Federal Fiscal Year End Shut down – Payment Delays Expected
Due to the federal fiscal year shutdown occurring on Sept. 23, processing of all FEDERAL invoices and reimbursement requests will be on hold until the federal financial system becomes available mid-October.
FTA Section 5310 Rural/Small Urban and 5311 Rural Applications:
Currently, there is no federal funding application available for the Section 5310 and 5311 programs. When applications become available, a notice will be posted in this newsletter and on our website at Transit Applications and Reporting.

RECORDING NOW AVAILABLE: FTA Public Transportation Safety Certification Training Program Webinar
The recording and presentation from FTA's Public Transportation Safety Certification Training Program (PTSCTP) webinar on Sept. 5 is now available. The webinar highlighted key changes in the updated PTSCTP regulation and included an overview of frequently asked questions.
On Aug. 14, FTA published updates to the PTSCTP Regulation that refined the communication process, added administrative requirements and clarified voluntary participation and recertification training requirements. FTA incorporated feedback from a variety of stakeholders and has implemented updates to the final PTSCTP safety rule, including:
- Adding a recertification element defined by FTA.
- Requiring state safety oversight agencies (SSOAs) and rail transit agencies to establish a lead contact with FTA who must report semiannually about the status of their participation and their agency-defined recertification training requirements.
- Clarifying that voluntary participants are not required to complete recertification requirements to maintain their certification.
- Increasing flexibility in the training certification program.
- Updating definitions to clarify requirements and provide consistency with other FTA programs and regulations.
- Determining that mandatory participation will not extend to bus transit agencies and personnel.
The PTSCTP maintains the existing minimum training requirements for SSOA personnel and employees and contractors who are directly responsible for the safety oversight of a rail fixed guideway public transportation system.

Upcoming Cybersecurity for Transit: What You Need to Know Webinar Co-Hosted by National RTAP and N-CATT
National RTAP and the National Center for Applied Transit Technology (N-CATT) are co-hosting a webinar on Cybersecurity for Transit: What You Need to Know on Oct. 1, from 1:00-2:30 p.m. Panelists are Scott Belcher, Co-Founder of Cybrbase, LLC; Julia Castillo, Executive Director of HIRTA Public Transit; and Todd Chollet, Cyber Practice Lead, Sunstar Insurance.
This webinar will cover cybersecurity for transit basics and provide guidance for small transit agencies on the actions to take to prevent, respond to and recover from cyberattacks. Attendees will leave with steps they can implement right away.

Notice of Funding Opportunities (NOFO)
FHWA Culverts AOP Grant Program – Sep. 23 deadline. FTA, FHWA and FRA jointly administer up to $784 million to improve anadromous fish passage by mitigating aquatic organism passage (AOP) barriers posed by transportation-related facilities such as culverts.
FTA's Safety and Security Certification of Electric Bus Fleets – Industry Best Practices developed minimum safety and security certification program practices and protocols for transit agencies to verify that battery electric buses and their associated facilities, systems and equipment are safe for operation.
The FTA Coordinating Council on Access and Mobility (CCAM) launched the new CCAM Multisector Partner Directory, a resource for spotlighting the national multisector partners and technical assistance (TA) centers that CCAM members engage with to improve access to human services transportation. The Directory can be searched by keyword, type of agency, type of service and CCAM member relationship. There is also a form to add a new partner, provide feedback or share a collaboration story.
The Office of Management and Budget information collection request for comments on the Survey of FTA Stakeholders has been extended to Oct. 11.

New TRACS Reports Now Available | |
Three new reports with recommendations from FTA’s Transit Advisory Committee for Safety (TRACS) are now available on FTA’s TRACS webpage. The reports focus on cyber and data security, reducing bus collisions and advancing rider and worker safety.
TRACS provides information, advice and recommendations on transit safety and other issues as determined by the Secretary of Transportation and the FTA Administrator.

HIRTA Public Transit is holding a conference on Oct. 10 in Newton, IA from 9:00 a.m. - 3:45 p.m.: Beyond the Bus | Rural Mobility Solutions: Enhancing Access, Sustainability, and Resilience. Beyond the Bus will explore strategies to address these challenges and improve rural mobility.
FTA, in partnership with the National Transit Institute, is happy to announce that this year’s set of National Transit Database (NTD) courses and webinars is now open for registration. The courses, which will be conducted in person and virtually, provide comprehensive, step-by-step training on completing the NTD's annual safety and security reports. The 90-minute webinars are more specific, focusing primarily on annual reporting for stakeholders. All webinars will be held online, and recordings will be available on FTA’s website.

New National RTAP Interactive Dashboard on Resources by Roles | |
National RTAP's new Resources by Roles tool is an interactive dashboard that lets users see and access all the National RTAP resources that can be used for training staff for the major roles in rural transit agencies, such as drivers, heads of agencies, state program managers and others. Clicking on the tiles for the roles will take users to links in our Resource Library, website or eLearning, where they can access full-text.
Our Resource Catalog still contains information on Resources by Roles (pages 9-10), but now lists the top five recommended resources for each role (rather than the top fifteen). If anyone has questions, please contact info@nationalrtap.org.
