The Toolkit offers guidance for navigating your first 100 days and beyond—focusing on building confidence, establishing credibility, and leading effectively in today’s municipal environment.

City of Cochrane

Environmental Leadership & Sustainability Award

Water Supply Strategy


Cochrane unveils a pioneering 25-year Water Supply Strategy, strategically addressing challenges posed by Alberta's 2006 water licensing moratorium. This groundbreaking approach combines consumptive and non-consumptive water licenses, allocating 20% for consumptive use and 80% for non-consumptive use, aligning seamlessly with municipal water usage patterns.


A transparent and equitable funding mechanism, Water License Connection Fees, has been introduced to finance new water licenses. Paid by new water utility customers, the fees, based on water meter size, provide a financially sustainable model, garnering positive reception from developers and builders.


This strategy not only secures immediate water needs but also elevates the municipal administration profession. By sharing experiences and outcomes, Cochrane contributes to a collective knowledge base, fostering continuous learning and adaptability in navigating water resource management complexities. The innovative pairing of consumptive and non-consumptive licenses offers a replicable and financially sustainable blueprint adaptable to diverse municipal contexts, regulatory environments, and growth patterns.

City of Waterloo

Environmental Leadership & Sustainability Award

Silver Lake, Laurel Creek and Waterloo Park Improvements


The ‘Silver Lake, Laurel Creek and Waterloo Park Improvements’ project, led by the City of Waterloo, has successfully transformed a City park to what is now affectionately referred to as the ‘Jewel of the City’.  


A Class Environmental Assessment Study in 2018 led to opportunities to seamlessly blend ecological enhancements with community-centric improvements. Key environmental improvements included, enhancement and naturalization of Laurel Creek upstream of Silver Lake, erosion reduction, dredging and reconfiguration of Silver Lake, native planting and habitat restoration, water quality enhancement, low-impact development (LID) features, and facilitation of a long-term sediment management approach. 


User experience improvements included, strengthened wayfinding and park connections, adding engaging visitor experiences, and innovative infrastructure upgrades.  


The team approached the project with the following City priorities in mind – equity, accessibility, diversity, environmental sustainability and climate action, complete community, infrastructure management, transportation systems, and innovation. 


The project has been well received by residents which is evident by the increased foot traffic, activities and interaction.

City of Richmond

Environmental Leadership & Sustainability Award

Richmond Circular City Strategy


Natural resources are essential for our economy, prosperity, and well-being. The current linear take-make-use-dispose economic model leads to the overuse of virgin materials and contributes to environmental issues like soil contamination, loss of natural capital, health problems, and climate change. We would need 5.1 Earths to meet our needs, underscoring the urgent need for sustainable resource management. The circular economy model, aimed at countering the linear approach, focuses on closing resource loops to combine economic growth with sustainable practices. It seeks to preserve natural capital, optimize resource use, and minimize risks by minimizing waste and reimagining how resources flow in a sustainable, equitable, low-carbon economy.


Adopted in 2023, the Richmond Circular City Strategy (RCCS) outlines a comprehensive plan to transform Richmond into a zero-emission, circular city by 2050. Across six strategic directions, the RCCS sets a North American precedent in integrating sustainability into Richmond life through a holistic framework that emphasizes the importance of community engagement, stakeholder collaboration, and innovation as key drivers for economic revitalization, social equity, and environmental stewardship.
