College Hill Reservoir Replacement Project

Dear Neighbor: 

 

The contractor completed the final controlled blast at the College Hill site yesterday. Rock is now ready to be removed from the site to make way for the construction of the new earthquake-resilient water storage tanks. Read on for what you can expect from this next phase of the project.  

Truck Traffic 

Truck traffic will increase as the contractor starts focusing solely on removing excavated material from the site. It will take approximately 2-3 months to remove the roughly 54,000 cubic yards of excavated material, which will be hauled to other work sites for use.  At the height of hauling, there may be as many as 20 trucks passing through the site every hour.

  

Daily traffic will be variable due to truck and driver availability, locations of dump sites for hauled material and other factors. We will provide monthly updates to help neighbors track progress starting at the end of January. 

 

Monitoring Truck Speed  

Because of their size and loud presence, dump trucks can appear to be speeding. All dump trucks working on this project are equipped with a GPS-based monitoring system. The system tracks each driver’s route and speed to facilitate compliance with posted limits. If a variance is suspected, the contractor will check the data and intervene, if needed. 

 

Sediment Management 

Additional mud will be a byproduct of this next phase, and the contractor will use several methods to contain mud within the project site. They are currently rebuilding the project access road to add an extra level of gravel between truck tires and mud and installing a wheel wash to prevent mud from tracking to Lincoln Street. 

 

Excavated material will be stacked in a pile before it is loaded onto trucks. This helps remove mud and debris before loading. Trucks will be loaded with their beds at an angle to encourage water and mud to drain before they enter the roadway.  

 

Finally, street sweepers will be out on Lincoln more regularly, to clear any excess mud that makes it to the road.   

 

Truck Loading and Acoustics 

Trucks will be filled rapidly to expedite the removal of fill from the site. Neighbors can expect to hear rumbling related to rocks being loaded into empty truck beds.
