Updating the Busy Planning Board Summer

After Teaneck Voices last published, a new set of meeting dates and notices for the Teaneck Planning Board (PB) was posted on June 26. 


We first note that an added July meeting – July 10 - is now posted to the Calendar  And with it is notice that the long-awaited meeting to review and vote on whether to adopt the Open Space & Recreation Plan (OSRP)  was added as the primary agenda for this July 10 “special meeting” of the PB. Again, it is to occur on Thursday, July 10.  This meeting – like all of the subsequent 2024 PB meetings – is to begin at 7:30 pm and be held at the Rodda Center in MP-1. It may be watched at Click Here with a passcode of 516852 – but no interactive internet is provided


Voices has confirmed that the author of the never-actually approved 2019 OSRP (Barbara Heskins Davis, VP of the NJ Nature Conservancy) plans to attend this 7/10 meeting. The Town website currently includes a very convoluted explanation of the cross-country trek of the document to be reviewed by the PB at this meeting. The Town’s explanation is found if you Click Here


For years Voices has covered the unwillingness of the Planning Board to review and approve the 2019 draft of this OSRP. The explanation offered by PB leadership was that the original draft ORSP had erroneously listed many open space parcels of land as Town open space that were not authentic open space.


In fact, earlier Councils (beginning in 1966) HAD identified those properties to the state as being protected. The Township this Spring 2024 has finally acknowledged the authenticity of these open space parcels in submissions to the state’s Green Acres program.


The OSRP to be reviewed by the current Planning Board on Wednesday, July 10 is updated to include all those open space properties – many of which line the Route 4 Greenbelt. The new OSRP is well worth reading if you Click Here 


Additionally, the PB has announced that it will hold a second meeting in July (on July 18) then two meetings in August {August 6 and 22), and again two in September (September 12 and 26). To reiterate, these and all additional 2024 PB meetings are currently scheduled to begin at 7:30 pm at the Rodda Center. 


Agenda items expected to be on the PB agendas late in the summer are a proposed site plan review for a cannabis facility on Alfred Avenue and, of course, an eventual publication for public review/input of a new draft Master Plan from the PB.

Nylema Nabbie Chosen as the New Planning Board Attorney

Nylema Nabbie is a partner of McManimon, Scotland & Bauman of Roseland, NJ. She is a graduate cum laude of Seton Hall Law School. Her firm was the only firm to submit a bid in a second round PB Attorney bid process concluded on April 18, 2024. (Click Here) The PB voted to complete her selection as its Board’s Attorney in her absence at its most recent public meeting on May 23 (Click Here and go to min26 of that PB video).


The following Biography of Attorney Nabbie is currently found on her firm’s website (Click Here):


“Before joining the firm, Nylema worked as an attorney for Cleary, Giacobbe. Alfieri, Jacobs, LLC. Nylema has extensive land use experience and has served as counsel to several land use boards in Bergen County and Hudson County and as counsel to developers throughout the State on local, county, and State levels. She has substantial experience in complex commercial litigation, construction defects, and the prosecution and defense of actions in lieu of prerogative writs. Nylema also currently serves as municipal counsel to the Township of Cedar Grove. She has substantial tax appeal experience defending various municipalities represented by her Firm. She has represented financial institutions and private individuals on commercial, construction, and residential loan transactions.  At the inception of her career, Nylema earned experience in representing condominium associations.


Nylema has served as Hillsdale Planning Board attorney since February 2014. She has served as co-counsel to the North Bergen Planning Board from 2009 to present; West New York Zoning Board of Adjustment Attorney from November 2017 to present; current counsel to the Hoboken Zoning Board of Adjustment; co-counsel to the Closter Zoning Board of Adjustment from 1996 to 1999; member of the Teaneck Planning Board from approximately 1999 to 2004; and Chairperson of the Teaneck Planning Board from approximately 2001 to 2004. Nylema served as Director of the New Jersey State Bar Association, Land Use Section - 2009 to 2016.”

A Diverse Teaneck Celebrates July  4th Independence Day 2024

The sheer diversity of the groups and organizations that gathered to march down Queen Anne Road to Votee Park on the morning of July 4, 2024, is impossible to capture. The inclusiveness continued into the Votee Park Family gatherings that followed.



Below, Teaneck Voices simply includes images of a few of those organized marchers and gatherings and joins in celebrating the fact that on this beautiful summer day, the Town could march together to celebrate nearly 200 years of a nation still struggling to be that democratic republic with liberty and justice for all.

Reader’s Letter re: Emergency Alarm Test Failure

For the second time, Teaneck has had a test of its emergency "drill."  I live on Cherry Lane just off Red Road and the nearest emergency chimes are from THS.  With the windows closed (summer and a/c on), we barely heard the chimes -- and only because we knew it was coming.  We stepped outside to listen to the announcement.  It was muffled and totally unintelligible.  If we had to depend on an announcement such as this in an emergency, we'd be dead!  Maybe these announcements would be in conjunction with a robocall.  That would definitely be better.


I'm not sure to whom to address this problem.  The last time we had a test I emailed Dean.  No reply.  Now, with a new Township Manager, is she the one who should hear about this?  The Town Council?  The police department?


Perhaps it's a subject you can address in a future Teaneck Voices as it is an issue for all of Teaneck.  Thank you.
