The My San Fernando app will be the primary method for requesting City services for things like potholes, graffiti, code enforcement issues, illegal dumping, etc., while also connecting residents to other important information. The My San Fernando app is available in both the Apple App Store or Google Play for download.

This program is aimed at improving the overall cleanliness and well-being of San Fernando’s neighborhoods and offers qualifying residents a free, one-time service to help improve the outer appearance of their homes and neighborhoods. Services include removal of dead or overgrown vegetation, tree trimming, and assistance with junk or debris removal.

On June 22, 2024, the Lopez Adobe hosted an Art & Music mini event. The event featured self-guided tours of the Adobe, an art exhibit displaying the work of students from the City’s Academic Drawing class, a water coloring activity and a hands-on Ukulele demonstration. It was a warm evening but all in attendance had a great time.
The Lopez Adobe will be open for tours on July 27, 2024, from 6 pm to 8 pm.

Recreation Scholarship Program |
The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for certain recreational programs offered by the Recreation and Community Services Department. Scholarships cover 50% of the cost of the activity.
To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance is available on a first-come, first-serve basis. A brief self-certifying form and a utility bill must be submitted to the Department when registering for any fee base activity. Youth Basketball Summer Season | The summer season is halfway through, serving over 125 youth! This season has been dedicated to one of the program’s volunteer coaches, Rolando Hernandez, who passed away in June 2024. Rolando was a pillar of the program, with more than 20 years of volunteer service to the community. He will be dearly missed but his love for the sport and dedication to the youth of San Fernando will continue for years to come. | |

MONDAY, JUNE 3, 2024, AT APPROXIMATELY 6:30 PM
SFPD Dispatch received a call about an attempted kidnapping of a 14-year-old girl from the bus stop in front of Denny’s (1041 Truman Street). According to the victim, the suspect, a 62-year-old registered sex offender from San Fernando, drove up to her in a van and offered money for a sexual encounter. When she rejected his offer, he tried to pull her into his van. She escaped and reported the incident.
SFPD Officers and Detectives reviewed footage from the Flock camera system and obtained evidence placing the van at the crime scene. Following an investigation, the suspect was arrested. The District Attorney will be filing the following charges: attempted kidnapping with intent to rape, battery with intent to rape, providing false information to a peace officer, failing to register as a sex offender, and possession of a forged ID.
THURSDAY, JUNE 6, 2024, AT APPROXIMATELY 3:45 PM
SFPD received a Flock alert for a stolen vehicle in the area of Glenoaks Boulevard and North Maclay Avenue. An officer responded to the area and located the stolen vehicle, which was occupied by one female adult. The driver was subsequently arrested for grand theft auto.
ON FRIDAY, JUNE 7, 2024, AT APPROXIMATELY 12:49 AM
SFPD officers responded to a report of a suspicious individual circling a vehicle in the 1000 block of North Brand Boulevard. Officers made contact with the individual and detained him for further investigation. It was discovered that he had three outstanding warrants, one of which was for a DUI arrest in the City of San Fernando. The individual was subsequently arrested for the outstanding warrants.
SUNDAY, JUNE 9, 2024, AT APPROXIMATELY 12:34 PM
SFPD officers responded to a report of a robbery in progress in the 9000 block of Maclay Avenue. Witnesses reported that a male subject, armed with a knife, had forcibly taken a bicycle from another person. After conducting an investigation, officers arrested the suspect for assault with a deadly weapon and robbery.
FRIDAY, JUNE 14, 2024, AT APPROXIMATELLY 11 PM
SFPD officers observed a male subject defacing the roll-up doors of the vacant Firestone building at the corner of Maclay Avenue and Truman Street. When officers approached him, he fled on foot. Following a pursuit, the subject was apprehended and found in possession of a spray can. He was arrested for vandalism and resisting arrest.
THURSDAY, JUNE 20, 2024
SFPD received a Flock alert of a vehicle involved in repeated theft of Lego sets from Target. The vehicle had entered the Target parking lot. Detectives and patrol officers set up a containment in the shopping center parking lot and observed two suspects exiting the van and entering the Target store. Target’s Loss Prevention personnel was notified of the situation and began monitoring the suspects. They witnessed the suspects committing theft of Lego sets and other merchandise totaling approximately $460 while being monitored. The suspects exited the store with the stolen merchandise and got back into the van. The vehicle with the suspects attempted to flee, but finally stopped after being surrounded by police. Three adults were arrested for burglary, grand theft, and conspiracy.
THURSDAY, JUNE 27, 2024, AROUND 11:30 AM
SFPD Dispatch received a Flock alert of a stolen vehicle at the intersection of North Maclay Avenue and Glenoaks Boulevard. Officers searched the area and located the stolen vehicle at the intersection of Glenoaks Boulevard and Orange Grove Avenue. The suspects, who were still in the vehicle, fled on foot when they saw the Officers approaching them. One suspect was arrested for grand theft auto.
THURSDAY, JUNE 27, 2024, AROUND 12:23 PM
SFPD received a Flock alert of a stolen vehicle at the intersection of Wolfskill Avenue and Truman Street. An Officer searching the area located the vehicle at San Fernando Road and Paxton Street and pursued the vehicle to the intersection of Van Nuys Boulevard and Tamarack Street, where the suspect vehicle came to a stop. A traffic stop was conducted and two suspects were detained. One suspect was arrested for grand theft auto and another for possessing a fake California identification card. The stolen vehicle was subsequently recovered and stored.
THURSDAY, JUNE 27, 2024, AT APPROXIMATELY 1:26 PM
SFPD Officers responded to a shoplifting investigation in the 1200 Block of North Maclay Avenue. They made contact with the subject, who fled on foot. The suspect was arrested for resisting arrest, possession of drug paraphernalia, and a parole and burglary warrant.
FRIDAY, JUNE 28, 2024, AT ABOUT 11:27 AM
SFPD received a FLOCK alert of a stolen vehicle. An Officer located the vehicle at San Fernando Road and South Brand Boulevard. A traffic enforcement stop was initiated, but the vehicle, driven by a female suspect, failed to yield. A pursuit ensued. The suspect crashed into a parked vehicle at Fox Street and Celis Street, then fled on foot. She was arrested felony reckless evading, grand theft auto, resisting arrest, possession of methamphetamine, and possession of methamphetamine.
SATURDAY, JUNE 29, 2024, AROUND 11:14 AM
SFPD Officers responded to a neighbor dispute in the 200 Block of North Huntington Street. During their investigation, they learned that one of the parties had stabbed the victim in the neck and vandalized his vehicle with a key. The subject was arrested for assault with a deadly weapon.

- Session 9 of the SFPD Community Academy was held on Tuesday, June 11, 2024, in the City Council Chambers. CSO Herrera provided the attendees with a presentation on Community Services/Parking Enforcement. Senior Lead Desk Officer provided a presentation on the Communications Division. Reserve Captain Fandino Sr., provided a presentation on SFPD’s Reserve Division, and Reserve Sergeant Miranda provided a presentation on the Police Explorer Post.
- Session 10 of the SFPD Community Academy was held on Tuesday, June 18, 2024, in the City Council Chambers. Records Bureau Supervisor Sylvia Ortega, Records Specialist Isabell Rodriguez, Cadet Cruz and Cadet Valle, provided attendees with a presentation of the functions of Records Bureau. Property Control/Evidence Control Officer Marlene Martinez provided participants with a presentation on the functions of Property Control/Evidence Bureau.

Special Olympics Torch Run | On Wednesday, June 5, 2024, Team San Fernando made up of SFPD officers, Police Department professional staff, City employees, Los Angeles School Police Department Personnel, Department of Motor Vehicles Investigators, and California Department of Alcoholic Beverage Control personnel, participated in the Annual Law Enforcement Torch Run. The participants ran alongside Special Olympians, carrying the “Flame of Hope” torch through the City of San Fernando along a 2.5-mile route. This annual event supports the Special Olympics of Southern California. | |

Small Business Assistance Program Grant |
The City is pleased to announce that four businesses have been awarded the Small Business Assistance Program Grant. These businesses are dedicated to graffiti removal and the installation of vertical landscapes, both aimed at preventing future graffiti incidents.
A second round of the grant program will be presented to the City Council in late summer 2024, with the application reopening in late October/November 2024.

Power Women, Power Tools and H.E.R.E. with Habitat for Humanity

Habitat for Humanity Los Angeles Events (6/2024) | On June 14, 2024 and June 15, 2024, Habitat for Humanity Los Angeles hosted their 20th annual “Power Women, Power Tools” event in the City of San Fernando. Over the two days, more than 100 volunteers dedicated their time to help five San Fernando families by painting homes, building new fences, and installing solar lights, gutters, and handrails. The event had an invaluable impact on these families, who expressed their deep gratitude and appreciation. Additionally, on Saturday afternoon, Habitat for Humanity Los Angeles held a “Homeowner Education Resource Event,” (H.E.R.E.) open to the entire community. Attendees received information about various programs for homeownership and home preservation and engaged in one-on-one conversations with Habitat for Humanity Los Angeles representatives, leaving empowered with valuable knowledge. | | | |
New Home Loan Program to Help Moderate-Income Buyers |
A few weeks ago, the LACDA (LA County Development Authority) announced its new Home Ownership Program, HOP120. The loans will assist moderate-income homebuyers earning 120% of the Area Median Income for Los Angeles County in the purchase of their first home. HOP120 provides a second mortgage loan for first-time homebuyers with assistance up to $85,000, or 20% of the purchase price, whichever is less. The loan provides down payment and/or closing cost assistance and is secured with a Deed of Trust and Promissory Note. Eligible properties must be in unincorporated Los Angeles County or participating cities.

San Fernando residents qualify for first-time homebuyer’s loan program through the Los Angeles Development Authority’s (LACDA) Home Ownership Program (HOP). The Home Ownership Program provides a second mortgage loan of up to $85,000, or 20% of the purchase price, whichever is less, with 0% interest. Repayment of the loan is required when the home is sold, transfer of title, or home is longer owner-occupied. Eligible properties are single-family homes, townhomes, and condominiums with a maximum purchase price of $700,000.

Los Angeles County First-Time Homebuyer $35K Grants - Greenline Home Program
Are you dreaming of owning a home?
Homeownership has historically been one of the most effective means for wealth building and financial well-being. However, due to longstanding challenges like the discriminatory practice of redlining, this dream has been out of reach for many, especially in BIPOC communities.
To combat the historical injustices of redlining, the LA County Department of Consumer and Business Affairs in partnership with Neighborhood Housing Services of Los Angeles County (NHS) launched the Greenline Home Program.
This initiative offers a $35,000 grant to assist with down payments or closing costs towards the purchase of a home. Our goal? To level the playing field in homeownership and open doors for communities that have been historically marginalized.

- First-time homebuyers living in Los Angeles County.
- Residents with low to moderate income.
- Residents living in high-/highest-need areas.

Outreach for Individuals Experiencing Homelessness |
To request outreach, please send an email to City staff at homeless@sfcity.org or call the Outreach Line at (818) 898-1210. Please be sure to include pertinent information in the email, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once reported, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours on weekdays, and within 72 hours on weekends. Call the Police Department at (818) 898-1267 if the individual is trespassing, harassing, or engaging in other illegal activity.

Pioneer Park Playground Renovation Proje | Construction is underway at Pioneer Park. The project includes the renovation of the playground as well as new rubber surfacing. The project is tentatively scheduled to be completed September 2024. | |
The City’s trolley service will expand to provide service to the San Fernando Regional Pool facility beginning May 27, 2024, and continue until Labor Day on September 2, 2024. Customers may expect a small delay due to this added stop. The trolley is free to ride and operates daily. | |
Many people wash their cars without realizing it can harm our streams, rivers, and lakes. When we wash away all the dirt and grime from our vehicles, the wash water flows into the City’s storm drains, but unlike the water from sinks and toilets, this water is not cleaned before it reaches our local waterbodies. Cindy Montañez Natural Park | On June 27, 2024, TreePeople came out to assist with the maintenance on the park. Upper Reservoir Replacement Project | The contractor has installed the new wrought iron fence on the three sides of the Upper Reservoir property as part of the Upper Reservoir Replacement Project. Fog Sealing and Striping of Public Parking Lots | The City is currently out to bid to hire a contractor to fog seal and restripe the City’s Public Parking Lots. Bids are scheduled to be received and opened on July 11, 2024. Staff will evaluate the bids before recommending an award of contract. | |

The project will modify traffic signals at the nine intersections along the railroad corridor. Traffic signal modifications will include removal and installation of new signal poles, pedestrian heads, pedestrian push buttons, LED luminaires, street name signs, controllers, wiring, curb ramps, signing, and striping. | |

The 2024-2025 Alarm Permit Renewals have been mailed to all businesses and residences with an active alarm permit on file. The deadline to submit renewal payment is August 31, 2024.

Water Services and Programs |
NEW WATER RATES
Effective January 1, 2024, water and sewer rates were increased as approved by City Council in September 2019, as part of the “City of San Fernando Water and Sewer Rate Study.” This is the final year of rate adjustments under the current authority. The City will be conducting a new rate study in Fiscal Year 2024-2025.
February and March 2024 bills were prorated, while the April 2024 will be the first bill reflecting 100% at the new rates. More information regarding the City’s Water and Sewer Services is provided on the City's website: SFCITY.ORG/Utilities/#How-To-Apply-Water.
HOW TO PAY
The City offers a variety of payment options as follows:
By Mail: Payments can sent via mail to: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.
Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.
AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.
In Person: Customers are welcome to pay at the Finance Counter at City Hall (117 Macneil Street, San Fernando, CA 91340).
EXTENDED CALIFORNIA WATER & WASTEWATER ARREARAGE PAYMENT PROGRAM
The City has received $482,581 from the Extended California Water and Wastewater Arrearage Payment Program to cover unpaid water and wastewater fees from June 16, 2021 to December 31, 2022. These funds were provided through funding from the State Water Resources Control Board using Federal American Rescue Plan Act.
A letter has been issued to all qualified accounts which have been credited for the authorized grant period.

City Programs: The City offers Low Income Rate Assistance Program. For additional details on eligibility and an application for this program, visit the Low Income Rate Assistance Program Overview, or contact the Finance Department at Finance@sfcity.org or (818) 898-1212.
State Utility Programs: Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify. LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil. In addition to help with paying your energy bill, LIHEAP can also provide in-home weatherization services. To learn more about the LIHEAP program, visit the LIHEAP program overview.
Utility Company Programs: SoCalGas has announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially. More information on eligibility and how to apply is available on the SoCalGas Gas Assistance Fund website.

The City of San Fernando announces Nomination Period for the November 5, 2024 General Municipal Election. The San Fernando City Council voted during its July 1, 2024 meeting to consolidate the City’s General Municipal Election with the 2024 Statewide General Election to be held on Tuesday, November 5, 2024. The purpose of the general election is to elect two (2) City Councilmembers to serve full four-year terms each.
Nomination papers will be available from the City Clerk during the official nomination period, which commences on Monday, July 15, 2024 and closes on Friday, August 9, 2024 at 5:00 p.m. If nomination documents for an incumbent Councilmember are not filed by 5:00 p.m. on August 9, 2024, the nomination period shall be extended until August 14, 2024 at 5:00 p.m., for persons other than the incumbent to obtain and file nomination papers.

The Language Translation Services Pilot Continues |
As part of the Language Translation Services pilot, all City Council meetings will continue to have in-person Spanish interpretation available to ensure everyone can fully participate and stay informed.
Please note: For Commission meetings, an update has been made to provide the best service possible. Residents requiring interpretation services are kindly asked to request an interpreter at least two business days in advance.

The City Council approved City of San Fernando new “Guidelines for Boards, Commissions and Committees” handbook is available to the public on the City’s website. Individuals interested in applying to serve on one of the four active City Commissions (Education Commission; Planning and Preservation; Parks, Wellness and Recreation and Transportation and Public Safety Commission) may visit the City’s Commissions website page for additional information, including a link to download the “Application to Serve on a City Commission”.

The regular P&P Commission meeting scheduled for Monday, July 8, 2024 has been cancelled. The next regular Planning and Preservation (P&P) Commission meeting will be held on Monday, August 12, 2024, at 5:30 pm.

Transportation and Public Safety Commission |
At the June 6, 2024 Transportation and Public Safety (T&PS) Commission Meeting two new Commissioners, Julie Cuellar and Miguel Montañez, were appointed. The Commissioners were appointed by Vice Mayor Mary Mendoza and Councilmember Victoria Garcia, respectively.
Due to the Independence Day holiday, the regular T&PS Commission meeting scheduled for Thursday, July 4, 2024 has been cancelled. The next regular T&PS Commission meeting is scheduled for Thursday, August 1, 2024, at 6 pm.
