Legislative Update

The 2025 Legislative Session began last week, so it’s time for INPEA’s first legislative update of the session!


This is a budget year and we are focused on getting universal vouchers for all Hoosier families. Engage your school community in reaching out to their elected representatives. If you haven’t already done so, appoint a legislative liaison and set two advocacy goals. We need everyone’s help this session!

2025 Legislation


Week two of the legislative session has come to a close and it was a busy one! INPEA is tracking 54 bills related to education. Here are a few bills that were first out of the gate:


  • HB 1002 Various Education Matters removes and repeals various education provisions and expired education provisions in Title 20 code. 
  • HB 1201 Education Matters deals with attendance and discipline and has little direct implications for non-public schools. 
  • SB 36 School Counselors deals with counselor ratios and responsibilities with the intent to reduce non-counseling responsibilities for guidance counselors. This should not impact our non-pub schools who already have a low student to counselor ratio. 
  • SB 146 Teacher Compensation attempts to increase public school teachers’ salaries to a minimum of $45,000. 
  • SB 255 Education Matters attempts to provide flexibility for licensing STEM content area teachers and clarifies religious instruction release time. 
  • SB 373 Department of Education includes a number of issues but only a few that are applicable to non-pubs. It proposes changing the structure of summer school funding from a percentage of budget to a per student calculation. It also allows IDOE to delete non-functioning SGOs with no activity over a three-year period.

Action Alert: Tell the House to Support Governor Braun’s Budget


Earlier this week, Governor Braun released his proposed budget, which included universal choice. We need non-pub stakeholders to tell their legislators in the Indiana House of Representatives to maintain universal choice in their version of the budget.

INPEA Day at the Statehouse 


INPEA is celebrating our 50th anniversary and you are invited to help us celebrate at the INPEA Day at the Statehouse on Monday, January 27, 2025, at 11:30 a.m. ET, in the Statehouse North Atrium. Please join us for lunch and a meet and greet with legislators, INPEA board members, and school leaders from across the state. That is the start of Catholic Schools Week, Lutheran Schools Week, and National School Choice Week, so there will be a lot to celebrate! 


After the lunch, we have also arranged for a Statehouse tour from 1:00-2:00 p.m. for anyone who is interested. Please RSVP by January 21 at the link below.
