CEO MESSAGE
I’m a fairly light sleeper and frequently wake up throughout the night to the sound of wind blowing through the trees, rain gently falling in the forest, owls hooting every 14 seconds during mating season, and even trains that leave Deltaport and head east, blowing their whistles as they cross farm roads along their route.
For some reason I find a train whistle soothing. For me it evokes warm feelings of Canadiana because you can hear them or spot actual trains in nearly every part of our vast country. As you know, railways connect Canada and were the catalyst to the birth and development of many cities and provinces.
So it stands to reason that when trains stop moving, virtually everyone is affected in some way. After CN and CP Kansas City (CPKC) locked out over 9,000 workers at 9 pm (PT) Wednesday night, the Canadian economy was essentially put on hold. Given that trains haul some $1b in goods daily, one can only imagine the impact on manufacturers, retailers, and Joe & Jane Average Sixpack for each day trains sit idle.
Even though rail traffic is expected to resume soon, any stoppage of any length has repercussions for the tourism sector as well. Aside from supply chain issues for every tourism business, passenger services on Rocky Mountaineer and even the West Coast Express that connects the Fraser Valley to Vancouver have either been paused or disrupted until workers are back on the job. Rocky Mountaineer is a key cog in the broader tourism ecosystem supporting hotels, restaurants, other transportation providers, suppliers and many other businesses. It goes without saying that a lengthy lock-out would have had disastrous consequences, not only financially for tourism but in reputation as well.
Earlier this week, TIAC, TIABC and some of our provincial/territorial counterparts sent a letter to the Government of Canada urging Tourism Minister Ferrada, Prime Minister Trudeau, Labour Minister MacKinnon, and Transport Minister Rodriguez to take immediate action to prevent rail sector job action recognizing that the labour dispute is technically outside of government’s purview since the issue is between private companies CN and CPKC, as well as their respective employees and union. Regardless, we knew that government could pull some levers and put an end to the lock-out immediately.
We implored government to help find a quick resolution to the stoppage citing that the tourism industry can ill afford yet another setback given that many destinations and/or businesses have still not fully recovered from the pandemic.
I took the liberty of sharing the letter with several members of the federal BC Liberal caucus with a request that they too compel their cabinet colleagues to intervene and help resolve the dispute quickly.
Every major business sector put pressure on the feds to act. Thankfully and to his credit, Labour Minister MacKinnon responded yesterday and ordered binding arbitration on the parties and asked the Canada Industrial Relations Board to send the railways back to work under the terms of the current collective agreement until a new deal is reached. Although CN has ended its lockout, it may take several days before so-called ‘normal’ operations resume.
On a related note, we’re also keeping our eye on a possible strike by Air Canada pilots, which would compound the challenges we already face in a summer where tourism growth has been flat in many BC regions, partly due to situations beyond our control. More to come in the days ahead.
Other than the sound of rain falling in the forest behind my house, it’s been eerily quiet the last couple of nights. And even though they interrupt my sleep, I hope to hear the sound of train whistles that awaken me at all hours of the night very soon. Ironically, it might actually help me get a better night’s rest.

TIABC Responds to Proposed
Marine Mammal Regulations
On behalf of our members that include several whale watching companies and the Pacific Whale Watch Association, TIABC submitted responses to the questions posed by Fisheries & Oceans Canada (DFO) as part of the public consultation process on the proposed Marine Mammal Regulation amendments for Pacific killer whales in BC waters.
As a tourism advocacy organization that looks out for the interests of our members, including professional whale watchers, TIABC is keen to see a healthy balance between protecting the interests of professional whale watch operators and the overall sector, as well as ensuring the health and protection of the marine environment which includes Southern Resident and other killer whales within BC waters.
TIABC concluded by stating a science-based, data-driven and common-sense approach is paramount to achieving palatable solutions for all stakeholders. Moreover, any future regulations should be consistent throughout British Columbia and congruent with those in Washington State to ensure consistency, compliance, protection and desired outcomes for both killer whales and the whale watching sector for the foreseeable future.

2023 Wildfires Impacted
Travel Decisions in 2024
The 2023 wildfires resulted in an immense impact to BC's visitor economy due primarily to the travel bans and highway closures in several parts of the province. In an article posted by the National Observer earlier this week, TIABC CEO Walt Judas noted that while people have become accustomed to seeing wildfires over the years, they're taking a wait-and-see attitude when making travel decisions.

BC Parks Seeking Public Input to
Berg Lake Corridor
BC Parks is seeking public input to inform the development of a new Use Management Plan for the Berg Lake Corridor located in Mount Robson Park. The Berg Lake Corridor includes the well-known Berg Lake Trail and the surrounding area, including Mumm Basin, Whitehorn Mountain, Mount Robson, and Snowbird Pass.
This Use Management Plan will help manage the significant visitation corridor receives and create a vision for the next 25 years.

Expression of Interest: Establishing an Iconic Attraction for
Regional Tourism Growth
To build on the success of its destination and elevate Kamloops as a premier destination in the province, Tourism Kamloops is launching a project to develop one or more iconic structures that will enhance the city’s appeal and contribute to tourism growth.
The proposed iconic structure will leverage the city’s unique natural and cultural assets, enhancing the travel experience for visitors journeying from the coastal rainforests to the Rocky Mountains.
The project will be guided by a feasibility study, including market analysis, location scouting, and interest holder engagement. The goal is to identify prime development sites and market opportunities, ensuring strong collaboration with local communities and Indigenous nations. The next steps involve engagement sessions, the creation of a detailed lookbook for potential developers, and efforts to attract significant capital investment to bring this vision to life.
Tourism Kamloops invites submissions from developers, tourism professionals, and tourism consultants who are interested in participating in this project. All submissions must be received by September 11th.

REDIP Grant Intake Now Open
The Rural Economic Diversification and Infrastructure Program (REDIP) is a grant launched by the Ministry of Jobs, Economic Development and Innovation (JEDI), with a funding allocation of $33M per year from fiscal year 2022-23 through to fiscal year 2024-25. REDIP supports projects that promote the following:
- Economic diversification
- Resilience
- Clean growth opportunities
- Infrastructure development

Tourism businesses are encouraged to participate in the BC Tourism Climate Resiliency Initiative. Get free, personalized, 1:1 support from a program advisor and incorporate environmental sustainability practices in your business.
Businesses accepted into this program are connected with an experienced program advisor and other sustainability and climate adaptation experts from Destination BC’s subject matter expert network. The advisors and experts will work one-on-one with each business to help them develop a sustainability and climate adaptation roadmap and perform detailed assessments to identify the most impactful, customized measures for climate resiliency.

Call for Applications 2025-2027 Term
Destination BC (DBC) is calling for applications for the 2025-2027 term with a deadline of October 15th. DBC is seeking three representatives for three-year terms beginning January 1, 2025. The Tourism Marketing Committee (TMC) requires one representative from the following tourism regions: Kootenay Rockies, Northern BC, and Thompson Okanagan.

BC Marine Trails Release Code of Conduct
Video Series
Recognizing the unique environmental challenges of recreating along British Columbia's coastline, BC Marine Trails, in collaboration with dedicated researchers, spent four years developing the groundbreaking Marine Trails Code of Conduct.
Earlier this month, BC Marine Trails released a series of seven professionally produced videos, each focusing on a tenet of the Code:
- Campfire management
- Respectful First Nations Territory visitation
- Human waste management
- Footprint reduction
- Grey water management
- Minimizing wildlife disturbance
- Preserving the natural state of the coast
In addition to these individual tenet videos, two summary videos have been produced to provide a comprehensive overview of the Code.
These videos are invaluable viewing for anyone recreating on the BC coast including paddlers, hikers, and small boaters. By following the guidelines laid out in the Code of Conduct, recreational users can help reduce environmental degradation, preserving the coast’s natural beauty and ecological health for future generations.

Prince of Whales to Launch Fourth
Salish Sea Class Catamaran
Prince of Whales has announced the commencement of construction for its fourth catamaran, designed by award-winning naval architect Greg Marshall. This exciting addition to their fleet will be a testament of their dedication to local craftsmanship, innovation, and delivering exceptional marine adventures.

Victoria to Host UBCM Convention in 2025
Congratulations to The Business Events Victoria and Victoria Conference Centre teams who have secured another major event for the city: the Union of BC Municipalities (UBCM) annual convention. The convention will take place from September 22 to 26, 2025, and will bring more than 1,000 delegates to Victoria.
The citywide conference includes seven hotel partners. Already, some 3,500 room nights have been contracted.

SOS Coalition Announces
"Communities Driving Change" Forum
With crime, violence and street disorder plaguing communities large and small across British Columbia, BC’s Save Our Streets coalition (SOS) has announced it will hold a day-long “Communities Driving Change” Forum.
Date: September 12
Location: Morris J. Wosk Centre for Dialogue, Vancouver
The Forum will explore solutions to these issues with community and business leaders, subject experts and political leaders.
The Forum, which is being held in the lead-up to the provincial election, and a week before the annual Union of BC Municipalities Convention, will feature moderated panel discussions, keynote expert speakers, and opportunities for virtual community participation from around the province. Topics to include judicial reform and resources, policing, addictions and mental illnesses, and the role of housing as components of the solution.

Save the Date - 2024 Policy Conference & Big Splash Gala
The Sport Fishing Institute of BC (SFI) will hold its annual Policy Conference. This year's theme is Selective and Sustainable. This is a highly anticipated forum where elected officials, public servants and those in the sport fishing industry can meet, share their perspectives on the issues facing the recreational fishery and discuss expectations for the coming seasons. As last year, SFI will be providing the Pacific Salmon Foundation a portion of the day to share details about programs and projects that are funded by revenues generated from sales of the Salmon Conservation stamp on your tidal waters licence.

Location: Vancouver Convention Centre
Following the Conference is the Big Splash Gala and Fundraiser.
