Policy Advocacy Updates

Multifamily Incentive Program

The San Jose Chamber of Commerce spoke at City Council in support of the Multifamily Residential Incentive Program, aimed at facilitating the development of new homes in San Jose. In light of current challenges like uncertainty in capital markets and high construction costs, the program will help move already entitled housing projects forward. The Chamber emphasized that housing is crucial to the local economy, supporting job creation and business expansion. The program focuses on urban villages and growth areas, encouraging dense multifamily housing, by lowering construction taxes and affordable housing requirements for those already entitled projects. The incentive program also rightsizes the park fees in North San Jose, aligning it to the rest of the city.

Creation of Monterey Corridor Business Improvement District

The San Jose Chamber of Commerce supported the creation of a Business Improvement District (BID) along the Monterey Corridor to help local businesses thrive in the post-COVID economy and strengthen the city's tax base. BIDs provide several benefits including business development strategies, increased public safety for businesses in the district, and capital for improvement and beautification projects.

County Office of Economic Development

The San Jose Chamber of Commerce supported Supervisor Arenas' proposal to create a countywide Office of Economic Development. The Chamber highlighted several key benefits of the Office including catalyzing business growth and investment, facilitating strategic countywide planning efforts, and promoting crosscounty equity and inclusion. Chamber staff will continue monitoring this proposal in 2025 and looks forward to collaborating with the office on key business issues, such as small restaurant permitting and preparations for major events like the 2026 sports events in the county.
