Small Business Assistance Program Grant - Round 2 |
The City is proud to launch the Small Business Assistance Program (SBAP), offering grants of up to $10,000 for exterior façade improvements, such as graffiti-resistant window coverings, green walls, signage (up to $3,000), paint, awnings, security cameras with police access, and architectural upgrades. Priority will be given to businesses with a high incidence of graffiti. This initiative supports local businesses while enhancing San Fernando’s aesthetic and economic vitality.

San Fernando Valley Mile Run/Walk |
The City of San Fernando invites you to run or walk your best mile in the San Fernando Valley Mile race! This one-mile challenge takes place on Saturday, March 1, 2025, in the heart of San Fernando. The race starts at Eighth Street and Maclay Ave. You’ll race down the iconic Maclay Avenue, finishing just before Third Street. This event offers something for everyone with multiple heats, including an elite mile, a youth mile championship, and a family walk/run.

Emergency Response to Wild Fires and High Wind Events in San Fernando |
In response to recent wild fires fueled by high winds, the City of San Fernando designated Las Palmas Park and Recreation Park as Community Relief Centers to ensure impacted community members have access to services such as a charging station for devices, a safe location for families who have lost power, drinking water, snacks, and board games. Facilities are activated once emergency situations impact local communities and are open to anyone in need of a comfortable place to relax, charge devices, use the restroom, and enjoy water, light snacks and games.
Additionally, two distributions were held at Las Palmas Park, on January 10 and 17, 2025. In partnership with Ignite the Light of Hope Foundation, families affected by wild fires, power outages and fear of leaving their home due to ICE (U.S. Immigration and Customs Enforcement) were provided with vital supplies and resources such as food items, hygiene products, clothing, toys, drinking water and more. The San Fernando team partnered with various organizations to mobilize and help over 2,000 individuals in need.
A special thanks to the following organizations making these distributions a success :Ignite the Light of Hope Foundation Helping Hands Resource Center, Chaplains of San Fernando, Pastor Isabella and Sylmar Foursquare Church "Todo Para Cristo" (All for Christ), Pozoleria Dona Ana, VFW San Fernando, S.O.S. Thanks to the combined efforts of the City and these partners, many families in the community received vital support during this challenging time.

Veteran Recognition Program | The City of San Fernando is happy to announce that applications for the Veteran Banner Program are now being accepted. Families can honor the heroic service of their loved ones by participating in this program which displays banners throughout Maclay Avenue and Truman Street. These banners showcase the service and dedication of veterans in the community. Banners will be displayed beginning in May of 2025 through November of 2025. This program is a testament to the City’s deep appreciation and respect for the many sacrifices made by our local veterans and their families. Teens for a Better Community | Teens for a Better Community (TBC) held the first meetings of the year on January 14 and 28, 2025. The group held discussions on programs, brainstorming sessions, and volunteer opportunities. Snacks and refreshments are provided. After School Teen Program | The After School Teen Program is going strong! The program offers early open gym for teens only, a game room with Playstation 5, foosball, a ping pong table, board games, as well as homework assistance and school supplies. Fields Closed for Maintenance | Baseball fields at all City parks are closed for annual maintenance from December 2024 through February 2025. Programming and permit processing will resume in early March 2025. The Recreation and Community Services Department thanks the community for their patience and understanding during the maintenance period. | |
The Recreation and Community Services Department is always on the lookout for volunteer coaches for the sports programs. For the safety of participants and volunteers, interested individuals must undergo a background check (covered by the City) and complete online sport-specific trainings prior to being assigned. SENIOR NUTRITION PROGRAM
In partnership with ONEgeneration, Las Palmas Park continues to host the Elderly Nutrition Program (ENP) for seniors. Stop by and register with the ONEgeneration team, Rene and Hayle, and enjoy a delicious and nutritious hot meal! Folks that are 60+ can qualify for this free program (suggested donation is $3), Mondays through Fridays. If you know of anyone that is 60+ and is homebound, ONEgeneration can deliver hot meals five days a week! Please call (818) 898-7340 for more information.
LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank monthly distribution was held on February 3, 2025, at Las Palmas Park, from 9 am to 11 am. This program continues to serve seniors age 60+ on a monthly basis at Las Palmas Park. This drive-through food program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains. The program serves an average of 150 seniors monthly. The next distribution will be held on March 3, 2025. PLATICAS DE LA VIDA CON CAFÉ
In partnership with the Department of Mental Health, Las Palmas Park is hosting workshops to discuss and offer assistance to those dealing with emotional trauma, anxiety and everyday life situations. DOC TALK WORKSHOP
Las Palmas Park continues to host the very popular monthly Doc Talk workshops to discuss a variety of issues related to senior health. These workshops provide lecture and a Q&A session with a medical professional. Topics include information on Medicare, Medications, and Diabetes. The next workshop is scheduled on Wednesday, February 26, 2025, and will discuss the topic of Exercise and Cholesterol. Lunch is provided, courtesy of Regal Medical Group. SFPD officers responded to a battery in progress on the 800 block of Harding Ave. A male was arrested near the park restrooms for corporal injury to a spouse or cohabitant and possession of a controlled substance.
THURSDAY, JANUARY 2, 2025, APPROXIMATELY 2:00 PM
An SFPD officer responded to a suspicious female on the 1900 block of Fourth St. and arrested her on an outstanding warrant. On January 3, 2025, officers arrested her again for trespassing at the same location, later transporting her for a mental health evaluation.
FRIDAY, JANUARY 3, 2025, APPROXIMATELY 9:20 PM
SFPD officers responded to a fight on the 1300 block of Seventh St., where a victim reported a robbery by known suspects. Officers arrested two individuals on the 1600 block of Warren St., one of whom was wanted by LAPD for attempted murder and taken into custody by LAPD.
SATURDAY, JANUARY 4, 2025, APPROXIMATELY 11:30 PM
An SFPD officer stopped a speeding driver on Glenoaks Blvd. for running a red light. The driver, found with no insurance and an outstanding warrant, was arrested and cited for violations.
SUNDAY, JANUARY 5, 2025, APPROXIMATELY 2:00 AM
LAPD alerted SFPD to a street takeover at Glenoaks Blvd. and Hubbard St. SFPD arrived to find vehicles doing “donuts” and pursued a fleeing driver. After a high-risk stop, officers detained the driver and passengers as a crowd gathered. With LAPD's assistance, SFPD arrested the driver for felony reckless evading and driving without a license, impounding the vehicle.

SFPD officers stopped a vehicle near Foothill Blvd. and Arroyo Ave., arresting the driver for meth possession with intent to sell and driving with a suspended license.

SFPD responded to a disturbance at a brewery on the 1100 block of Second St. A male subject refused to leave, became combative, and challenged an officer. He was arrested for public intoxication and resisting arrest.

An SFPD officer responded to a disturbance on the 900 block of N. Maclay Ave. and arrested a male for possession of drug paraphernalia.

SFPD officers responded to a traffic collision at Glenoaks Blvd. and N. Brand Blvd. A driver showed signs of intoxication and was arrested for DUI after sobriety tests.

While patrolling the Home Depot parking lot on Foothill Blvd., an SFPD officer stopped a bicyclist and arrested them for three outstanding warrants.

SFPD stopped a vehicle without a license plate on Foothill Blvd. and found it was stolen. The driver was arrested for grand theft auto, and the passenger for drug possession and a parole violation.

SFPD responded to a report of an assault and found the suspect, who had an LAPD felony warrant for arson. LAPD took him into custody.
THURSDAY, JANUARY 16, 2025, APPROXIMATELY 9:00 AM
An SFPD officer responded to a swerving vehicle on N. Hubbard St. The driver, on probation for narcotics, had a loaded handgun. He was arrested for firearm and drug charges, and the vehicle was impounded.
FRIDAY, JANUARY 17, 2025, APPROXIMATELY 7:50 PM
SFPD responded to a crash at Truman and Kittridge Sts., where a vehicle hit a fire hydrant, causing $4,000 in damage. LAFD treated the injured, and the driver was arrested for DUI.
SATURDAY, JANUARY 18, 2025, APPROXIMATELY 11:20 PM
While on foot patrol on Park Ave., SFPD officers stopped a driver speeding 60 mph in a 20 mph zone. The driver, who admitted drinking, had an open beer, a firearm, and a large-capacity magazine. He was arrested for DUI, reckless driving, and firearm charges.

An SFPD officer stopped a vehicle at Hubbard and Adelphi Sts., arresting one occupant for drug paraphernalia and the other for meth possession.

An SFPD officer responded to an ALPR alert for a stolen vehicle on Glenoaks Blvd. The driver fled, leading to a brief pursuit that ended in a crash at San Fernando Rd. and Polk St. After a short foot chase, the driver was arrested for reckless evading, joyriding, resisting arrest, felony hit-and-run, and evading causing injury.

On January 22, 2025, the San Fernando Police Department, Los Angeles Unified School District, and San Fernando Middle School joined resources to present an abridged version, in Spanish, of the San Fernando Police Department’s Community Academy at the San Fernando Middle School. The topic of discussion this session was "Safe and Sound: Navigating Social Media and Bullying Awareness."

Special Enforcement Details
SPECIAL TRAFFIC ENFORCEMENT DETAIL
On Thursday, January 9, 2025, an SFPD officer conducted an eight-hour Traffic Enforcement Detail as part of the City Council’s overtime budgetary enhancement. The detail focused on speeding vehicles, distracted drivers, impaired driving, and other primary collision factors. Patrols targeted high-traffic areas, including the San Fernando Mall District, Maclay Avenue, and San Fernando Mission Boulevard. The operation resulted in 10 traffic citations, two parking citations, and one arrest.
SPECIAL CRIME ENFORCEMENT DETAIL
On Friday, January 10, 2025, SFPD officers conducted a Crime Enforcement Detail under the City Council’s overtime budgetary enhancement. Officers patrolled commercial and residential areas to suppress crimes such as burglary, catalytic converter theft, and other crimes in progress.
SPECIAL PARKING ENFORCEMENT DETAIL
On Saturday, January 11, 2025, an SFPD Community Service Officer (CSO) conducted an eight-hour Parking Enforcement Detail as part of the City Council’s overtime budgetary enhancement. Parking Enforcement Operations targeted the Mall District, Maclay Corridor, shopping centers, and residential streets to improve accessibility, traffic flow, and compliance with city regulations. The detail addressed illegal parking, abandoned vehicles, and parking violations, issuing 45 tickets in total.

Outreach for Individuals Experiencing Homelessness |
To request outreach, please send an email to City staff at homeless@sfcity.org or call the Outreach Line at (818) 898-1210. Please be sure to include pertinent information in the email, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once reported, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours on weekdays, and within 72 hours on weekends. Call the Police Department at (818) 898-1267 if the individual is trespassing, harassing, or engaging in other illegal activity.

Neighborhood Clean-Up!! Program |
The Neighborhood Clean-Up! Program is still accepting applications! This program is aimed at improving the overall cleanliness and well-being of San Fernando’s neighborhoods and offers qualifying residents a free, one-time service to help improve the outer appearance of their homes and neighborhoods. Services include removal of dead or overgrown vegetation, tree trimming, and assistance with junk or debris removal.

On February 1, 2025, volunteers and students from St. Genevieve School provided tree care for +70 parkway trees on Fourth Street from Alexander Street to Hubbard Street. Due to the recent freeze on federal grants with DEI clauses, TreePeople is unable to purchase trees to plant in the City. TreePeople is currently using CalFire grants to cover to costs of providing tree care for the parkway trees.
The next tree care event on Seventh Street from Orange Grove Avenue to Hubbard Street is scheduled for February 15, 2025. If you would like to volunteer and help the City provide care for our trees in the parkways, please contact Tree People at Treepeople.org for more information.

Fog Seal of City Parking Lots |
The City will be fog seal coating nine of the City’s Parking Lots and will now be starting in early 2025 in order to minimize any impact on the businesses that may be affected by the project during the holiday season.
The following parking lots form part of the project:
- Parking Lot No. 3 - 1131 Pico Street
- Parking Lot No. 5 - 1130 Truman Street
- Parking Lot No. 6N - 1000 FIrst Street
- Parking Lot No. 7 - 1200 Truman Street
- Parking Lot No. 8 - 1010 Celis Street
- Parking Lot No. 9 - 1001 Hollister Street
- Parking Lot No. 10 - 1000 Celis Street
- City Hall Parking Lot - 117 Macneil Street
- Police Department Parking Lot - 910 FIrst Street
Work will include asphalt repairs, crack sealing, and application of the fog seal and striping.

The Public Works Department now has an Online Permit Counter!
Construction and Non-construction permits are available online that concern the public right of way. Utility Service requests can also be submitted such as sewer dye test, fire flow test, sewer capital fee, and water meter installation, providing customers with an efficient method to apply online and pay online.

Fiscal Year 2024-2025 Fee Schedule |
On August 5, 2024, City Council adopted Resolution No. 8325 updating the fees accordingly for Fiscal Year 2024-2025. The purpose of charging user fees is to recover part, or all, of the cost of providing the service. In cases that costs are not fully recovered, the activity is being ‘subsidized’ by the General Fund. The FY 2024-2025 Fee Schedule can be found by visiting the Financial Documents Section of the City's website. All fees become effective January 1, 2025.

By Mail: Payments can sent via mail to: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.
Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.
AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.
In Person: Customers are welcome to pay at the Finance Counter at City Hall (117 Macneil Street, San Fernando, CA 91340).

If you are behind on your account, a variety of assistance programs are available for qualified residents:
City Programs:

Payment Arrangement Plans are available for residential water accounts that are 90+ days past due. This will allow for repayment over a period of time to make payments more manageable. Arrangements must be made in person at San Fernando City Hall and only the account holder will be allowed to enter into the arrangement. Customers are encouraged to enroll in the Payment Arrangement Plan by December 15, 2024. Staff will be available on Saturday, December 7, 2024, from 9 am to 12 pm, at City Hall for Payment Arrangement Plan Applications. If you have any questions regarding this process, please contact the Finance Department at (818) 898-1213 or (818) 898-1245.

Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify. LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil. In addition to help with paying your energy bill, LIHEAP can also provide in-home weatherization services. To learn more about the LIHEAP program, visit the LIHEAP program overview.

SoCalGas recently announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially. Business License Renewals | Business license renewals have been mailed to all registered businesses in the City. The due date for submittal is by end of business on February 28, 2025. Swap Meet License Renewal | The renewal period will be open beginning January 2, 2025, for Swap Meet vendors to obtain their 2025 Swap Meet license. A copy of Occupancy Permits and State Seller Permits are required to obtain a license. The due date for submittal is by end of business on February 28, 2025. | |
Residential Parking Permits | Residential 2025 Parking Permits are available at City Hall in the Finance Department. A copy of vehicle registration and driver’s license, displaying the address the permit is being acquired for, is required to obtain a permit. The Language Translation Services Pilot Continues |
As part of the Language Translation Services pilot, all City Council meetings will continue to have in-person Spanish interpretation available to ensure everyone can fully participate and stay informed.
Please note: For Commission meetings, an update has been made to provide the best service possible. Residents requiring interpretation services are kindly asked to request an interpreter at least two business days in advance.

The City Council approved City of San Fernando new “Guidelines for Boards, Commissions and Committees” handbook is available to the public on the City’s website. Individuals interested in applying to serve on one of the four active City Commissions (Education Commission; Planning and Preservation; Parks, Wellness and Recreation and Transportation and Public Safety Commission) may visit the City’s Commissions website page for additional information, including a link to download the “Application to Serve on a City Commission”.
