Delaware County Excited to Celebrate Black History Month 2025

Celebrating 2025’s Theme of "African Americans and Labor" and the Role of Black Workers in Shaping Our Nation

Delaware County Council and the County team are excited to celebrate Black History Month this February alongside residents across the County.

Founded by historian Carter G. Woodson, this annual observance recognizes the contributions, resilience, and achievements of Black Americans in shaping the nation’s history, culture, and economy.

The 2025 theme, "African Americans and Labor," highlights the profound impact of Black workers in building and sustaining the country’s economy, communities, and institutions. From agriculture and industry to public service, the military, and social activism, Black Americans have been integral to the nation’s progress, often overcoming systemic discrimination and inequities in the workforce.

Despite historical barriers, Black labor leaders, organizers, and professionals have fought for fair wages, workplace protections, and economic justice. Figures like A. Philip Randolph, Dorothy Lee Bolden, and Bayard Rustin paved the way for greater workplace rights and opportunities, inspiring future generations to continue advocating for equity in the workforce.

Delaware County is proud to recognize and honor the contributions of Black workers, past and present, whose dedication and leadership have shaped industries, strengthened communities, and advanced labor movements.

We encourage all residents to participate in this month’s observance by:

  • Supporting Black-owned businesses and entrepreneurs
  • Learning about the history of Black labor movements and workplace rights
  • Volunteering with Black-led community organizations
  • Amplifying Black voices and workplace equity initiatives
  • Engaging in meaningful conversations about labor rights, fair wages, and economic justice

Together, we honor the enduring legacy of Black labor and reaffirm our commitment to equity, opportunity, and inclusion in Delaware County.

Delaware County Council will announce a number of Black History Month celebrations and events during Council’s Regular Public Meeting on February 5. During the month, members of the County Team, including County Council, County leadership, and departments including Delaware County Libraries, the County Office of Services for the Aging (COSA), and the County's Health Department, will host activities to honor and reflect on the contributions of Black Americans.

Some notable highlights include the County's 2nd Annual Black History Month Celebration, recognizing outstanding community members and featuring student artwork, a StoryWalk® at Rose Tree Park showcasing Henry’s Freedom Box, and special initiatives highlighting Black public health pioneers in Delaware County.

Delaware County's Office of Services for the Aging Offering A Matter Of Balance — A Free Virtual Fall Prevention Program for Older Adults Starting February 7

The Delaware County Office of Services for the Aging (COSA), in collaboration with the PA Department of Aging, is offering a free program this winter to help older adults reduce their risk of falling.

The program, titled A Matter of Balance, is a virtual, evidence-based program designed to help adults age 60 and older improve their strength, flexibility, and balance while addressing the fear of falling—an often-overlooked factor that increases fall risk—and emphasizes practical strategies to manage falls.

Studies show that falls are the leading cause of traumatic brain injury among older adults, and every 20 minutes in the U.S., a senior dies from a fall. However, many falls are preventable with the right knowledge and exercises.

This eight-session program will be held virtually on Zoom, making it accessible from the comfort of home. Sessions will take place on Fridays, February 7 through March 28, from 12:30 to 2:30 p.m.

Participants Will Learn To:

  • View falls as controllable
  • Set goals for increasing activity
  • Make changes to reduce fall risks at home
  • Exercise to increase strength and balance

Who Should Attend?

  • Anyone concerned about falls
  • Anyone interested in improving balance, flexibility, and strength
  • Anyone who has fallen in the past
  • Anyone who has restricted activities because of falling concerns

Delaware County Controller’s Office Urges Residents to Check for Unclaimed Funds

Over $100K in Unclaimed Funds Available to Delaware County Residents and Organizations

Hundreds of Delaware County residents, businesses, and nonprofits are owed unclaimed funds—sometimes totaling thousands of dollars—from the County of Delaware. Currently, Delaware County has over 750 listings of unclaimed funds, with amounts ranging from a few dollars to $8,000, totaling more than $113,000 County-wide.

These funds, often from uncashed or undeliverable checks, result from transactions such as vendor payments, polling site rentals, or reimbursements. There are many reasons why funds go unclaimed.

Sometimes people move without leaving a forwarding address, making it impossible for checks to reach them. In other cases, checks get lost in the mail, misplaced, or accidentally destroyed.

The Delaware County Controller’s Office, led by Joanne Phillips, Esquire, has worked diligently to make the process of claiming these funds simple and accessible, and is dedicated to helping Delaware County residents recover their unclaimed funds.

The County launched an Unclaimed Funds section (linked below) on its website last summer allowing individuals to search for their names, view amounts owed, and follow a user-friendly process to reclaim their money.

“Our goal is to ensure that individuals, businesses, and organizations in Delaware County can recover funds that rightfully belong to them,” said Phillips. “Whether it’s $50 or $5,000, this money could make a real difference, especially in today’s economic climate.”

How to Search for Unclaimed Funds

To search the Unclaimed Funds List to determine if you, a loved one, or business may be owed funds from the County, visit the Controller's Office Unclaimed Funds web page and click on the link titled "Unclaimed Funds Listing."

Open the Unclaimed Funds List document, and scroll through the alphabetical listing of individuals and organizations that are due money.

How to Submit a Claim

To claim funds, complete the downloadable claim form found on the Controller's Office Unclaimed Funds web page. The page provides a downloadable form with clear filing instructions.

All submissions must include appropriate documentation.

  • For individuals: Include a photo ID and proof of address.
  • For businesses: Submit a claim on company letterhead with authorization.
  • For deceased individuals: Provide estate documentation, such as a death certificate and proof of executorship.

For claims exceeding $250, your signature must be notarized to ensure the rightful payee receives the funds. The good news is that notary services are widely accessible. You can find notaries at local banks, shipping centers, and even online through virtual notary services, making it easy to complete this important step.

Once the form and documentation is completed, mail your claim to the following address:

County of Delaware Joanne Phillips, Controller

Attn. Jeffrey Powers, First Deputy Controller

201 W. Front Street

Media, PA 19063

Forms and associated documentation must be submitted via the U.S. Postal Service—faxed or emailed forms will not be accepted.

Avoid Fees from Third Parties

Residents are cautioned about using third-party agencies offering to help claim funds for a fee or commission. “You don’t need to pay anyone to recover your money," said Controller Phillips. "This service is completely free through the County or the Pennsylvania Treasury Department."

Nothing Listed?

The County is mandated to hold unclaimed funds for three years before transferring them to the State Treasury, where they become part of a larger unclaimed property pool.

If your name does not appear on the County’s list, you are encouraged to search the Pennsylvania Treasury’s Unclaimed Property Database.

We hope you find something!
