Learning Objectives

  1. Understand The Complete Cost Picture: Participants will identify a comprehensive cost perspective associated with smart building adoption, including those typically overlooked in traditional business cases.
  2. Apply a Structured Framework: Attendees will learn how to use insights from emerging research to develop more comprehensive business cases for technology initiatives.
  3. Recognize Organizational Impacts: Facility professionals will gain insights into quantifying and planning for the human and organizational costs of technology adoption.
  4. Develop Stronger Business Cases: Participants will acquire practical strategies to build compelling, realistic business cases that address stakeholders' concerns across different organizational levels.

Speaker Andrew Steele

Building Technology Researcher (UW) and Construction Manager (Boeing)


Andrew Steele is a Facility Management professional with extensive experience in technology implementation and lifecycle cost analysis across mission-critical environments. Currently serving as a Construction Project Manager at Boeing, he leads complex data center and infrastructure projects while implementing innovative approaches to project delivery and technology adoption. Andrew holds a B.S. in Facility and Property Management from BYU and an M.S. in Construction Management from the University of Washington where themes presented in this session were key lessons learned in the development of his master's thesis. In his free time, Andrew enjoys swimming with his local masters swim team.

Benchmarking Deadlines

Benchmarking data for all covered buildings must besubmittedby 6/1/2025for the 2024 reporting year. To comply, your property’sENERGY STAR Portfolio Manager account must be:

Note: The compliance portal will be available in March to start confirming compliance. If your building was unleased and vacant during the full 2024 calendar year you mayrequest an exemptionfor the 2024 performance period. 

Building Tune-Up Deadlines

(Nonresidential Buildings 50,000+ Square Feet) 


Owners of Cohort 3 buildings (70,000–99,999 SF) must complete their second cycle tune-up by 10/1/2025.Alternatively, Cohort 3 building owners planning to apply for an extension, waiver, and alternative compliance request must do so by 4/1/2025.We encourage you to review our guidelines, as most pathways require work to be completed before applying. View theAlternative Compliance handout (PDF)and theExtensions and Waivers resource (PDF) to learn more. Please note a new alternative compliance pathway exists for buildings that achieveearly compliance with the WA State Clean Buildings Performance Standard (WA CBPS). 


Owners of Cohort 2 buildings (100,000–199,999 SF) have until 4/1/2025 to submit a complete Tune-Up Summary Report before a first Notice of Violation with a $2,500 penalty will be issued.Owners of buildings that remain noncompliant after 10/1/2025 will receive a second Notice of Violation with a $10,000 penalty.
