In Recognition of National Truth & Reconciliation Day


September 30th is National Truth & Reconciliation Day and also Orange Shirt Day in BC. To mark this important date, TIABC is dedicating this edition of our weekly newsletter to honour the children who never returned home and the First Nation, Métis, and Inuit survivors of residential schools, as well as their families and communities. TIABC understands that public commemoration of the tragic and painful history and ongoing impacts of residential schools is a vital component of the reconciliation process.

Often when I’m asked to present at various conferences, organizers request a copy of my bio to post in the program section of their websites. It starts with the words, “Walt has been involved in the tourism industry for over 30 years.”


Ironically, I didn’t set out to pursue a career in tourism but rather fell into it back in 1989. Other than a couple of minor detours, I’ve remained deeply ingrained in this sector and owe a debt of gratitude to countless individuals who hired and/or put their faith in me as a colleague to fulfill my responsibilities at BC Pavco, Port Metro Vancouver, Tourism Vancouver, and since 2015, TIABC.


Each World Tourism Day reminds me of the incredible experiences I’ve had personally and professionally that would not have been possible without this remarkable industry. More importantly, I think of all the amazing people I’ve gotten to know and work with throughout my career, many of whom I now call friends including a wonderful man that has contributed to today’s CEO message.


At the same time, I’m mindful that World Tourism Day is not about me but rather on bringing people together, transforming communities, creating jobs, strengthening local economies, fostering inclusion, nurturing peaceful co-existence, and preserving natural and cultural heritage, among other tenets. I’d like to believe that it’s no coincidence that the other special occasion - National Day for Truth and Reconciliation on September 30th (also recognized in BC as Orange Shirt Day) - follows closely on the heels of World Tourism Day given many of the same shared values with our Indigenous friends and colleagues.


Last year, TIABC Director Mike Retasket answered some of my questions about Orange Shirt Day in this space. This year, he offers a new perspective to ponder:


In 1875, there was a man by the name of Captain Richard Pratt who came up with a concept to create an institution to house any Indian who was outspoken against the federal government. Pratt got buy in from the federal government and his institution was created in Fort Marion, St. Augustine, Florida.


Indian leaders such as Sitting Bull, Red Cloud, and Chief Joseph were some of the first to become incarcerated in Pratt’s institution. Word spread fast across Indian nations and quelled them from standing up against the federal government. So in the government's mind, Pratt’s institution was a success.


Then, Captain Pratt came up with another concept to create an institution to house Indian children to “kill the Indian, save the man.” Pratt coined the term racism. Again, he got buy-in from the federal government and his institution was created in Carlisle, Pennsylvania. In the government’s mind, it too was a success.


Prime Minister John A. McDonald got wind of the success of Pratt’s institution and began rubber stamping Indian residential schools across Canada. These schools were used to break up families and strong communities. In the Indian world, September is known as the “crying month”, a time of year when children were forcibly removed from their homes and relocated to Indian residential schools, which have caused immeasurable harm on generations of Indian people throughout our territories.


Orange Shirt Day and Kamloops Indian residential school findings came before the first National Day for Truth and Reconciliation. The atrocities committed by the Canadian government on Indian peoples have always been known by our communities. In fact, Indians have an understanding about the high level of strategic planning that it took to keep those findings secret.


Throughout our life, we have sought social justice for those who have been marginalized by this unjust treatment. Orange Shirt Day has become a movement for global justice. The dialogue may make many feel uncomfortable because it is not designed to make people feel comfortable. We feel uncomfortable and find ways to be critical on the issues and to be kind to the people.


We invite you to join us on Orange Shirt Day to help raise awareness about residential schools and their lasting impact on Indigenous peoples. Truths are coming forward about what happened to so many students who were forced to attend these schools. We can no longer remain ignorant to harms inflicted on Indian children and can use Orange Shirt Day to highlight and educate and begin the arduous task to redress the colonial legacy of residential schools.

National Day for Truth & Reconciliation


During the last week of each September, Canada observes National Truth and Reconciliation Week, culminating on September 30th with the National Day for Truth and Reconciliation (NDTR).


Tourism businesses and organizations can advance reconciliation by promoting understanding, respect, and meaningful engagement with Indigenous cultures by collaborating with Indigenous communities to accurately represent their history, traditions, and cultures in tourism experiences, supporting Indigenous-owned businesses and promoting employment opportunities, educating visitors and staff about the history and current issues facing Indigenous peoples, establishing a long-term partnership with communities, and highlighting and promoting Indigenous-led experiences.


September 30th also coincides with Orange Shirt Day and goes far beyond simply wearing orange in solidarity - it is an Indigenous-led grassroots commemorative day intended to raise awareness of the individual, family and community inter-generational impacts of residential schools, and to promote the concept of “Every Child Matters”.

  • Indigenous Tourism BC (ITBC) encourages everyone to look for an event in your area and "step forward as an active witness to ensure, through thorough and honest education, that this never happens again."   • TIABC encourages all British Columbians to wear orange on September 30th and honour the thousands of survivors of residential schools.

By taking these steps, we can all contribute to understanding, healing, and a more equitable relationship between Indigenous and non-Indigenous communities.

Find out whose land you’re on: The relationship between Indigenous peoples and land is sacred and unbreakable. Native Land has developed this interactive map that shows all of the indigenous communities across Canada and other countries.


Educate yourself: Read the 94 Calls to Action and the United Nations Declaration on the Rights of Indigenous Peoples. 


Donate: to residential school survivors and invest in Indigenous economies. Donations to organizations like the Orange Shirt Society or Indian Residential School Survivors Society contributes to public awareness and programs that attend to Indigenous wellbeing. Also consider purchasing Indigenous art, eating at Indigenous restaurants, taking a tour with Indigenous guides, staying at Indigenous accommodations - Invest in Indigenous. 

Celebrating World Tourism Day


World Tourism Day has been celebrated annually on September 27 since 1980. The recognition was designated by the United Nations World Tourism Organization (UNWTO) to create "awareness of tourism’s social, cultural, political, and economic value and the contribution that the sector can make towards reaching the Sustainable Development Goals." This year's theme, Tourism and Peace, focuses on how tourism helps to create collaborative, respectful, and strong communities.


As outlined in the official UNWTO message for World Tourism Day 2024:

  • Sustainable tourism can transform communities – creating jobs, fostering inclusion and strengthening local economies.
  • Valuing and preserving cultural and natural heritage can help reduce tensions and nurture peaceful coexistence.
  • Tourism can promote economic interdependence between neighbours, encouraging cooperation and peaceful development.
  • Tourism broadens horizons—every traveller can be an ambassador, engaging respectfully with local populations, recognizing our diversity and shared humanity, and the values that unite us all.

"Happy World Tourism Day!


This is an apt time to reflect given I’ve recently returned from a family vacation to Holland, Italy, Croatia and Hungary. I was born in Holland and came to Canada when I was four years old and hadn’t been back since 2006. My husband and children had never been yet and we have family in three of those countries.


The trip was an amazing experience to reconnect with family and our family origins while exploring a diversity of places where tourism plays a key role. From the history and tourism intensity of Rome, the beauty and bustle of Amsterdam, the clear waters and blue sky along the Croatian shores and Adriatic Sea, a professional soccer game in Zagreb, and the architecture and sophistication of Budapest. A trip of a lifetime to say the least, and a very important reminder of how special Fernie, British Columbia and Canada is.


It is easy for all of us to get caught up with our own world here in rural BC and take things for granted. It doesn’t take a big trip to Europe to be reminded about how great it is to live in Fernie, and how we all love to show off Fernie to friends and family. Just going to Calgary or Vancouver or even Cranbrook we are reminded, and those places are great in their way. 


These trips help us reflect on what makes Fernie great. The views, the clean crisp air, the laid-back pace, the friendly faces, the river and trails, the feeling of safety and security, the small businesses and community groups that work hard to service us all… the list can go on...


...Upon our return to Calgary International Airport and our drive back to Fernie last week, we were so grateful for the trip but even more grateful to return to Canada. The vast sunset views along the 22, the wide open spaces, the Rocky Mountains, the clean fresh air, the slower pace and so much more. As we entered Fernie, with a new entry sign all lit up, we were happy to be home."

Report Finds Rent in BC Communities Declined After STR Rules Implemented


A new report led by David Wachsmuth, Canada Research Chair in Urban Governance, and researchers at McGill University says a new provincial regulation for BC communities with more than 10,000 residents has the power to carry similar savings across the province, easing affordability challenges.


The report analyzes short-term rental (STR) regulations in British Columbia and applies the results of a new Canada-wide study of the impact of STR regulations on rents to BC communities. It calculates the amount of rent decreases in BC attributable to municipal STR principal-residence restrictions, estimates the likely impact of the Province’s new STR rules on rents, and provides early evidence about host compliance with the new rules.


Some key takeaways from Wachsmuth’s report are:

  • Existing municipal STR regulations saved BC renters over $600 million in 2023
  • Should the Province’s new rules introduced in May (Bill 35) have the same impact as existing municipal rules, BC renters that are newly subject to STR principal residence requirements will experience rent savings of $592 million per year by 2027
  • In jurisdictions subject to the restrictions, frequently rented entire home (FREH) listings decreased between April and May 2024. According to the report, 15.8% of FREH listings in these communities had disappeared from Airbnb by July 2024
  • If the Province repeals its short-term regulations after 2024, tenants could see cumulative rents increase by an additional $1 billion

TIAC Hill Days 2024


The Tourism Industry Association of Canada (TIAC) is leading a series of advocacy meetings with parliamentarians and federal departmental officials during its Hill Days event, taking place October 7-9.


These meetings aim to raise awareness of the issues faced by the tourism industry and to champion policies the Federal Government can introduce to help rebuild the visitor economy.


The key priorities and recommendations TIAC is working on are:

  • Rebuild Canada’s Tourism Workforce
  • Invest in Tourism Infrastructure
  • Expand Connectivity Across Canada
  • Invigorate Canada’s Business-Events Sector
  • Expand Canada’s Destination Marketing Capacity
  • Invest in Environmental Sustainability
  • Launch a Cruise-Ship Sector Consultation
  • Expedite Entry for International Visitors

Minister Boissonnault Provides Next Steps on Changes to the TFW Program


The Temporary Foreign Worker (TFW) Program is designed as an extraordinary measure to be used only when qualified Canadians and permanent residents are not able to fill job vacancies. Hon. Randy Boissonnault, Minister of Employment, Workforce Development and Official Languages, announced changes to the TFW Program on August 26th.


To support the changes, Minister Boissonnault has announced next steps and further details of the following changes that became effective on September 26th, specifically:

  • The 10% employer cap on temporary foreign workers under the Low-wage Stream of the TFW Program will apply across Canada.
  • All Labour Market Impact Assessments (LMIAs) approved for low-wage stream positions will be limited to a work duration of a maximum of one year, except for occupations under the Primary Agriculture Stream.
  • The Refusal to Process (RTP) policy will apply to all census metropolitan areas (CMAs) with an unemployment rate of over 6%. An exception will be made for employers seeking to fill labour shortages in the healthcare, construction, and food processing sectors.

Destination Canada Announces

Four New Tourism Corridors


Destination Canada has announced the launch of four new tourism corridors for 2024, building on the success of last year’s pilot Tourism Corridor Strategy Program.


The new tourism corridors includes the Juan de Fuca Corridor (British Columbia, Washington State, USA).

  • This corridor area is a partnership with the Pacific Northwest Economic Region (PNWER), which focuses on increasing economic well-being and quality of life for residents while maintaining and enhancing the natural environment.
  • Juan de Fuca Corridor capitalizes on destination development strategies that have been completed and focused on required investment for future attraction and resiliency.
  • This is the first corridor to cross into the United States, offering new opportunities to engage with Canada’s largest international market.
  • The US is Canada’s largest international market. In 2025, 16.2 million travellers from the US are expected to visit Canada and spend $13.7 billion, according to Destination Canada’s 2024 USA Market Highlights.

Recent Survey Shows BC Residents Want More Action to Address Addiction, Safety and Crime


A province-wide survey commissioned by Save Our Streets is providing convincing data that residents across the province don’t feel safe in their communities and don’t believe the justice system, federal government, provincial government, municipal governments or the police are doing enough to respond to addiction and mental health issues in their community. Highlights of the survey results include:

  • 55% of respondents said the level of criminal activity in their community has increased,
  • 88% of respondents said they believe additional crimes go unreported in the province, due most significantly to a lack of confidence in the justice system (68%).
  • 50% of respondents saying they fear for their safety and almost three-in-four (74%) saying crime and violence are impacting the quality of life in their community, respondents overwhelming indicated they are willing to support new approaches by police, the justice system and all levels of government to address opioid consumption, retail crime and public safety.

Earlier this week, the Save Our Streets coalition held a press conference in downtown Vancouver where they shared the results of the recent survey on crime, public safety, addiction and mental illness and the justice system. TIABC is one of over 100 members of SOS.

Harbour Air Rolls Out New Wheeled

Flight Service


Harbour Air is rolling out its first-ever wheeled flight service. Starting on November 4th, flights will run between Vancouver International Airport’s (YVR) South Terminal and Victoria International Airport (YYJ).

 

The service offers up to three daily round trips between Monday and Friday. The addition of wheeled flights along with the ability to fly during hours of darkness marks a first for the seaplane airline. Additionally, the aircraft will have de-icing equipment installed, enabling flight in diverse winter weather.

 

Flight Schedule:

  • From YVR Airport (South Terminal): 7:15am, 4:00pm*, 6:25pm
  • From YYJ Victoria International Airport: 8:30am, 5:15pm*, 7:45pm
  • * December 2, 2024 – February 28, 2025 only

Wine Growers BC President and CEO Miles Prodan Announces Retirement


Earlier this week, Miles Prodan, president and CEO of Wine Growers British Columbia (WGBC), announced his retirement, effective December 31st. This announcement concludes a distinguished 14-year tenure marked by significant accomplishments and transformative leadership. 


WGBC Chair Paul Sawler expressed gratitude for Prodan's dedicated service, noting that his decision to step down aligns with both his personal goals and the evolving needs of WGBC. Sawler highlighted that this transition comes at a time when the organization is poised for a strategic shift in response to emerging industry challenges and opportunities. 


In the official announcement, the WGBC Board of Directors extended their appreciation for Prodan’s significant contributions and years of service and noted a search for his successor and a transition plan will be initiated to ensure continuity and alignment with WGBC’s strategic objectives. 


TIABCs board and staff has valued its long-standing working relationship with Miles and extends its best of wishes as he embarks on a new chapter.

  • Respect others – your pet is not a fan for everyone, there are people who fear different animals for different reasons.
  • Don’t litter, your pet waste needs to be disposed of properly as believe it or not it is still an attractant for wildlife.

Training Series


Understand your organization’s role during an emergency or crisis, within BC’s Tourism Emergency Management Framework

  • Understand the elements of a crisis and how it impacts behavior and response;
  • Assess potential crises that could impact your local destination or organization.
  • Create the tools and responses you will use in a crisis; and,
  • Put your new skills to work in a simulation exercise.

This interactive virtual series will be facilitated by a crisis communication expert and will allow you to engage with other tourism professionals from regions and communities around the province to share ideas, information, and solutions to help in your planning process.

The Sport Fishing Institute of BC (SFI) will hold its annual Policy Conference. This year's theme is Selective and Sustainable. This is a highly anticipated forum where elected officials, public servants and those in the sport fishing industry can meet, share their perspectives on the issues facing the recreational fishery and discuss expectations for the coming seasons. As last year, SFI will be providing the Pacific Salmon Foundation a portion of the day to share details about programs and projects that are funded by revenues generated from sales of the Salmon Conservation stamp on your tidal waters licence.

SOS Coalition Announces

"Communities Driving Change" Forum


With crime, violence and street disorder plaguing communities large and small across British Columbia, BC’s Save Our Streets coalition (SOS) will hold a day-long “Communities Driving Change” Forum.


Date: January 23, 2025

Location: Morris J. Wosk Centre for Dialogue, Vancouver


The Forum will explore solutions to these issues with community and business leaders, subject experts and political leaders.


The Forum, will feature moderated panel discussions, keynote expert speakers, and opportunities for virtual community participation from around the province. Topics to include judicial reform and resources, policing, addictions and mental illnesses, and the role of housing as components of the solution.
