Upcoming City Council Meeting Highlight
On Tuesday, August 13, the City Council will hear the following topics of interest:
Item #29: Recommendation to conduct a Budget Hearing to receive and discuss an overview of the Proposed Fiscal Year 2025 Budget for the departments of Police and Fire. View Long Beach Police Department's proposed budget here. View Long Beach Fire Department's proposed budget here.
Also at 3:00 pm on Tuesday, August 13, the Budget Oversight Committee will hear the following topics of interest:
Item #2: Recommendation to receive and file an update and overview of the General Fund revenues, inclusive of property taxes, sales, utility user tax (UTT), transient occupancy tax (TOT), and cannabis.
Item #3: Recommendation to receive and file an overview of the FY 24 Mid-Year Performance Report highlights and key drivers for the Proposed FY 25 Budget, including CalPERS and vacancies overview.
Item #4: Recommendation to receive and file a presentation on Grow Long Beach, in addition to revenue opportunities (inclusive of the proposed regional tax) as a part of the November 2024 Ballot.

Summary of Previous City Council Meeting
On Tuesday, August 6, the City Council heard the following topics of interest:
Item #30: Conduct a Budget Hearing to receive and discuss an overview of the Proposed Fiscal Year 2025 Budget. See the budget documents here. This item passed unanimously. Councilmember Duggan discussed the need to fix neighborhood streets and make them safer, to increase resources to address petty crimes, and to invest in our major infrastructure projects. Councilmember Duggan also commended the Mayor and City Manager for producing a balanced budget that focuses on improving basic City services.
Item #32: Request the City Manager to work with the Office of Cannabis Oversight and all relevant departments to conduct a feasibility study on hosting temporary cannabis special events within City limits, including types of appropriate venues, and report back with Council presentation in 60 days. This item passed unanimously, and it was emphasized this approval was to complete a feasibility study.
Item #33: Adopt a resolution submitting to the qualified voters of the City of Long Beach on the November 5, 2024 General Municipal Election Ballot a Tax Measure to remove the gas tax exemption for power plants in Long Beach. Currently, the power plants in Long Beach generate and sell electricity to the greater Los Angeles region but are exempt from paying Long Beach’s Gas Utilities Users Tax. This item passed unanimously.
Item #34: Adopt a resolution requesting the Registrar-Recorder/County Clerk to call, provide, and give notice of a General Municipal Election to be consolidated with the Statewide General Election to be held in the City of Long Beach (City) on Tuesday, November 5, 2024, and include the proposed Charter amendment to a vote of the qualified electors of the City relating to consolidating Civil Service and Human Resources Departments into one unified hiring department, establishing an independent Civil Service Employee Rights and Appeals Commission and implementing classified hiring preferences. This item passed unanimously.
