The month of April whose name from the Latin word aperio, means “to open [bud]” for obvious reasons! The Bluebonnets are standing proud and are more abundant this year. Their grandeur is evident across Horseshoe Bay, so please be aware of visitors parking along the roadways as they take pictures. Also, watch for the “pranksters” among us who will surely pull a trick or two on April 1…All Fools’ Day.
Our third annual Spring Fling was a huge success with 30 vendors and four local wineries. The band Natural Causes entertained the crowd with dancing, singing, and generally having a great time! This year, we will be reaching out to our vendors, wineries, and “you” for feedback about what we did great on and what we may improve on, as we continue to grow this annual favorite event, we want to continue its success.
Last month, the POA hosted a 2-part Total Eclipse Educational Series that was well attended by our members and neighbors. We should prepare for the influx of visitors from across the globe for this celestial event on April 8th, so plan early to grocery shop, fill up your vehicles with gas, and plan to stay home to enjoy. Our Members-only campground is full, and the Quail Point Lodge parking lot is fully in use for rental events. Our next Community Educational Series, “Wine and Wills,” promises to be an informative and engaging event. Scheduled for Wednesday, April 24, at 3:00 PM, this estate planning seminar will be presented by Thrash, Carroll, and Vanway Law, with HSB resident Samuel Lee as one of the presenters. We look forward to seeing you there!
May 1st will be the 2nd annual Consumer Showcase at Quail Point Lodge. This event focuses on small business support for our directory advertisers. This event is a service for our members to visit various businesses at a one-stop venue. Mark your calendar and pass along the information to your neighbors and friends. If you would like to reserve a spot to showcase your business, please contact Whit Holcomb at the POA office at (830) 598-8795. Additionally, the current Directory is being updated, so please contact the POA office with changes for you and/or your business contact information.

Annual Meeting Update: As many of you may have read in the recent Horseshoe Bay Beacon, our Annual Meeting is still postponed until further notice.
We continue to request from the Maintenance Fund, Inc. the necessary information to move forward. As soon as the relevant information is available the POA will call for an election of the Board of Directors.
We extend our appreciation to our guests who attend our monthly Regular Board Meetings. This is open to all HSB POA members, and they are welcome to make public comments at the start of every meeting. For additional information, please visit the HSBPOA website at www.hsbpoa.org.

According to the Declaration of Reservations, the Amenities Fund is allowed to be used for the operation and ownership of the amenities for all of Horseshoe Bay, including the golf courses, buildings, landscaping and signs, ponds, fairways, greens, tees, and pro shop. There is no distinction as to how these funds are to be allocated otherwise, whether for members or non-members of the resort, we are still paying for these amenities. Other numerous POA’s in Horseshoe Bay pay their annual fees directly to the Maintenance Fund.
The Maintenance Fund has received YTD (Oct 23 to Feb 24), $3,587,127.66 in HSBPOA fees, of which $2,229,912.16 went to the Amenities (Resort) owner and $1,282,215.50 went to the POA. From our share, 39.5% ($506,475.11) is paid directly to the City of Horseshoe Bay, leaving $775,740.39 for operating the POA. The POA has paid the Maintenance Fund $75,000 YTD ($15,000/mo) for services they provide, which is deducted directly from the dues before distribution. There is $1,684,736.78 in outstanding liens to be collected for past due fees owed. There is an additional $2,795,782.03 in outstanding dues from prior years. The Maintenance Fund provides no information on how/when these monies will be collected or paid to the POA.
The Horseshoe Bay POA function, as outlined on page 76 of the Declarations and Reservations shall include “…. all other functions reasonably incident to maintenance of the safety, health, welfare and recreation of the property owners and residents of the Subdivision;” To fulfill this function, from the $775,740.39 the POA has received of the annual fees, we have paid YTD $20,833.31 to the Declarant per the EC&R’s. In addition to our obligation to the Declarant, we have paid YTD $74,352.72 ADDITIONAL funds for the beautification of our community.

1. New Horseshoe Bay Property Owners Association (HSB POA) members receive their first directory for free. 😁
If you have not registered with your HSB POA office since moving into our Association, please come by the HSB POA office, which is housed at Quail Point Lodge, 107 Twilight.
2. All Horseshoe Bay Residents can sign up to receive the HSB POA’s monthly electronic newsletter which offers up-to-date ongoing activities and news.
3. HSB POA Website has a public side and a member-only side. As an HSB POA member, you can register to receive access to the private side, which gives members access to the online directory, calendar, and Association business.
4. The HSB POA is celebrating 50 years! It was developed under the HSB Declaration of Reservation in March 1974.
5. The HSB POA was established under its Articles of Incorporation. The Board of Directors is governed by the Association's bylaws, and the Board has the authority to amend the Bylaws with proper notice.

6. Texas Property Owners’ Associations are also governed by various federal, state, and local statues and ordinances, which in some cases override any inconsistent provisions in a Homeowners Association’s Governing Documents.

A Spectacular Showcase of Art, Music, and Flavors

On Saturday, March 23, from 3:00 PM to 9:00 PM, the Horseshoe Bay Property Owners’ Association hosted its third annual Spring Fling Art Festival at Quail Point Lodge. It was a vibrant celebration of art and music, ringing in the Spring season, leaving attendees with a renewed appreciation for creativity and community.
Thirty local artists, each with their unique style and medium, displayed their work. The variety of art forms was captivating, from oil, acrylic, and watercolor paintings to glass-fused art, ceramics, sculptures, crocheted items, jewelry, yard art, custom epoxy, and even some unique food items. These thirty vendors represented this event's largest number of artists, and audience feedback was positive. The age range of the vendors was over seventy years, with the youngest being ten years old with the most senior vendor being eighty-two.
Miss Vickie’s Catering was onsite, serving tacos and quesadillas cooked fresh to order. Behind Quail Point Lodge, known as Quail Point Park, had a ‘wine garden’ featuring four local wineries.
At 6:00 PM, the music began with Natural Causes, a classic rock cover band that set the stage on fire with their energetic performance. The crowd couldn't help but get up from their lawn chairs and join in the fun, adding their laughter and dancing to the artistic showcase of the afternoon.
The event was a resounding success, not just in terms of the art and food, but also in bringing together the Horseshoe Bay community. It celebrated our shared creativity, talent, and local flavors. The Horseshoe Bay POA extends heartfelt thanks to all of the artists, Miss Vickie’s Catering, Pebble Rock Cellars Vineyards, 7 Creeks Vineyards, Vinovium Winery, and Perissos Vineyards and Winery. The POA looks forward to future events, continuing to showcase the best the Horseshoe Bay community offers.
