Consortium Carryover

Consortium carryover is one or more prior fiscal years exceeding 20% and is assessed and acted upon annually. Consortium carryover includes the carryover of all its members. State leadership will identify consortia with 20% or more carryover as of the due date of September 30, 2024, for the Quarter 4 Expenditure Report.


Regardless of the consortium-approved fiscal reporting at 11:59 p.m. September 30th, NOVA will capture all information regardless of certification which will be reviewed by the State including the flags for carryover compliance.  


Consortia with 20% or more carryover will be required to submit a written expenditure plan to the State showing how the consortium will work to reduce their carryover below the 20% threshold. The State will also assign technical assistance to those consortia to ensure effective use of funds as specified by policy, and to ensure that the consortium’s annual carryover does not continue to exceed the 20% threshold so that it continues to provide adequate adult education services to the region.

Quarter 4 Expenditure Report

The consortium will have until September 30, 2024, to certify the reports. Since this is the closeout of a program year, it will be extremely important to ensure all quarterly expense reports are accurate prior to certification. Once the reports are certified, the consortium will no longer have access to make changes.

CAEP Budget and Work Plan Due Date

The member Budget and Work Plan is due in NOVA by September 30, 2024. The consortium will have to certify the plans by October 30, 2024.

The Quarter 1 student data is due in TOPS Pro no later than October 31, 2024. Additionally, the Employment and Earnings Follow-up Survey is also due on the same day, October 31, 2024.

In 2018, the Contra Costa County Workforce Collaborative (CCWC) was formed by 10 regional organizations creating a new collaborative model that would more efficiently and comprehensively leverage workforce development funds and expand the programs and services of the American Job Centers of California (AJCCs) countywide. This collaboration created a first-time seamless, coordinated system for delivery of diverse employment services to job seekers throughout Contra Costa County.

Updated USA Learns, Access America, and Citizenship Courses - Upcoming Webinars

Immigrants and adult learners across the nation have been using the free USA Learns Access America and Citizenship courses to learn more about living in the United States as well as helping them successfully pass the naturalization interview. Thanks to a generous grant from the United States Citizenship and Immigration Services (USCIS), USA Learns has added new instruction to their Access America course, which includes:


•         Multimedia-based activities and videos to help new immigrants live, work, and parent in the U.S.


•         New vocabulary, listening, and speaking practice activities and helpful resources


•         Self-paced preparation to become a U.S. citizen


•         Mock naturalization interview practice and digital literacy skills


•         Activities that make the course content more locally relevant


New resources for instructors are also being added, including a detailed scope & sequence.


The USA Learns website address is https://www.usalearns.org. Adult learners can learn at their own pace or with the help of a teacher, and all for free.

On June 18, 2024, the Department of Homeland Security (DHS) announced a key step toward fulfilling President Biden’s commitment to promoting family unity in the immigration system. DHS will establish a new process to consider, on a case-by-case basis, requests for certain noncitizen spouses of U.S. citizens who have been continuously physically present without admission or parole in the United States for 10 years or more; have no disqualifying criminal convictions; do not pose a threat to national security and public safety and pass vetting; are otherwise eligible to apply for adjustment of status; and merit a favorable exercise of discretion. CALPRO's New Teacher Collaboration Institute Application Open

CALPRO is pleased to announce the opening of the application to the new Teacher Collaboration Institute: Lesson Study Processes and Tools! This training is not just a learning opportunity, but a chance to empower adult education teachers with the skills and practices necessary for effective team collaboration through the Lesson Study Process. The goal is for teachers to collaboratively evaluate and enhance lessons using strategies such as lesson study, lesson charrettes, and peer observation. By engaging in these collaborative practices, teachers will be able to implement their learning directly into their teaching practices, fostering continuous improvement and the development of effective instructional strategies. This 100% virtual Institute will consist of the following training schedule and topics:


• Orientation: Tuesday, November 5, 2024, 2:00 pm – 3:30 pm


• Session 1: Peer Observation Planning Tuesday, December 3, 2024, 2:00 pm – 4:00 pm


• Session 2: Lesson Charrettes Tuesday, January 14, 2025, 2:00 pm – 4:00 pm


• Session 3: The Lesson Study Cycle Tuesday, February 4, 2025, 1:00 pm – 2:15 pm


• Session 4: Evaluating and Reflecting on Student Work Tuesday, March 11, 2025, 9:00 am - 2:00 pm

2025 CALPRO Leadership Institute Application Now Available

CALPRO Leadership Institute 2025 applications are now available and due by November 18, 2024!


The CALPRO Leadership Institute (the Institute) will provide you with in-depth opportunities to explore, practice and reflect on developing your leadership skills. Previous topics addressed during the Institute have included Budget and Fiscal Management, Professional Learning, Managing Community and District Relationships, Grant Writing, Strategic Planning, Collaboration and Partnership Building and Instructional Leadership, among others. Given the limited number of participants, the Institute provides intimate access to expert field presenters and the opportunity to network with new and seasoned administrators.


For the 2025 Institute, we will accept up to 24 participants. I invite you to apply or to share the applications with new or aspiring administrators. The Institute will be held in-person AND virtually over a total of six days. Following are the scheduled dates:


January 23-24, 2025 (In-person in Sacramento)

March 27-28, 2025 (Virtually); and

May 29-30, 2025 (In-person in Sacramento)

Participants also participate in a leadership coaching component of the Institute for the year after completing the six days of training. The Institute is open to all California funded adult education programs. Completed nominations/

applications must be received by Monday, November 18, 2024. CALPRO will notify selected participants and their nominators by December 4, 2024.

Consortium Directors' Peer Learning Circle (PLC)


The Consortium Directors' Peer Learning Circles serve as a specialized forum for Consortium Leads, Co-Leads, Managers, and Directors. This platform offers a unique space to engage in discussions on challenges, queries, and distinctive scenarios frequently experienced by Consortium Leads, who often navigate the complexities of both the Community College noncredit system and the K12 system. It provides an invaluable opportunity for leads from across California to exchange ideas, find thought partners, and disseminate strategies and best practices, thereby fostering excellence throughout the state.

Directors' Corner | Discussion

The Directors' Corner serves as an online platform designed to promote the exchange of ideas and facilitate access to colleagues throughout the state. Additionally, the Canvas Course is a repository of consolidated resources for Consortium Leads/Directors. This platform aims to foster a robust networking environment, allowing for the seamless sharing of queries, resources, and insights on various scenarios among directors throughout the State.
