EN ESPANOL

February 6, 2025

It’s been a tough few days for our community. The Russian River crested at 36.5 feet in Guerneville yesterday afternoon, bringing floodwaters into homes and displacing many of our West County neighbors. In the wake of the storm, we’ve been focused on evacuating residents from low-lying areas, especially those living in RVs and trailers, and ensuring they have ongoing support.

Recovery is underway. We’re out in the field assessing infrastructure damage, working on repair plans, and securing funding for much-needed fixes. If you or someone you know has been impacted, Human Services staff are providing mobile Temporary Evacuation Point intake services at the West County Services Center (WCSC) at 16390 Main Street in Guerneville until 5 PM today, offering personalized support and resources—no matter your immigration status or disability. Additionally, the Salvation Army will be providing a warm meal for those displaced or impacted by the storm from 3 - 4 PM at the WCSC.

West County is strong because we take care of each other. If there’s anything my office can do to help, please don’t hesitate to reach out at district5@sonoma-county.org.

Help Hold Government Accountable - Consider being a Civil Grand Juror!

What is a Civil Grand Jury?

The Civil Grand Jury is one of those hidden gems in our democracy that quietly keeps our local governments honest and accountable. It’s often called the “watchdog” of the community—and for good reason. Operating under the Sonoma County Superior Court, the Civil Grand Jury is an independent group tasked with ensuring that our county, city, and special district governments are working fairly, efficiently, and in the best interests of the people they serve.

While most of us think of grand juries in the context of criminal indictments (hello, U.S. Constitution), California does things a little differently. Here in Sonoma County, our focus is on civil grand juries, which dig into the inner workings of local government rather than pursuing criminal cases. It’s an essential part of fostering trust and transparency in our community.

How to Apply for the 2024–2025 Sonoma County Civil Grand Jury

Now, let’s talk about you! If you’ve ever wanted to roll up your sleeves and really make a difference in how things are run around here, consider joining the Civil Grand Jury for the 2024–2025 term. • Be at least 18 years old
  • Be a U.S. citizen
  • Have lived in Sonoma County for at least a year
  • Have a working knowledge of the English Language to carry out your duties

It’s a one-year commitment where you’ll dive into investigations, analyze government operations, and make recommendations for improvements. It’s a big job, but it’s also incredibly rewarding for those who love being curious, asking questions, and seeking solutions.

Applications are open now! If this sounds like your kind of adventure, you can learn more and apply at the Sonoma County Civil Grand Jury Application Page, or reach out to the Superior Court for details. But don’t wait too long—applications are due by May 2, 2025.

Big News for Forestville Downtown Park!

Yesterday, the Sonoma County Board of Supervisors gave the official green light for the Forestville Downtown Park, approving the use permit, General Plan Amendment, and zoning changes. While this space has already been a well-loved gathering place—home to the farmers market, community events, and a key trailhead to the West County Regional Trail—this decision secures its future as a permanent public park.

This moment has been years in the making, thanks to the dedication of the Forestville Planning Association (FPA) and so many community members who have worked tirelessly to make it happen. A special shoutout to Lucy Hardcastle, whose leadership and persistence have been at the heart of this effort. Her vision and commitment have helped guide the project through every step, ensuring the park remains a welcoming space for all.

With this approval, Forestville Downtown Park will continue to grow as a place where people can gather, celebrate, and enjoy nature—while also protecting the beautiful oak woodlands and wetlands that make it special.

A huge thank you to everyone who has contributed to this journey. This park belongs to the community, and because of your hard work and support, it will be here for generations to come!

Sonoma County Local Coastal Plan Certified

This week the Board of Supervisors voted to adopt a resolution incorporating the recommended modifications from the California Coastal Commission, officially certifying the updated Sonoma County Local Coastal Plan.

This marks a significant milestone for Sonoma County’s coast, ensuring the protection of our coastal resources, strengthening climate resilience, and supporting our coastal communities. The updated LCP reflects years of public engagement, thoughtful policy refinements, and collaboration between local stakeholders, Permit Sonoma staff, and the Coastal Commission.

We want to extend our deepest gratitude to everyone who participated in this process—community members who attended workshops and hearings, those who provided public comment, and the dedicated staff who worked tirelessly to bring this plan to the finish line. Your voices helped shape a plan that balances environmental stewardship with the needs of our coastal residents.

With the LCP now certified, the next steps include implementing the updated policies and refining the Coastal Zoning Ordinance to align with the new framework. We will continue to keep the community informed as this important work moves forward.

For now, we celebrate this achievement and the collective effort that made it possible—thank you!

Help Shape the Future for Sonoma County’s Children

Apply to Join the Measure I Advisory Council!

The Board of Supervisors has officially launched the Child Care and Children's Health Community Advisory Council, a key body that will help guide the implementation of Measure I, the voter-approved initiative to fund local child care, education, and health programs.

With $30 million in annual revenue on the table, this advisory council will play a crucial role in ensuring these funds are invested wisely—improving access to child care, strengthening early education programs, and bolstering the health care safety net for Sonoma County’s youngest residents.

The council will consist of 11 community members, including parents, child care workers, health care professionals, and advocates who are passionate about shaping a better future for local children. Members will review funding decisions, oversee accountability measures, and help shape policies that directly impact families across the county.

This is a rare opportunity to be at the forefront of meaningful, lasting change. If you have experience in child care, early education, pediatric or perinatal health, or simply want to contribute your perspective as a parent or caregiver, we encourage you to apply! Applications are open now, and appointments must be made by March 20.

The future of Sonoma County’s children starts with strong community voices. Make yours count!

County Office of Equity RFP for

Boards and Commissions Assessment

The County Office of Equity has announced the release of a Request for Proposals (RFP) for a comprehensive assessment of the County’s Boards and Commissions. The County is seeking a consultant to evaluate the operational structure of these advisory bodies and provide actionable recommendations to improve participation and representation from historically underserved communities.

The selected consultant will develop a framework to enhance support systems for Boards and Commissions, including improving demographic data collection, refining recruitment and selection processes, and reviewing policies on meeting structures, compensation, and administrative support. The goal is to create a more inclusive and effective system that ensures all communities have a voice in local governance.

The RFP is available on the County’s Supplier Portal, where firms must register to access solicitation details and submit proposals. While the Q&A period has closed, proposals will be accepted electronically through the portal until 2:00 p.m. on February 18, 2025. Questions about registration should be directed to the County’s Supplier Desk at supplier-desk@sonoma-county.org. Please note, the proposal is currently available in English only.

New Program Expands Farmland Access in Sonoma County

Access to land remains one of the biggest hurdles for farmers and ranchers—especially for those who have historically been excluded from ownership opportunities. Sonoma County Ag + Open Space is stepping up with an innovative solution: the Buy-Protect-Sell pilot program, designed to put farmland into the hands of working farmers while ensuring it remains in agricultural use for generations to come.

Through this program, Ag + Open Space will purchase farmland, place permanent conservation and affordability agreements on it, and then sell it at a reduced price to a qualified farmer or rancher. The initiative prioritizes applicants with at least five years of experience, with a focus on supporting first-time landowners, farmworker empowerment, and small farm businesses.

This effort is also an important step toward greater equity in land conservation. Historically, agricultural preservation programs have benefited wealthier landowners, but Buy-Protect-Sell aims to expand opportunities for those who might not otherwise have access to farmland ownership.

To learn more, farmers and ranchers are invited to attend a Financial Resource Fair on Thursday, February 20, from 3:00 to 6:00 p.m. at the Ag + Open Space Office, 747 Mendocino Ave, Santa Rosa. The event will feature financial experts and resources to help navigate the process of purchasing and operating farm or ranch land.
