across the federal government. ANA has several programs. to view the funding opportunity announcements click the individual opportunities below:


SEDS grants fund social and economic development projects in on- and off-reservation native communities and provide federal support for self-determination and self-governance among Native American people. SEDS program areas that support tourism include:

  • Tourism - Planning or developing resources, services, and businesses that promote travel, recreation, and tourism, or branding to tell the story of Native Americans as the First Peoples of the United States. Projects may utilize the arts or other cultural resources to help revitalize Native communities, promote economic development, increase livability, and present the uniqueness of the Native communities to visitors in a way that celebrates the diversity of the United States.

  • Native Arts and Culture - Developing or enhancing activities that promote, preserve, or restore Native culture and arts.

  • Entrepreneurship and Microbusiness - Promoting entrepreneurial development through business incubators and other activities that support businesses and market the availability of local products or services.

Stimulus payment checks
 
The IRS does not have any information yet on the pending legislation involving stimulus checks. For the latest news, we urge people to check   https://www.irs.gov/coronavirus . Taxpayers should not call the IRS; all information will be posted on  IRS.gov  as soon as it’s available. And contrary to some media reports, there’s no special “sign up” page on  IRS.gov  to receive the stimulus checks. For taxpayers who haven’t submitted 2019 tax returns yet, the IRS encourages those people to include direct deposit information when they file.
 
IRS District Liaisons will share details with congressional staff as soon as any become available.

New payroll tax credit for small and midsize businesses
 
Small and midsize employers  can begin taking advantage of two new refundable payroll tax credits, designed to promptly and fully reimburse them, dollar-for-dollar, for the cost of providing Coronavirus-related leave to their employees.
 
Key takeaways:
 
Paid Sick Leave for Workers.  For COVID-19 related reasons, employees receive up to 80 hours of paid sick leave and expanded paid child care leave for employees when their children’s schools are closed or child care providers are unavailable.
 
Complete Coverage.  Employers receive 100% reimbursement for paid leave pursuant to the Act.
  • Health insurance costs are also included in the credit.
  • Employers face no payroll tax liability.
  • Self-employed individuals receive an equivalent credit.
 
Fast Funds.  Reimbursement will be quick and easy to obtain.
  • An immediate dollar-for-dollar tax offset against payroll taxes will be provided
  • Where a refund is owed, the IRS will send the refund as quickly as possible.
 
Small Business Protection . Employers with fewer than 50 employees are eligible for an exemption from the requirements to provide leave to care for a child whose school is closed, or child care is unavailable in cases where the viability of the business is threatened.
 
Easing Compliance.  Requirements subject to 30-day non-enforcement period for good faith compliance efforts.
 
To take immediate advantage of the paid leave credits, businesses can retain and access funds that they would otherwise pay to the IRS in payroll taxes. If those amounts are not sufficient to cover the cost of paid leave, employers can seek an expedited advance from the IRS by submitting a streamlined claim form that will be released next week.

SBA Economic Injury Disaster Loans (EIDL)
If you are considering to apply for SBA disaster relief funding we understanding the process can be somewhat daunting. We've linked SBA's 3-step application process as well as a loan assistance application guide (as a note, we continue to add helpful tips to this guide as local businesses are applying--if there is anything you would recommend we add please let us know).

ELIGIBLE ENTITIES:
  • Applicants must meet the SBA requirements of a small business (500 employees or
  • fewer)
  • Businesses directly affected by COVID-19
  • Businesses that offer services directly related to the businesses in the declaration
  • Other businesses indirectly related the industry that are likely to be harmed by losses in their community (Example: Manufacturer of widgets may be eligible as well as the wholesaler and retailer of the product)

INELIGIBLE ENTITIES:
  • Agricultural Enterprises: If the primary activity of the business (including its affiliates) is as defined in Section 18(b)(1) of the Small Business Act, neither the business nor its affiliates are eligible for EIDL assistance.
  • Religious Organizations
  • Charitable Organizations
  • Gambling Concerns (Ex: Concerns that derive more than 1/3 of their annual gross
  • revenue from legal gambling activities)
  • Casinos & Racetracks (Ex: Businesses whose purpose for being is gambling (e.g., casinos, racetracks, poker parlors, etc.) are not eligible for EIDL assistance regardless of 1/3 criteria above.
  • Cannabis Industry
