Welcome to the Office of Energy Resources' Climate Justice newsletter! If you are receiving this newsletter it is because you shared your email at a Climate Justice Hour or have been have in contact with Chris Gaynor and Greg Ohadoma. 


In this newsletter, our mission is to educate and provide resources and opportunities to Rhode Islanders living in disadvantaged and environmental justice communities on how they can take action in creating a sustainable and just future.

CLIMATE JUSTICE OVERVIEW

Disadvantaged Communities and Environmental Justice Areas


Disadvantaged Communities (DACs) are areas that are marginalized, underserved and overburdened by a combination of environmental, health and economic factors. In Rhode Island there are 13 DACs including Central Falls, Cranston, East Providence, Middletown, Newport, Narragansett Tribe Reservation, Pawtucket, Providence, South Kingstown, Warren, Westerly, West Warwick and Woonsocket.


An Environmental Justice Area as defined by the Rhode Island Department of Environmental Management (DEM) consists of four characteristics. The annual median household income cannot exceed 65% of the statewide annual median income. The population must have a minority population equal to or greater than 40% of the population. Households lack English language proficiency at a rate of 25% or more. Lastly, 25% or more of the population are minorities and the municipality's annual median household income cannot be higher than 150% of the statewide annual median household income.

Affordable Solar Access Pathways Program


The Affordable Solar Access Pathways (ASAP) Program provides an innovative solar lease to qualifying households in environmental justice areas. Through this lease, eligible households will have access to affordable rooftop solar and energy efficiency services.


The ASAP Solar Lease has many benefits for recipients. It guarantees first-year savings as well as a 25-year maintenance and performance guarantee. It also offers discounted pricing for eligible homeowners. To maximize energy efficiency, a home energy audit and necessary upgrades will be conducted at no extra charge. Lastly, there is no minimum credit score or income requirement to participate in the program.

Clean Heat Rhode Island


Heat pumps function by moving heat from outside to inside while in heating mode or indoors to outdoors while in cooling mode and can be installed in home with or without ducts. Clean Heat RI gives incentives for the installation of high efficiency heat pumps for households, small to mid-sized businesses, and non-profits. There are three kinds of incentives under Clean Heat RI. They are the residential incentive, the income eligible incentive, and the commercial/non-profit incentive.


Under the income eligible incentive, 100% of the cost is covered for homeowners who meet low-income requirements, heat with oil or propane, and whose homes have been weatherized.

Climate Adaptation Science Centers Fellowship: A two-year program, the Climate Adaptation Centers Fellowship provides an educational and developmental research experience for undergraduate students to meet the challenges of a rapidly changing environment.


Science to Action Fellowship: The Science to Action Fellowship supplies graduate students with an opportunity to research the effects of climate change and further their knowledge of resource management.


Diverse Knowledge System for Climate Adaption Fellowship: A one-year program, the DKS Fellowship furthers the development of graduate students through their diverse perspectives to enhance climate adaptation efforts.


Global Wind Organization – Basic Safety Training: The Global Wind Organization's Basic Safety Training supports professional development for the future workforce of Rhode Island's growing offshore wind sector.

Clean Energy to Communities (C2C) In-Depth Partnerships: Apply for C2C In-Depth Partnerships by June 14 for your community to receive up to $500,000 in funding and $3,500,000 in technical assistance over three years.


Air Grants & Funding: Administered by the Office of Air and Radiation (OAR), Air Grants and Funding offers grants and rebates to projects surrounding climate change, air quality, transportation and indoor air.


Inflation Reduction Act Community Change Grants Program: The Environmental and Climate Justice Community Change Grants program provides funds to reduce pollution, increase resiliency and strengthen DACs.


Environmental Justice Small Grants (ESJG) Program: The ESJG Program supports communities challenged by environmental justice issues.


Healthy Communities Grant Program for New England: The EPA's main grant for New England, the Healthy Communities Grant Program for New England reduces environmental risks and improves health and quality of life through direct collaboration with communities.

Climate & Economic Justice Screening Tool (CEJST): CEJST highlights communities disadvantaged by economic, health and environmental burdens such as energy burdens.


Department of Energy - Low-Income Energy Affordability (LEAD) Data Tool: An engaging tool, LEAD increases knowledge on the energy traits of low to moderate income households to better support energy goals and future planning.


DEM - Environmental Justice Map: This map highlights the Environmental Justice Focus Areas within the state.


Clean Heat RI Dashboard: Updated monthly, the Clean Heat RI Dashboard displays the rebate program database of information gathered since its launch.


DRIVE EV Dashboard: This dashboard depicts statistics for the DRIVE EV Rebate Project covering the vehicle type and the rebate used.


EPA EJScreen: A new mapping and screening tool, EJScreen blends environmental and demographic socioeconomic indicators and visualizes them.


Rewiring America and OER - Incentive Calculator: The Incentive Calculator allows for residents to see the various federal and state tax credits and rebates they are eligible for.


EJ Clearinghouse: With aims of making environmental justice accessible to all, EJ Clearinghouse provides materials and resources to the public.


EPA Hotlines: EPA Hotlines organizes numerous resources on topics like air, climate change, mold, health and more. In addition to specific hotlines, the tool provides necessary information to make those hotlines accessible.
