It has been a very busy few weeks and next week, we will be sharing insights on Asian American Heritage Month, Cyber Security Awareness Month, and National Womens' Small Business Month. (I will be visiting Asian, women owned businesses this month across Wake County.

October is a very busy month as we also celebrate Cybersecurity Awareness Month, Domestic Violence Awareness Month, Crime Prevention Month, and IT Professionals Month.   We will get to these before the month is over.

ECONOMIC DEVELOPMENT ALERT: FORGE BATTERY

Forge Battery was selected for a $100 million grant from the Department of Energy to increase their capacity and to grow jobs in Morrisivlle!  

Forge Battery expects to produce commercial lithium-ion cells at 1 GWh/year starting in 2026 and expand the facility to 3 GWh/year and would create about 280 jobs!

A special thanks to Congresswoman Ross for her work on helping Forge Battery to win this grant.

IN MEMORIAM: RATAN TATA

I am deeply saddened to hear about the passing of Ratan Tata, a visionary leader, philanthropist, and one of India’s most respected industrialists. Ratan Tata's legacy is not only marked by his remarkable achievements in transforming the Tata Group into a global powerhouse but also by his unwavering commitment to social responsibility and ethical business practices.



He was an inspiration to millions, a beacon of integrity and innovation, and a tireless advocate for the betterment of society. His contributions have not only advanced India’s economy but also uplifted communities, fostered education, and championed healthcare

initiatives that continue to make a difference.


Ratan Tata's legacy will live on in the countless lives he touched and in the transformative impact he had on India and the world. My heartfelt condolences go out to his family, friends, and all those who admired him. May his soul rest in peace, and may we continue to honor his memory by striving to embody the values he lived by

IN MEMORIAM: PETE ROSE 1941-2024

A 17-time All-Star, the switch-hitting Rose played on three World Series winners. He was the National League MVP in 1973 and World Series MVP two years later. He holds the major league record for games played (3,562) and plate appearances (15,890). He was the leadoff man for one of baseball’s most formidable lineups with the Reds’ championship teams of 1975 and 1976, featuring Hall of Famers Perez, Bench and Joe Morgan.

Duke Energy Morrisville Projects

Duke Energy has initiated two projects within Morrisville that will impact noise, traffic and sidewalk passage. These projects are to install distribution power lines from nearby substations to areas of development within the community to strengthen the electric grid and increase capacity.

 

Currently, the Duke Energy project team is installing underground equipment along McCrimmon Pkwy (from Town Hall Dr. to Airport Blvd.). This work is expected to be complete by March 2025, depending on soil conditions. Residents and businesses along McCrimmon Pkwy will be notified by Duke Energy. For safety, sidewalk and lane closures are anticipated. Construction activity will take place Monday through Friday, during daylight hours.

Morrisville Means Business After Hours Workshops

The Town of Morrisville, Morrisville Chamber of Commerce and Truist Bank are hosting three workshops in the coming months. Staff from Truist Bank will lead workshops created for Morrisville small business owners, prospective business owners and the general public.

 

The workshops will take place at the Chamber of Commerce (260 Town Hall Dr.), from 5:30 to 7 p.m. on Oct. 9Nov. 7, and Dec. 11. Food will be provided, and a raffle prize will be awarded during each networking opportunity. Registration is required for each date.

Boo Bash Applications Open

Boo Bash (formerly Trick-or-Treat the Trail) will be held on Saturday, Oct. 26, from 3-6 p.m. at Morrisville Community Park (1520 Morrisville Pkwy) and the Town is inviting local businesses and organizations to be part of this exciting community event. Set up a fun, themed and decorated table where your business can hand out candy and connect with attendees. Organizations are also encouraged to bring marketing materials and up to five team members to put on a game or activity for the kids.

WESTERN NC HOMETOWN HEROES

I wanted to take a moment and thank the First Responders and volunteers who are working every day to help Western NC. 

Morrisville Firefighters

The Morrisville Fire/Rescue Department has deployed six firefighters to Mitchell County to support operations following Hurricane Helene. The team will begin their seven-day tour on Thursday. A four-team group will relieve this group beginning Thursday, Oct. 10.

 

On Friday, Oct. 4, the Morrisville Police Department is deploying four officers to Asheville as part of a 100-officer deployment from Wake County. The officers are anticipated to be in Asheville for five to seven days.

 

The best way for residents to help is by supporting the North Carolina Disaster Relief Fund. Learn more at nc.gov/disaster-relief-fund-faqs.

Morrisville Police

Last week, Morrisville Police Department deployed seven officers as part of a larger regional task force to support the Asheville Police Department. Our officers were joined by Apex Police Department, Cary Police Department, Holly Springs Police Department, Wake ABC Law Enforcement, and Wake Forest Police Department. The task force departed from Ting Park in Holly Springs after a prayer from local law enforcement chaplains.

Morrisville officers are anticipated to be in Asheville for five to seven days. We wish them safe travels.

MY INSIGHTS ON WESTERN NC

Over the past few weeks, our beloved Western North Carolina has faced a series of devastating storms that have left a trail of destruction, displacing families, damaging homes, and uprooting communities. The resilience of our people has always been a source of pride, and now, as we face this challenge, it is more important than ever for us to come together in support.

 

The impact of these storms has been immense—roads washed out, infrastructure damaged, and lives disrupted. Yet, in the midst of this destruction, we have seen remarkable acts of courage and kindness. First responders, local volunteers, and organizations have worked tirelessly to provide shelter, food, and aid to those affected.

 

But there is still much work to be done. The road to recovery will be long, and it will require the effort of every single one of us—whether through donations, volunteer work, or simply lending a hand to a neighbor in need. We must also continue to call on state and federal officials to ensure that the necessary resources are made available to rebuild and strengthen these communities for the future.



Last month, we enjoyed Preparedness month, but this recent tragedy highlights how important it is for all of us to have plans in place for weather related emergencies and tragedies, like this.   I will be sharing some of the insights on Preparedess Month in this newsletter, although I missed this along with Opioid Recovery and Suicide Prevention month, and will get to these next week as well.

My National Night Out Message:

I did want to take a moment to address the importance of National Night Out, which was last week. 

National Night Out is a night dedicated to building safer and stronger communities. This event reminds us that safety is not just the responsibility of law enforcement but a collective effort by all of us. It's about neighbors looking out for one another, standing together, and strengthening the bonds that make our communities thrive.

National Night Out is more than just a gathering—it's a chance to foster positive relationships between residents and those who serve to protect us. When we engage with our police officers, firefighters, and first responders, we create a safer environment for everyone. But just as important, we also remind ourselves that real safety starts with knowing and caring for each other as neighbors.

 

Tonight, let’s commit to creating an atmosphere where everyone feels safe, valued, and connected. Together, we can reduce crime, foster trust, and ensure our neighborhoods are places where every family can thrive.

 

Thank you for your commitment to community, and let’s continue to make our town a place of unity and safety for all.

FIRE SAFETY DAY AND FIRE PREVENTION WEEK

Fire Safety Day is an observance dedicated to raising awareness about fire prevention and safety practices. It often focuses on educating the public on how to prevent fires, respond to fire emergencies, and use fire safety equipment like smoke detectors, fire extinguishers, and escape plans. Typically, Fire Safety Day is a part of Fire Prevention Week, which occurs in early October in the U.S. to coincide with the anniversary of the Great Chicago Fire (October 8-10, 1871).

 

Schools, fire departments, and safety organizations host activities and demonstrations to teach children and adults about fire hazards and safe behaviors, such as how to stop, drop, and roll in case of a fire, or how to create a family evacuation plan. The goal is to reduce fire-related injuries and fatalities through public education.

As we celebrated the 155th birth anniversary of Mahatma Gandhi, let us reflect on the enduring legacy of a man whose vision of non-violence, truth, and unity transcended borders and continues to inspire generations across the world. Gandhi ji, the father of our nation, was not just a leader of the Indian independence movement—he was a beacon of hope for those oppressed, a symbol of peace in a world divided by conflict, and a testament to the power of conviction.

 

Gandhi’s philosophy of Satyagraha—the force of truth—taught us that real strength lies not in violence, but in courage, compassion, and the unwavering pursuit of justice. His words, "Be the change you wish to see in the world," still resonate deeply with each of us, reminding us of our individual power to bring about transformation in society.

 

In today’s world, where divisions and discord seem to grow, Gandhi’s message remains as relevant as ever. His principles of equality, respect for all, and the dignity of labor are values we must continue to uphold and embody in our communities and our daily lives.

HURRICANE MILTON HITS FLORIDA AS A CATEGORY 3

Hurricane Milton plowed into Florida as a Category 3 storm Wednesday, bringing misery to a coast still ravaged by Helene, pounding cities with winds of over 100 mph (160 kph) after producing a barrage of tornadoes, but sparing Tampa a direct hit.


More than 2 million homes and businesses were without power in Florida, according to poweroutage.us, which tracks utility reports. The highest number of outages were in Hardee County, as well as neighboring Sarasota and Manatee counties.



The storm tracked to the south in the final hours and made landfall in Siesta Key near Sarasota, about 70 miles (112 kilometers) south of Tampa. The situation in the Tampa area was still a major emergency as St. Petersburg recorded over 16 inches (41 centimeters) of rain, prompting the National Weather Service to warn of flash flooding.

Tropicana Field, the home of the Tampa Bay Rays in St. Petersburg, appeared to be badly damaged. Television images Wednesday night showed that the fabric that serves as the domed building’s roof had been ripped to shreds. It was not immediately clear if there was damage inside the stadium.

Over the past few years, I had brought the idea to my colleagues on the Council, to approach Marbles Museum of moving the Gandhi Statue to Morrisvill, in an effort to give the statue a more prominent location and to better reflect the growing Indian American community in Morrisville.  


Last week, The Gandhi statue was relocated to Morrisville from its current location at Marbles Kids Museum in Raleigh at the Church Street Park Southern Lot Expansion. This decision has been made to The move is seen as a way to honor Gandhi's legacy and to make the statue more accessible to the community that deeply values his contributions. 

As a precursor to accepting the Gandhi statue, our council first passed a public art policy in May that lays out criteria for accepting or rejecting public art proposals.


Stay tuned for details on the Gandhi Celebration event which will be held sometime in early October. A special thanks to staff, Council, and Marbles for making this move of the statue possible!

Registration for Morrisville 101 is now open! Morrisville 101 is an annual community academy for residents interested in local government.

In collaboration with the Heritage India Association of North Carolina (HIANC), the Town of Morrisville is honored to announce that a statue of Mahatma Gandhi has been permanently relocated from Marbles Kids Museum in Raleigh to Church Street Park in Morrisville. 

On Saturday, the Association hosted a celebration, attended by Mayor Cawley, Mayor Pro Tem Garimella, Council Member Liz Johnson, myself, and Brandon Zudeima and other community leaders, including Dr. Arvind Shah, Govind Chandak, India Heritage Association President, Harish Chander, Yash Garg and Manoj Pandya, President of the Hindu Society of North Carolina. 

I want to thank the Council, Staff and Marbles for working with me to move the Gandhi Statue. 

We are proud to be the new home for the Mahatma Gandhi Statue, whose legacy of peace, unity, and justice for will inspire future generations of Triangle residents from all over the world, right here in North Carolina.

JEWISH FEDERATION OCT 7th HAMAS ATTACKS COMMEMORATION

On Monday, Oct 7th, I was honored to be a guest, at the Commemoration for the attacks on Israel, hosted by the Jewish Federation of Raleigh.  

Congresswoman Deb Ross and NC Senator Lisa Grafstein were in attendnace .    It was a very emotional evening, where we heard from Sagi Gabay, a survivor of the Nova Musical Festival terror attacks.  In addition, letters were read from mothers who lost sonds and daughters and other survivors of attacks, along with shared videos of the tragic events.   

The evening ended with an Interfaith Prayer, presented by Pullen Baptist Church Nancy Petty and Rabbi Lucy Diner along with closing violin music by the NC Symphony. 

Thanks to Phil Brodsky, CEO of the Federation and all of the volunteers, who pulled this event together.

Last Saturday, we all had a great time at the Public Safety Day as we combined National Night Out with Fire Safety Day! It was well attended and it was great to see Cert, and our Police and Fire in attendance, along with many residents learning abour Fire Safety Tips. This year, the theme for Fire Prevention Week is Smoke Alarms, so we got some great tips, and make sure you change the batteries twice a year and that you keep these at every level of the house! Great time!

WALK, ROLL AND BIKE TO SCHOOL DAY AT CEDAR FORK ELEMENTARY

Yesterday morning, I participated with Mayor Cawley in the Walk to School Day event at Cedar Fork Elementary. A special thanks to Principal Tara Yunker, all the parents and everyone who attended and to our Fire and Police, who were with us as well. It was a fun morning!

OFFICER CARL RODRIGUES AND ARCO RETIRES

At the last Council Meeting on Sept. 24th, Officer Carl Rodrigues from our Police Department retired after 20 years of service to the Town.   K-9 Arco also retired, and it was an emotionan farewell.   Carl did mention that he owed much of his success to his sister, who basically raised him, and she passed away this year.   He thanked her and I know she was looking down from heaven at her brother, proud of his career as a dedicated law enforcement officer. 

ZACH ON HANGOVER HEADLINES STEIN EVENT!

Thanks to everyone who came out to the Pershable fundraiser hosted by Josh Stein with special guest, actor (Hangover) Zach Galifianakis, a native of Western North Carolina.  He loves NC and really wants Josh to win and was emotional.   It was a great event and fun to meet a star!   

ASIA FEST A BLAST!

Thanks to Asian Focus for another wonderful Asia Fest at the Koka Booth Ampitheater!   The Dragon Boat races were amazing and it was wonderful to hear from Attorney General Josh Stein, Secretary of State Elaine Marshall and to be with so many elected officials across the state and region.   

MEETING MARYLAND GOVERNOR WES MOORE

Last Sunday, I was honored to meet and spend some time with Maryland Governor Wes Shapiro at a Press Conference at Jada Accessories in Durham.  The Governor, a rising national star, was here on behalf of the Harris Campaign, higlighting the progress the Administration has made in growing black owned businesses and start ups.  I am sure he will be a Presidential Candidate in the not too distant future! 

GOVERNOR JOSH SHAPIRO HEADLINES EVENT FOR STEIN!

I ended my weekend at Stein event in Raleigh, headlined by Pennsylvania Governor, Josh Shapiro.  It was amazing to catch up with him on the elections, hear his inspiring words, and of course, be inpisred by another rising star in our nation, who will one day be a Presidential Candidiate.   He is working hard in Pennsylvania for Vice President Harris and his speech was inspiring!   There will soon be two Governors in the United States, named Josh!

The 2024 State of the County Address, Growing Together, took place on Tuesday, Oct. 1, at the Scott Northern Wake Tech Campus in Raleigh. Wake County Board of Commissioners Chair Shinica Thomas celebrated the progress the county has made this year and . highlighted future projects that will support and serve our nearly 1.2 million residents.

In addition to her remarks, Chair Thomas also led an engaging conversation with local leaders, including, Wake County Sheriff Willie Rowe, Wake Tech President Scott Ralls, Wake County Chief Medical Officer José Cabañas and Wake County Economic Development Executive Director Michael Haley. 

I really enjoyed attending and a special thanks to Matt Smith for doing such a wonderful job as the MC! 

COUNCIL APROVES TOWN CENTER DEVELOPMENT AGREEMENT!

We had two significant achievements for the Town Center Project on Tuesday. First, the Local Government Commission approved our Development Agreement (and associated leases). Second, Town Council approved the Town Center Development Agreement! The approval of the DA is a huge milestone for this project and brings us much closer to the Town Center becoming a reality.

A special thanks to previous Councils, the residents, Former Town Manager Paige, Manager Brandon Zudeima, DFI, our staff and Singh Development for this major step forward!

My main takeaway from this event was the significant growth of Venture Capital being invested in Gov Tech, and the rapid pace of founded start ups in this space.

PRESENTATIONS

Fire Prevention Week Presentation – Council recognized October 6-12, 2024, as Fire Prevention Week and presented the Proclamation to Deputy Fire Chief, Tom Dooley, Fire Marshal Charles Eldridge, and Deputy Fire Marshal Martin Hicks. Council encourages residents to test their smoke alarms monthly and practice their escape plan regularly to increase their chances of survival in a fire. Deputy Chief Dooley encouraged the community to participate on Public Safety Day to be celebrated on October 5th.


Staff Retirement RecognitionPolice Chief, Pete Acosta, honored Senior Officer Carl Rodrigues and his K9 partner, Arko, for their exemplary service to the Morrisville Department. During the recognition ceremony, Officer Rodrigues’ impressive career was highlighted, including his tenure in the motorcycle and traffic units. He has also been recognized as Officer of the Year three times. K9 Arko, a certified tracking and narcotics detection dog, was acknowledged for his 174 hours of training and assisting in 72 arrests since joining the force in 2016. The Council and the Police Department expressed deep gratitude to both Carl and Arko for their unwavering commitment to the Morrisville community. They were also presented with a plaque, as a token of appreciation.



ACTION ITEMS

Proposed Amendment to the Zoning Map for HSNC (REZ-23-0014) – Town Council continued the review and discussion for a rezoning request for the Hindu Society of North Carolina to expand their site that was initiated on August 13th. The applicant team presented updates to certain conditions including specifying the timing for the installation of landscape buffers, incorporating light timer cutoffs for Fairview alongside the pre-existing one for Clements, and stipulating that sidewalkenhancements should coincide with the initial phase of development. The applicant team also proposedtwo new conditions aimed at limiting construction traffic on Clements and implementing a solution tomitigate headlight disturbances affecting residents along Clements. Council approved this item with anamendment that included restriction of construction traffic to the entrances on Aviation Parkway.

Morrisville Fire/Rescue Department Sustains

 

Class 1 ISO Rating

This month, Morrisville Fire/Rescue Department was awarded another Class 1 rating from the Insurance Services Office (ISO), which is the highest rank possible. While maintaining their Class 1 status, the department was able to score 99.25 out of a possible 105.5 points. The rating includes the municipal limits as well as the rural portion of the county the MFRD serves.

 

According to the ISO, "A community's investment in fire mitigation is a proven and reliable predictor of future fire losses... Class 1 represents an exemplary fire suppression program." Currently, out of 38,000 agencies surveyed by ISO in the United States, less than 500 have obtained a Class 1 rating.

Morrisville 101 Applications Open

 

Applications for the Town's annual community academy, Morrisville 101, are currently open. The free class is for residents ages 16 and up and meets for five sessions on Wednesday evenings from 6-8:30 p.m. starting October 23.

 

Morrisville 101 is an excellent way to learn the inner workings of the Town, chat with police and firefighters, and gain an understanding of the many departments that work together to make Morrisville so unique.

Mahatma Gandhi 155th Birthday Celebration October 5


You are in invited to join the Heritage India Association of North Carolina (HIANC) for a celebration of Mahatma Gandhi’s birthday on Saturday, Oct. 5, from 10 a.m. - 12 p.m., at Church Street Park (5800 Cricket Pitch Way). Fall CERT Training Open for Registration

The Morrisville Fire/Rescue Department is now accepting registrations for the Hybrid Morrisville CERT (Community Emergency Response Team) Basic Training Class for fall 2024.

 

On-line training is now available and needs to be completed by Oct. 20, to participate in the class. The skills weekend is Oct. 26-27, from 8 a.m.-5 p.m. (Participants must attend both days to receive credit).

Duke Energy Morrisville Projects

Duke Energy has initiated two projects within Morrisville that will impact noise, traffic and sidewalk passage. These projects are to install distribution power lines from nearby substations to areas of development within the community to strengthen the electric grid and increase capacity.

 

Currently, the Duke Energy project team is installing underground equipment along McCrimmon Pkwy (from Town Hall Dr. to Airport Blvd.). This work is expected to be complete by March 2025, depending on soil conditions. Residents and businesses along McCrimmon Pkwy will be notified by Duke Energy. For safety, sidewalk and lane closures are anticipated. Construction activity will take place Monday through Friday, during daylight hours.

Morrisville Means Business After Hours Workshops

 

The Town of Morrisville, Morrisville Chamber of Commerce and Truist Bank are hosting three workshops in the coming months. Staff from Truist Bank will lead workshops created for Morrisville small business owners, prospective business owners and the general public.

 

The workshops will take place at the Chamber of Commerce (260 Town Hall Dr.), from 5:30 to 7 p.m. on  Oct. 9Nov. 7, and Dec. 11. Food will be provided, and a raffle prize will be awarded during each networking opportunity. Registration is required for each date.

Boo Bash Applications Open

Boo Bash (formerly Trick-or-Treat the Trail) will be held on Saturday, Oct. 26, from 3-6 p.m. at Morrisville Community Park (1520 Morrisville Pkwy) and the Town is inviting local businesses and organizations to be part of this exciting community event. Set up a fun, themed and decorated table where your business can hand out candy and connect with attendees. Organizations are also encouraged to bring marketing materials and up to five team members to put on a game or activity for the kids.

Wake County's Community Health Needs Assessment Survey

Residents in Wake County now have the opportunity to directly identify and manage the most pressing health concerns in our community. Live Well Wake and Wake County, in collaboration with local hospitals and community partners, have launched the 2025–2028 Community Health Needs Assessment to evaluate the health and well-being of our vibrant and diverse community.


The feedback collected will guide local leaders and stakeholders in developing effective strategies to enhance the overall health of our population. Residents are invited to take the survey here by Thursday, Oct. 31.

Their mission is to promote the rescue and adoption of companion animals, with a focus on senior and special needs pets. 

 

WWFM now accepts EBT card withdrawals from SNAP-eligible customers at the information tent. They are also currently offering Double Bucks, meaning each withdrawal will be matched 1:1 in value.

VANCES HOSTS TOWN HALL IN GREENSBORO, ATTACKS HARRIS ON IMMIGRATION AND STORM RESPONSE

Republican vice presidential nominee JD Vance, speaking at a town hall in Greensboro Thursday night, attacked the Biden-Harris administration for what he claimed was its delayed response to western North Carolina in the aftermath of Hurricane Helene.

At his rallies, the Ohio senator is known for answering questions from the media in front of the crowd, a contrast to the Democratic ticket’s usual lack of media interviews. On Thursday, he took questions from the audience and event moderator, former professional racecar driver and model Danica Patrick.


A pilot from western North Carolina asked Vance about revamping the national disaster strategy to make it more effective.


“The biggest fear right now is that when all this is over, western North Carolina becomes a footnote,” the pilot said.


Vance said he and former President Donald Trump wouldn’t forget about western North Carolina or other parts of the Appalachian region.



The GOP vice presidential nominee said the White House should’ve taken action sooner after Helene.


VP Harris visits NC in Charlotte and Greensboro

Vice President Kamala Harris made two stops in the battleground state of North Carolina, drawing thousands of cheering supporters to rallies in Charlotte and Greensboro in her first campaign events following a debate that that most observers say she won.


She sprinkled anecdotes from Tuesday’s presidential debate into her speech Thursday evening at the Greensboro Coliseum.


As she talked about keeping the Affordable Care Act, she had people laughing when she asked them to remember President Donald Trump’s response at the debate that he has “concepts of a plan” for health insurance.

“That means no plan,” she said.

Often, cheers from about 20,000 people packing the coliseum were so loud that the roar competed with the building’s sound system.

“Donald Trump refused to say he would veto a national abortion ban,” she said, recalling a sequence of debate answers. “When Congress passes a bill to restore reproductive freedom, as President of the United States, I will…” Harris said at past events she will proudly sign that bill into law. On Thursday, the crowd’s cheering made the line nearly inaudible in some sections of the building.

Both Harris and Trump campaigned in toss up states Thursday. Trump was in Tucson, Ariz.

PNC ARENA TO BECOME LENOVO ARENA

The PNC Arena, home to the Carolina Hurricanes and N.C. State Basketball, is getting a new name. In September, the arena will be renamed the "Lenovo Center," Hurricanes Holdings CEO Brian Fork said Thursday.


With the new name, developers also announced a new project to develop a new entertainment district around the arena, which sits off Wade Avenue in west Raleigh. The $1 billion project will redevelop 80 acres around the arena.

The $158 million arena opened for business in October 1999 as the Raleigh Entertainment and Sports Arena, leaders said. The building became the RBC Center in 2002 and was renamed PNC Arena after PNC Bank’s acquisition of RBC in 2012, according to a press release detailing the name change. The facility is operated by the Carolina Hurricanes/Gale Force Sports & Entertainment.


The Centennial Authority, a governing body created by the N.C. General Assembly, owns the arena building and the surrounding 80 acres, according to the PNC website. The ownership is in part due to a grant from the State of North Carolina.

NC Senate passes deal to fund private school vouchers, require cooperation with ICE

North Carolina Senate Republicans approved hundreds of millions of dollars in additional funding for private school vouchers and voted to require local sheriffs to cooperate with federal immigration officials as part of a $1.1-billion budget agreement with the House.


The deal — which would eliminate a wait list of more than 50,000 students for the vouchers, known as Opportunity Scholarship — comes months after lawmakers ended their regular session without an updated budget, despite broad agreement among the Republican majorities in both chambers to make adjustments to the two-year budget passed in 2023.

The legislation, House Bill 10, passed 27-to-17 along party lines on Monday, with all Republicans supporting the measure and all Democrats voting against it.

The House is scheduled to vote Wednesday on the measure, which faces a near-certain veto from Democratic Gov. Roy Cooper over the vouchers and the immigration provision.

Senate leader Phil Berger, R-Rockingham, said any veto override attempt, if it comes to that, is likely to be in November, after the general election.

House Republicans previously pushed for other priorities, including additional raises for public school teachers, as part of a larger budget agreement. They were not included. Nor were Senate priorities such as medical marijuana.

Berger said a conversation he had last month with state Rep. Destin Hall, who is likely to be the next House speaker, jumpstarted the push to get something done on items that had passed both chambers.


"'Aren't there some things that we agree on that we can get passed?'" Berger said after the vote Monday. "That was kind of the genesis of where things are. The idea was that if there are things that have passed both the House and the Senate, but we haven't been able get them in one deal let's see which of those things we can get taken care of."

Lawmakers last year removed an income cap on family eligibility and allowed all current private school students to be eligible for the vouchers. Applications swelled, and the nearly $293.5 million allocated for the program in the last budget didn't meet the demand. The bill that was passed Monday includes an additional $285 million for this year to clear the backlog and $215.5 million more for next year.

In addition to the $463.5 million for vouchers and $24.7 million for vouchers for students with disabilities, the agreements includes $64 million for community college enrollment growth, $95 million for K-12 enrollment increases, $377 million for Medicaid, $55.1 million for infrastructure improvements in Chatham County and $150 million for transportation improvements at a Randolph County megasite.


Most NC adults don't support private school voucher expansion, new WRAL poll shows

Cooper and his fellow Democrats have fought against voucher expansion, claiming the money would be better spent on the state’s public schools instead of giving it to higher-income families for tuition vouchers. Democrats argue that private schools don't have to meet the same standards or accept the same students as public schools. And that the benefits will go largely to students in Wake and Mecklenburg counties at the expense of smaller, rural counties.


“It’s a brazen attempt to subsidize the education of the wealthy at the expense of our most vulnerable children,” said Sen. Michael Garrett, D-Guilford. “It’s Robin Hood, but in reverse.”


During a news conference opposing the voucher funding expansion, Rosemary San Nicolas, a mother of Hoke County Schools students, said the few private schools in her area don’t accept vouchers.


The expansion of private school vouchers doesn’t help the teachers at her children’s school who work multiple jobs to make ends meet or hire bus drivers during a shortage at their school, she said.


“It doesn’t support our students. It doesn’t support our teachers,” said San Nicolas, who lives in Raeford. “It’s not benefitting any of us.”


Statewide, about one-third of private schools didn’t receive any voucher money last year, and they’re not required to accept students with vouchers or participate in the voucher program.


Berger said the Democrats have used the same rhetoric about a number of parents' rights bills that Republicans have passed in recent years.


"The emphasis that we have placed on Opportunity Scholarships is in giving parents more of a say in their child's education," Berger said.


He added: "They seem to be more inclined to be supportive of bureaucracies as opposed to parents and students," he said. "I think that, to me, is the way I would rationalize the difference in the vote."

An exclusive WRAL News Poll, conducted before the agreement to put more funding in the program, found that most people were opposed to increased funding for the vouchers. Only 16% people said more money should be spent on the program, with 21% saying the $300 million was the right amount, 19% saying the state should spend less and 22% saying the state shouldn't spend any money on private school vouchers. About one-fifth of respondents said they were not sure.


ICE COOPERATION

Also in the measure was a provision requiring local sheriffs to cooperate with federal immigration enforcement.


The debate over immigration largely centers around what should happen when someone suspected of being in the country illegally is arrested and taken to a local county jail, which in North Carolina are run by sheriffs. In 2018, Democratic sheriffs swept the races in all of the state's biggest counties for the first time in years with many of them campaigning explicitly on a promise of non-cooperation with ICE amid the politically polarizing immigration policies of then-President Donald Trump.


ICE can send the sheriffs what are called "detention requests" — a request for the sheriff to continue holding suspected undocumented immigrants in jail even after they're ordered to be released. People can be released from jail because their charges were dismissed, they made bail or they had been given a jail sentence but finished serving their sentence.


“This bill does not round folks up who are not charged with crimes,” said Sen. Danny Britt, R-Robeson. “This bill does not send law enforcement into homes of folks who are not charged with crimes. What this does is it says if an individual is locked up for certain enumerated violent crimes — violent felonies and violent misdemeanors — that individual must be held by their sheriff for at least 48 hours prior to being released.”


Some sheriffs who oppose those ICE detainers say there are troubling constitutional issues with the concept of holding someone in jail after they should've been let go, particularly since the vast majority of people in jail have not been convicted of anything. Other sheriffs who oppose the ICE detainers say it's important to do so to build trust with local Hispanic residents, and that if they don't have that trust, it's harder to solve crimes because people won't work with law enforcement.

RFK WINS LEGAL BATTLE TO STAY ON BALLOT

residential candidate Robert F. Kennedy Jr. has won legal battles in three different states amid an onslaught of challenges from Democrat-tied groups attempting to keep the third-party candidate off the ballot.


On Friday, the campaign touted victories against DNC challenges in Maine, New Jersey, and North Carolina, calling the partisan legal efforts “frivolous and often comical.” Groups aligned with the DNC, such as the super PAC Clear Choice Action, have filed challenges to prevent Kennedy from appearing on the presidential ticket in the lead-up to the November election.


The We the People party secured recognition as a political party in North Carolina following difficulties with the Democrat-majority State Board of Election. The party was ultimately approved, which enabled Kennedy to appear on the ballot as a presidential candidate. However, the North Carolina Democratic Party sued the NCSBE and argued that RFK Jr. was really an independent candidate and should have obtained more signatures from voters.


Last week, a Wake County Superior Court judge denied the North Carolina Democratic Party’s request for an emergency injunction to keep the We the People Party off North Carolina’s ballot.


“We are pleased but not surprised by the court’s ruling,” said lead litigator and election law specialist Oliver Hall. “There was no basis for the North Carolina Democratic Party’s claims and their lawsuit was a transparent attempt to suppress voter choice in the state by blocking a party from the ballot despite its full compliance with all applicable requirements. The court got it right.”

The Kennedy-Shanahan ticket is officially on the ballot in 22 states, has submitted its signatures in 18 states, and has collected enough signatures for ballot access in 6 states.


“As the Kennedy campaign racks up ballot access victories nationwide — submitting two, three, and even four times the number of signatures required to qualify in each state — the DNC is pouring millions into a lawfare campaign against Kennedy, resorting to frivolous and often comical legal efforts to stop voters from electing him as president,” a press release states. “The campaign has won legal victories in Hawaii, Idaho, Maine, New Jersey, North Carolina, and Utah. It has defeated every legal challenge against it except for a partisan ruling in New York’s lower court this week, which it intends to overturn with an appeal that was filed Wednesday.”


This week, Kennedy clarified that he has no plan to endorse the presumptive Democratic nominee Kamala Harris. He said he does, however, have a plan to defeat her.

LATEST NATIONAL AND GLOBAL UPDATES 

1. Rockets fired by Hizbullah, a Lebanese Shia militia, landed in Haifa and Tiberias, Israeli cities, damaging buildings and wounding ten. Israel continued to bomb Lebanon and the Gaza Strip, and said its army had deployed another division for its ground operations against Hizbullah. Meanwhile Israelis gathered at sites across the country to commemorate the anniversary of Hamas’s attacks on October 7th 2023.


2. Israel killed around 15 members of Hizbullah, an Iran-backed militia, in Bint Jbeil, a town in southern Lebanon, according to the Israel Defence Forces. Earlier, the IDF bombed a medical centre belonging to the Islamic Health Organisation in central Beirut, killing six people, according to Lebanon’s health ministry. Heavy air raids were heard in Bekaa valley, a region in eastern Lebanon. Over the past ten days, Israel has hit over 3,600 Hizbullah-linked targets, according to the IDF.



3. Jack Smith, the special counsel investigating Donald Trump for trying to overturn the 2020 election, unsealed new evidence regarding the January 6th riots. It includes Mr Trump’s response to the news that Mike Pence, then vice-president, was in peril—“So what?”—and testimony from an assistant who heard him say: “It doesn’t matter if you won or lost the election. You still have to fight like hell.”


4. Russia launched a major drone attack on 15 Ukrainian regions, causing widespread damage to power lines. Thousands of people are without electricity. Ukraine’s air force said it shot down 78 of 105 Russian drones during the assault. On Wednesday Russian troops seized control of Vuhledar, a strategically-located town in eastern Ukraine.


5. Singapore’s former transport minister, S. Iswaran, was sentenced to a year in prison after he pleaded guilty to four counts of bribery and one of obstructing justice. The sentence is longer than expected: prosecutors had asked for a six-to-seven-month jail term. Singapore’s reputation for clean governance has been tested since the case came to light last year.


6. The price of Thai white rice, an Asian benchmark, fell by 11% to $509 a ton—the biggest drop in 16 years. More rice is hitting the market after India lifted a year-long ban on exports of non-Basmati white rice on Saturday. It is the world’s biggest rice exporter, accounting for almost 40% of global trade.


7. The speaker of Georgia’s parliament signed a bill into law that severely curtails LGBT+ rights in the country. The bill includes bans on same-sex marriages and adoptions, gender-affirming care, and depictions of LGBT+ relationships in the media. The announcement comes ahead of high-stakes parliamentary elections later this month.


8. Tourists gathered in Argentina and Chile to watch the “ring of fire” solar eclipse. The rare spectacle occurs when the Moon moves between the sun and the Earth, casting a shadow over the Earth’s surface. As the Moon is too far away from Earth to completely cover it, the sun creates a halo around it, or a “ring of fire”


9. Hurricane Milton made landfall as a category-three storm on Florida’s west coast, with winds of 120mph. It has since been downgraded to a category-one storm but is still causing severe damage in the region. More than 3m homes and businesses have lost power. Residents of St. Petersburg, a city on Florida’s gulf coast, have no drinking water. Several deaths have also been confirmed. Ron DeSantis, the state’s governor, said it was too late to “evacuate safely” and urged people to “just hunker down”.


10. At least 22 people were killed and 117 wounded after Israelimissiles struck a residential neighbourhood in central Beirut, according to Lebanon’s health ministry. The attack was the deadliest on Lebanon’s capital since the recent escalation in the conflict between Israel and Hizbullah. Reuters reported that the Israeli air strikes targeted at least one senior Hizbullah leader. Meanwhile, Iran warned Israel that any attack on its nuclear facilities would cross “global red lines”. Israel has vowed to retaliate against Iran after it launched 180 ballistic missiles towards Israel last week.
