HB1828/SB1436 Signed into Law by Governor Youngkin!

Late last night, Governor Youngkin signed HB1828/SB1436 into law! By eliminating out-of-pocket costs for follow-up diagnostic and supplemental breast imaging, (diagnostic mammography, ultrasound, and MRIs), this new law will help Virginians access the care they need without financial barriers. The law applies to health insurance plans regulated by the Commonwealth and will go into effect on January 1, 2026. VBCF will be releasing guidance about the new law shortly.

This success is the result of years of advocacy work and would not have been possible without your ongoing action to support this legislation - THANK YOU!

VBCF is also grateful to the bill's chief patron, Delegate Shelly Simonds, for her leadership and for staying the course to get this bill over the finish line! If you have a moment, please consider sending her a quick note of thanks: contact@simondsfordelegate.com

“We all know that the earlier cancer is detected, the better the prognosis – not to mention the huge cost savings of an early diagnosis versus a late-stage one. Too often, we see women delay getting a follow-up exam, and by the time they can afford to pay for care, their prognosis is worse. This legislation will remove those barriers to care and will save lives.”

Delegate Shelly Simonds (70th- Newport News)

Other legislative updates:

VBCF's other priority bill that addresses medical debt protections, HB1725, was not signed by the Governor. He has an amendment to the bill. The General Assembly will consider this amendment during its reconvened session, starting on April 2nd. (The reconvened session allows the General Assembly to consider all of the Governor's amendments and vetoes.)
