National RTAP's new Checklist for Transferring Vehicle Ownership outlines the steps needed by transit agencies that receive FTA 5311 funding to transfer ownership of transit vehicles. This checklist is for public transit agencies purchasing used vehicles from other organizations, including other public transit agencies.

Checklist

Updated National RTAP Technical Brief on Developing Effective Policies and Procedures


National RTAP updated its technical brief on Developing Effective Policies and Procedures. The brief outlines the most important things to keep in mind when developing policies and procedures for the rural transit system, and ways to ensure their effectiveness once they are in place. A particular focus is placed on issues related to the system itself and issues related to employees and human resources.


Updates include recommendations for how often policies should be reviewed, additional topics to consider for policy manuals, and new system-related and employee-related considerations for policy manuals.

Our next State RTAP Manager Peer Roundtable will take place on July 10, 2024 from 2:00-3:00 PM ET. State RTAP Managers can join their peers for an informal discussion on GTFS, 5310 programs, scholarship policies, and other topics of interest.


For our August 6, 2024 meeting from 2:00-3:00 PM ET, the National RTAP Books in Transit Discussion Group will be reading Buses Are a Comin'. Charles Person, the youngest Freedom Rider and one of two surviving original Freedom Riders, wrote a memoir of his famous and history-shaping rides on Greyhound and Trailways buses in 1961 to end segregation on buses, in depots, and in waiting areas. The author is planning to attend! Register.


National RTAP and the Transportation Safety Institute (TSI) will be holding a Substance Abuse Management and Program Compliance Course on September 17-19, 2024 and a Reasonable Suspicion and Post-accident Testing Determination Seminar

National RTAP hosted an Early Property Acquisition and NEPA Compliance Webinar on April 25, 2024. Dee Phan and Peter Clark of FTA provided an overview of FTA’s policies on early or advanced acquisition of real property for instances where federal funds are anticipated to be used for the purchase and relocation of any displacees or development of the subject property. National RTAP and the U.S. Department of Agriculture (USDA) held a webinar on Rural Transit Resources: Building Capacity and Resilience in Rural and Tribal Communities on May 2, 2024. Attendees learned about rural grants and technical assistance programs from the USDA and FTA and how to be effective partners. Access the recording, presentation slides, and questions and answers.


In March 2024, National RTAP added new Tribal Transit pages to its Transit Manager's Toolkit. Amy Hill, Transportation Coordinator, Muscogee Creek Nation, and National RTAP staff led a webinar on May 7, 2024, to introduce the Toolkit's content, including guidance, case studies, regulations, funding, and more. National RTAP Technical Brief Matching Game Contest


Every spring, National RTAP launches a fun contest to help our users learn more about our training resources. This year's contest is a Technical Brief Matching Game. No one won the contest yet. National RTAP Resource in TRB/AASHTO Knowledge Tools Inventory


The TRB Information and Knowledge Management Committee and AASHTO created a Collaborative Tools Inventory of Knowledge Management and Human Resources tools and templates that transportation agencies can easily adopt or adapt. National RTAP's Succession Planning Templates are included in the Inventory and our Knowledge and Resource Manager Cara Marcus participated in the development of the tool.

National RTAP Review Board Member Spotlight Article - Carolyn Freitag


Carolyn Freitag is the Grants Administrator II for the North Carolina DOT, Integrated Mobility Division (IMD), and the North Carolina RTAP Manager. She joined the National RTAP Review Board in the Fall of 2023. She’s had many successes at NC DOT, including creating and launching a new web-based unified grant program so applicants only need to apply once for every grant they want to submit. She also served as the lead for North Carolina’s mutual aid response to Hurricane Katrina for North Carolina’s Division of Emergency Management (NCEM). National RTAP RFP to Update Volunteer Driver Program Guidebook


National RTAP, along with Washington State DOT (WSDOT) and the Colorado Association of Transit Agencies (CASTA), released a Request for Proposals (RFP) to update and nationalize WSDOT’s Volunteer Driver Program Guidebook, last updated in 2013. A photo was taken when our staff and Review Board visited the Library of Congress for a tour of its archival preservation department.

A search bar like the one on our Resource Library web page can be added to any website so your visitors can search our Resource Share 2.0 Online Public Access Catalog (OPAC). U.S. DOT and FTA Updates

FTA published a Programmatic Assessment of Greenhouse Gas Emissions from Transit Projects. This assessment reports on whether certain types of proposed transit projects merit detailed analysis of their greenhouse gas (GHG) emissions at the project level and serves as a source of data and analysis for FTA and its grantees.


FTA published its April 2024 Transit Safety and Oversight Spotlight newsletter. The issue contains links to recent conference presentations that FTA delivered and new FTA safety performance measures.


U.S. DOT’s Advanced Research Projects Agency—Infrastructure is seeking input from interested parties on the potential applications of artificial intelligence (AI) in transportation. Responses to this Request for Information should be sent by July 2, 2024. U.S. DOT's Small Business Innovation Research (SBIR) is also accepting solicitations for its Complete Streets AI Initiative on Generating, Integrating, and Activating Data for Mobility through May 10, 2024.


U.S. DOT's Office of Small and Disadvantaged Business Utilization (OSDBU) has launched U.S. DOT Connect to Capital as a component of a new comprehensive Access to Capital Initiative to help small businesses increase access to private equity capital investors. This new program will assist Small Disadvantaged Businesses (SDB) and Disadvantaged Business Enterprises (DBE) with their capital needs.

Webinars and Training

South West Transit Association (SWTA) is holding a webinar on Latino Workforce and Recruitment on May 14, 2024 from 12:00-1:00 PM ET. This session will delve into the latest industry trends, innovative development approaches, enticing recruitment incentives, and the essential cultural insights necessary for engaging with all demographics effectively. 


The U.S. Department of Energy Office of Energy, Justice, and Equity launched Harnessing Hydrogen and Community Benefits Public Forums. the forums include videos, instructions, and activities.

Publications

TCRP's Improving Access and Management of Public Transit ITS Data proposes a data structure for storing data from transit intelligent transportation systems (ITS). The report includes information about General Transit Feed Specification (GTFS) data, data flowcharts, data structure, and tool requirements.


A Universal Mobility Implementation Resource, published by the Shared-Use Mobility Center (SUMC) and the National Center for Mobility Management (NCMM), defines universal mobility, offers insight into the importance of various universal mobility components, and provides recommendations and resources to promote universal mobility.


NCHRP's Accessibility Measures in Practice: A Guide for Transportation Agencies describes measures of accessibility and how these measures can be implemented by transportation agencies. Case studies are provided, as well as software, data resources, and worksheets. The National RTAP Resource Library has a print copy of the report that can be borrowed.


AASHTO published two new 2024 Commuting in America reports: Machine Learning Approaches for Populations' Hard-to-Capture Commuting Behavior and Change and Variation in Mode Choice. The second report investigates changes in commuting mode choice for various geographic and sociodemographic areas.


The Center for Research on Disability published the 2024 Annual Disability Statistics Compendium, which includes the Annual Report on People With Disabilities, the Build Your Own Statistics tool, and infographics. The report includes data on how many individuals with disabilities are employed in the transportation sector.


FHWA published a new website to host products from the Every Day Counts Greenhouse Gas Initiative, including webinar recordings, case studies, fact sheets, and links to other helpful resources.  


The Transit and Paratransit Company (TAPTCO) published Transit Safety 101. It defines what safety means, discusses conscious and deliberate unsafe behaviors, and recommends ways to reduce risk.


The American Association of State Highway and Transportation Officials (AASHTO) has a new web page for its Transit Management, which was formerly AASHTO MTAP (Multistate Technical Assistance Program). The web page lists information about AASHTO Transit Management, upcoming meetings, and a staff directory.

Databases and Tools

The Bureau of Transportation Statistics (BTS) updated several of its data sets in its National Transportation Statistics, including Average Passenger Revenue per Passenger-Mile and Cash Balances of the Transportation-Related Federal Trust Funds. BTS also published a new chart on the Percent Reporting a Travel-Limiting Disability by Age Group, 2017 and 2022.


The State Smart Transportation Initiative (SSTI) provides a Transportation Emissions Dashboard. The dashboard provides estimates of carbon emissions from personal vehicles at the state level, from 2000-2035.


The Bureau of Transportation Statistics (BTS) released its Spring 2024 update to the National Transportation Atlas Database (NTAD). Update data include alternative fueling stations, National Transit Map stops and routes, the Intercity Bus Atlas, and more.

Opportunities

METRO Magazine is accepting submissions through May 31, 2024 for the 2024 Innovative Solution Awards. Eligible organizations are transit agencies that have partnered with solutions providers within the last year to implement a new innovation that has helped the agency save money, run more efficiently, improve safety, streamline operations, improve customer satisfaction, and/or increase ridership.


National Center for Mobility Management (NCMM) is seeking mobility managers with experience in coordinating transportation solutions for residents of affordable housing in close proximity to a transit option. Mobility managers who want to participate can contact kayla@ctaa.org.


The Environmental Protection Agency (EPA) is accepting grant applications for its Clean Heavy-Duty Vehicles Grant Program. The EPA will offer funding to eligible recipients to replace existing non-zero-emission Class 6 and 7 heavy-duty vehicles with eligible Class 6 and 7 zero-emission vehicles. Funding may also be used for refueling infrastructure, workforce development and training, and project implementation.


TRB's Transit Innovations Deserving Exploratory Analysis (IDEA) program provides funding early in the development process for promising but unproven, innovative concepts and methods. Proposals are due May 15, 2024.


Partners for Youth with Disabilities is offering a Transportation Advocacy Fellowship. The fellowship is for young adults with disabilities to advance the understanding of engaging youth with disabilities in transportation coordination and mobility management. Fellows will work on a short guide for mobility management professionals to help engage youth in community coordination. Those interested in applying can contact Kristin Humphrey.


The Transit Workforce Center (TWC) is seeking print and digital media advertising from transit agencies, labor unions, and community partners to highlight effective recruitment outreach. If you have materials that they can share with other stakeholders, send them to TWC's Communications Manager David Stephen.


Qualifying businesses, tax-exempt organizations or entities such as state, local, and tribal governments can take advantage of certain IRS tax credits even if they don't have taxable income through new elective payment and transfer options. These options can be applied to certain clean energy and manufacturing credits.


TRB and Minnesota Local Road Research Board researchers have created a survey of transit agencies to gather information about programs and strategies addressing pedestrian and motorist behavior and lessons learned. The information will be used for a toolkit highlighting case studies of successful implementations of behavioral interventions that can serve as models for communities. The survey closes on May 21, 2024.


TRB Behavioral Traffic Safety Cooperative Research Program researchers invite safety leaders to participate in a survey to research the state of practice in addressing roadway safety. The survey closes on May 21, 2024.

Legislation

Effective May 1, 2024, the Rural Business-Cooperative Service, Rural Housing Service, Rural Utilities Services, and USDA Rural Development Mission area, are removing references to the DUNS numbers and replacing them with the new Unique Entity Identifier as the means of identifying entities registered for federal awards in the System for Award Management (SAM). 


Effective May 30, 2024, the U.S. International Development Finance Corporation (DFC) is issuing a Final Rule to implement its nonprocurement debarment and suspension regulations. This states what contracts are covered under this regulation, identifies the official authorized to grant exceptions to an excluded persons list, and states the person responsible for communicating requirements to first and second tier program participants.


Effective January 1, 2025, the Environmental Protection Agency (EPA) is amending specific provisions in the Greenhouse Gas Reporting Rule to improve data quality and consistency. This action updates the General Provisions to reflect revised global warming potentials, expands reporting to additional sectors, and updates other areas.


Effective May 30, 2024, the U.S. Department of Energy (DOE) is revising its National Environmental Policy Act (NEPA) implementing procedures to add a categorical exclusion for certain energy storage systems and revise categorical exclusions for upgrading and rebuilding powerlines and for solar photovoltaic systems. Effective May 1, 2024, the Council on Environmental Quality is revising its regulations for implementing the procedural provisions of NEPA.


FMCSA requested the removal of the inward-facing camera rule from its Apprenticeship Program. Carriers would also no longer need a Department of Labor apprenticeship program number to participate in the pilot program. FMCSA is proposing to replace its Unified Registration System with a new registration system, which will allow all persons required to register under the Agency's commercial or safety jurisdiction to do so online. Comments must be received by June 18, 2024. Also, all users with credentials for any FMCSA system will be required to use a Login.gov account to access FMCSA systems.


Effective July 17, 2024, the Department of Energy (DOE) issued a Final Rule to amend the regulations implementing the direct loan provisions for the Advanced Technology Vehicles Manufacturing (ATVM) Incentive Program. This rule also amends the existing applicable regulations to reflect the ultra efficient vehicle category of advanced technology vehicles added to the ATVM statute.


FHWA is establishing metrics to evaluate the effectiveness and impacts of projects under the Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Discretionary Grant Program. Comments are due May 20, 2024.


FHWA published a Final Rule on Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally Assisted Programs that will go into effect on June 3, 2024. This rule states that fund transfers from the displacing agencies to persons whose real property is acquired or whose personal property must be moved for federal or federally assisted projects. 


The Federal Communications Commission seeks comments on ways in which it can improve 911 service for supplemental coverage from space connections and how it can facilitate automatic location-based routing of all 911 calls to accelerate connections between first responders and those who need help, regardless of their location. Comments close on May 30, 2024.


The Federal Trade Commission (FTC) issued a Final Rule on April 23, 2024 to promote competition by banning noncompetes. Most existing noncompetes will no longer be enforceable after the rule’s effective date. Existing noncompetes for senior executives can remain in force, but employers are banned from entering into or attempting to enforce any new noncompetes, even if they involve senior executives. Effective September 4, 2024, FTC's Non-Compete Clause Rule says that it is an unfair method of competition for persons to enter into non-compete clauses with workers on/after the rule's effective date. 


Effective July 1, 2024, a U.S. Department of Labor Final Rule will expand overtime protections by increasing the salary thresholds required to exempt a salaried executive, administrative, or professional employee from federal overtime pay requirements. The salary threshold will increase to the equivalent of an annual salary of $43,888 and increase to $58,656 on Jan. 1, 2025.


A National Security Memorandum on Critical Infrastructure Security and Resilience was published on April 30, 2024. The Memorandum directed federal agencies, including the Secretary of Transportation, to work together on federal infrastructure and security.


NHTSA issued a Final Rule on Federal Motor Vehicle Safety Standards; Automatic Emergency Braking Systems for Light Vehicles, effective July 8, 2024. This Final Rule specifies that an automatic emergency braking system must detect and react to an imminent crash with both a lead vehicle and a pedestrian. Light vehicles include buses with a gross vehicle weight rating 10,000 pounds or less.


The U.S. Department of Health and Human Services published a Final Rule, effective July 8, 2024, on Nondiscrimination on the Basis of Disability in Programs or Activities Receiving Federal Financial Assistance. This Final Rule amends Section 504, Part 84 of the Rehabilitation Act of 1973 on nondiscrimination obligations for recipients of federal financial assistance.
