Executive Actions and Federal Contracting with Small Disadvantaged Businesses – a CRS Insight


Executive actions across multiple Administrations have affected agency efforts to contract with SDBs. SBA Administrator Loeffler Issues Memo on Day One Priorities - Outlines how SBA will become an America First engine for free enterprise


The memo identifies priorities that have been distributed to all SBA staff as the agency prepares to carry out President Trump’s America First agenda and empower small businesses to thrive, including:



  1. Promoting “Made in America” with U.S. manufacturing: The vast majority of America’s manufacturers are small businesses, and SBA programs have powered tens of thousands of them. This agency is committed to supporting the America First agenda by rebuilding American supply chains and investing in manufacturing to strengthen our economy and national security. The agency will transform its Office of International Trade into the Office of Manufacturing and Trade – which will focus on promoting economic independence, job creation, and fair trade practices to power the next blue-collar boom. SBA will also partner across agencies to scale innovative manufacturing and technology startups that will help our nation return to “Made in America.”

Navy Intends to Ramp Up Shipbuilding Through Collaborative Efforts


U.S. shipbuilders continue to produce the highest quality, safest and most advanced warships on the planet, said Brett A. Seidle, deputy assistant secretary of the Navy for research, development, and acquisition, who testified today at a House Armed Services Committee's seapower and projection forces subcommittee hearing on the state of U.S. shipbuilding.

Defense Secretary Pete Hegseth has directed Pentagon acquisition leaders to embrace existing authorities to speed up software procurement for warfighters.


According to a memo released on March 7, Hegseth’s fast lane for that goal is ordering all Defense Department (DoD) components to use the department’s Software Acquisition Pathway (SWP) program in combination with other existing authorities – such as commercial solutions opening and Other Transaction authority – to speed up the procurement of digital tools. “When it comes to software acquisition, we are overdue in pivoting to a performance-based outcome,” Hegseth wrote. “To meet this challenge, I am directing all DoD Components to adopt the [SWP] as the preferred pathway for all software development components of business and weapon system programs in the department.” SWP was launched in 2020 during the first Trump administration by then-Undersecretary of Defense for Acquisition and Sustainment Ellen Lord and was part of broader push for an Adaptive Acquisition Framework , allowing software programs to bypass “bureaucratic hurdles in traditional acquisition processes.” 

Arrington Climbs DoD Tech Ladder


Katie Arrington, who announced her appointment as Defense Department (DoD) chief information security officer last month, has jumped up the tech leadership chain to acting chief information officer at the Pentagon. That’s according to a social media post from the DoD Office of the CIO, which said Arrington’s first day as acting CIO was Monday. The move means that Leslie Beavers, who has served as acting CIO since John Sherman’s departure last summer, will now return to her role as principal deputy CIO. It remains an open question as to whether President Trump will nominate Arrington to become the permanent CIO – a position that requires Senate approval. Arrington first joined the Pentagon during President Trump’s first term in office, serving as the DoD’s CISO for acquisition and sustainment from 2020 to early 2022, and was a prime mover behind development of the department’s Cybersecurity Maturity Model Certification (CMMC) program.
