Saint-Gobain Ceramics, through its subsidiary Saint-Gobain NorPro, recently announced its intent to build a new, state-of-the-art manufacturing facility in Wheatfield, New York. The facility will revitalize an historic industrial property as the company expands its production of catalyst carriers to serve a fast growing market. With an investment of over $40 million, the company expects to create approximately 30 new full-time jobs upon the completion of the nearly 125,000 sq. foot facility. | Read the story here.

A Michigan-based maker of decking and railing is planning a $77.2 million project to establish a manufacturing facility in Lackawanna. Deckorators Inc., a subsidiary of UFP Industries, plans to buy, renovate and renovate the existing 168,310-square-foot building and build a 19,000-square-foot addition. An 85,000-square-foot warehouse is also on the 31-acre site. according to the Erie County Industrial Development Agency (ECIDA) Agency. The company is seeking $1.8 million in tax incentives from the IDA. The project would create 50 jobs, according to the application. | Read more at Buffalo Business First.

Cloud-based design and product development company Figma will invest $14.79 million to expand its New York City operations with Excelsior Jobs Tax Credits.The expansion project will add 242 new jobs. The company is among a growing cluster of technology companies choosing to expand in New York, including OpenAI, Duolingo, and StubHub, along with significant investments from high-growth firms such as Rippling, Rokt, and Quadrature. | Business Facilities has the story.

The Genesee County Economic Development Center’s STAMP Committee accepted the agency’s staff recommendation to place a data center proposed by STREAM US Data Centers, LLC, at the STAMP Park in the Town of Alabama. The more than $7 million dollars paid annually by STREAM US in sales and property taxes — money allocated to Genesee County, the Town of Alabama and its school district — will have a critical impact on the county’s ability to undertake vital updates to our infrastructure — mainly water. | Read the story here.

The Clinton County Legislature announced that the Clinton County Business Innovation Gateway Project has been recognized as the American Public Works Association (APWA) Capital Branch Project of the Year. The Port of Albany was awarded an $18.79 million grant from Empire State Development’s FAST NY program for utility infrastructure work at the expansion project (Beacon Island), including installation of a high-voltage substation, a sanitary wastewater treatment plant, and the intake lines and pump station package for the fire protection system. | Read the story here.

Growing interest in smaller warehouses

A growing number of businesses are struggling to find smaller warehouse spaces, even though the pandemic-era uptick in warehouse demand has cooled. According to real-estate services firm Cushman & Wakefield, the vacancy rate for U.S. warehouses under 100,000 square feet was 3.9% in the fourth quarter, much lower than the 6.7% overall vacancy rate. | Read the story at Marketplace

2025 Mid-Market Manufacturing Outlook 


Heading into 2025, the U.S. manufacturing sector is resilient, ready to tackle emerging challenges and explore new opportunities. Amid persistent challenges and evolving trends, nearly all manufacturers that responded to our 2025 outlook survey are confident in their organizations’ ability to pursue business growth opportunities. 


Manufacturers and distributors are optimistic about growth, investing in new product lines, anticipating a more active mergers and acquisitions (M&A) space, and exploring new markets. Right now, all survey respondents are either extremely, very or somewhat confident in their organization’s ability to pursue growth opportunities. When asked how their companies plan to grow over the next three years, respondents point to updating existing technologies (64%), embracing more sustainable manufacturing processes (53%), adding new products and product lines (44%) and targeting niche markets (28%) as some of the top ways their companies plan to grow over the next three years. | Download Eide Bailly LLP's 2025 Manufacturing Outlook Report here.

Real Property Tax Law § 575-b Held Unconstitutional by New York Trial Court: What This Means for Assessment of Renewable Energy Projects

 

In a decision and order filed March 4, 2025, Albany County Supreme Court held that Real Property Tax Law § 575-b is unconstitutional. The suit, Airey, et al. v. State of New York, et al., Index No. 903991-24, was brought by a number of town supervisors in their individual and official capacities against New York State. They sought to overturn RPTL § 575-b. This is the statute that provides for the discounted cash flow model created by the New York State Department of Taxation and Finance in consultation with the New York State Assessors Association and New York State Energy Research and Development Authority. On the merits, the Decision creates continued uncertainty over how to value and assess renewable energy projects. Now, there is increased risk and exposure to both renewable energy developers, who may have higher assessments and higher real property taxes for their projects, and local taxing jurisdictions who will be forced to expend legal fees defending assessment challenges. |

Assembly Member Harry Bronson on Passing prevailing wage and worker safety expansions

Empire State Development is celebrating Women’s History Month with the Women Entrepreneurs Rising with all MWBEs across the great State of New York.
