Legislative Update: Brownfield grant funding remains a popular bi-partisan issue at the federal level. The Brownfield Redevelopment Tax Incentive Reauthorization Act (H.R. 815) needs your support! The National Brownfield Coalition encourages you to take action and ask your member of Congress to co-sponsor the bill.

In the Senate, the Brownfield Reauthorization Act of 2025 (S. 347) advanced out of committee with unanimous support. This bill will provide funding for brownfield grants through FY2030. This article by CCLR Board Member Nicholas William Targ explains the federal legislation in more detail.

Supplemental Funds for Eligible Brownfield Revolving Loan Fund (RLF) Grants

Applications Due: March 26, 2025

EPA has announced an estimated $40 million in Bipartisan Infrastructure Law funds to supplement eligible grantees with an open Brownfield RLF grant. Learn More

T-Mobile’s Hometown Grant Program

Applications Due: March 31, 2025

Grants up to $50,000 to support projects to build, rebuild, or refresh community spaces that help foster local connections. Examples of eligible projects include, but are not limited to, adaptive uses for older and historic buildings into community gathering spaces, improvements to outdoor parks or trails, and technology projects for the public library.

NOAA: $100 million in funding is available for transformational habitat restoration and coastal resilience projects under the Bipartisan Infrastructure Law.

Applications Due: April 16, 2025.

FEMA: The Flood Mitigation Assistance (FMA) grant program

Applications Due: April 18, 2025

Federal funds available to reduce or eliminate the risk of repetitive flood damage to structures insured under the National Flood Insurance Program (NFIP) within participating communities.

FEMA: Building Resilient Infrastructure and Communities (BRIC)

Applications Due: April 18, 2025

Federal funds available to states, U.S. territories, federally recognized tribal governments, and local governments for hazard mitigation activities.

Greater Arizona Development Authority GADA Program: Accepting Applications for Technical Assistance

Applications Due: March 15, 2025

GADA assists Arizona communities with the development of public infrastructure projects that enhance community and economic development. Technical assistance supports capital projects by helping applicants estimate project costs and timelines. GADA will finance up to $100,000 of eligible expenses through a no-interest loan that can be repaid using GADA financial assistance in a future application round.

California Strategic Growth Council adopts updated Affordable Housing and Sustainable Communities Program Guidelines

The updated guidelines come in anticipation of a $775 million Notice of Funding Availability (NOFA) from CA Department of Housing and Community Development for projects that advance affordable housing and GHG reduction. Look for the NOFA in late March. Learn More
