Welcome to spring! While we might want to pass on the April showers and head straight into May, we would miss one of the most important weeks in Kettering and throughout the United States. April 21 through 27 is National Volunteer Week dedicated to every volunteer. Pause for just a moment, and think about all of the volunteers in your life. And, if you dedicate your time to serve others, I am certain you have made a lasting impact on many grateful for your contributions and care.

We are thankful every day for the volunteers in our lives; but, a week dedicated to their service gives us all good reason to celebrate their selflessness and the difference they make for us. City of Kettering volunteers contribute their energy, talent and time for their community. This year marks the 44th anniversary of our volunteer program--one of the first and largest local government programs in the nation! What began in 1979 with a small group of volunteers planting marigolds (our city flower) in our medians has blossomed into a team of people who provide invaluable resources for our community. I am amazed and humbled by the ways our volunteers have parlayed their skills and energy into new and enhanced initiatives that impact the entire community. Our volunteers help every City department accomplish things that enrich services for our residents.

APRIL IS COMMUNITY DEVELOPMENT MONTH!
April is Community Development Month, and the City of Kettering is celebrating 50 years of the Community Development Block Grant (CDBG) Program. The Community Development Division created this short video showcasing how far the program has come.

We are grateful for the Community Development Division and the work they do for the betterment of Kettering and its residents, visitors and business owners.
CONSTRUCTION UPDATES
The City's Engineering Department is managing and monitoring several construction projects, including:

Construction updates:
  • Reconstruction of six traffic signals is nearly complete. Kettering received a federal grant of $1,584,274 to assist with project funding. The locations include:
  • David Road at Wilmington Pike
  • David Road at Bigger Road
  • David Road at Marshall Road
  • Marshall Road at Wilmington Pike
  • Dorothy Lane at Ackerman Boulevard
  • Stroop Road and Southern Boulevard
  • Patterson Road at Rembrandt Boulevard

The City worked with LJB Engineering and gathered feedback from residents to examine potential improvements to the Lincoln Park Boulevard and Marshall Road intersection to heighten safety for vehicles, pedestrians, and bicyclists. Taking all feedback into consideration, City staff has determined that a lane reduction (from two to one in both directions) will provide the most cost effective safety enhancements for the intersection. Going north on Marshall, one lane will open to two after the proposed pedestrian crossing just north of Lincoln Park. Southbound will still maintain two lanes coming off of Wilmington Pike and will reduce down to one lane as motorists approach the Lincoln Park intersection.
 
The Golf Club Estates Phase 1 Storm Sewer Improvements project is nearly complete. Undersized storm sewer pipe is being replaced and additional improvements will soon be budgeted for the coming years.

The West Avenue Bridge Rehabilitation project is underway to replace deteriorated box beams that carry vehicular traffic. Adjacent to the structure, a pedestrian/bicycle bridge will be constructed this year. Constructing a separate bridge for bicycles and pedestrians can be completed at a lower cost and quicker schedule than modifying the existing vehicular bridge.

  • 2024 Concrete Repair
  • 2024 ADA Curb Ramp Replacement
  • East David Road Improvements – Far Hills Avenue to Ackerman Boulevard
  • West Stroop Road Sidewalk Improvements – Southmoor Circle NW to Overland Trail
  • Danube Court Bridge Rehabilitation
  • West Avenue Pedestrian Bridge
  • Miami Valley Research Park Bike Path
  • Wilmington Pike and Wingview Lane Drainage Improvements

PREPARING FOR THE SOLAR ECLIPSE APRIL 8!
Although the City of Kettering is not hosting viewing events for the solar eclipse on April 8, at around 3:08 p.m., preparations are being made to safely manage potentially large crowds in our city and throughout the region.
 
City offices will be open Monday, April 8.
 
Considerations:
  • Traffic could be heavy, especially near parks or optimal view areas.
  • Local parks may be crowded with viewers.
  • Limited public restroom facilities are available at our parks.
 
Recommendations:
  • Stock up on food, water, gas and prescriptions on or before April 6 and 7.
  • Find a safe viewing area.
  • Limit travel to essential purposes as traffic may be heavy.
  • Allow for extra time for travel.
  • Keep a paper map on hand, if necessary, as cell service could be limited.
  • Use cell phone sparingly.
  • Call 9-1-1 for emergencies only to help keep available lines open.
  • Wear specialized eye protection designed for solar viewing as outlined in the Ohio Emergency Management Agency safety guidelines.

Changes in service:
  • Rumpke will start collecting trash and recycling as early as 2 a.m. for Monday customers.
  • The Kettering Recreation Complex and Kettering Fitness and Wellness Center (Trent Arena) will close at 11 a.m. on April 8, due to potential traffic issues (both will be open from 5:30 to 11 a.m.).
  • The Kettering Municipal Court will close at noon on April 8 (open from 8 a.m. to noon).
  • Polen Farm, Habitat Environmental Center, Rosewood Arts Center, Fraze Fanfare and Yard Debris Center will be closed April 8.
 
The Kettering Recreation Complex will open as a shelter facility in the event of emergency.

MICROENTERPRISE PROGRAM OFFERED TO QUALIFIED BUSINESSES STARTING APRIL 10
The City of Kettering's Microenterprise Loan Program features classes, networking, loans for micro-enterprises in our Ohio community. This program was developed in partnership with Kettering's Board of Community Relations, the Economic Development Department and the Community Development Division of the Planning and Development Department.

Loan Program Purpose: To develop and support micro-enterprises in Kettering and help create a vibrant and diverse local business environment. Businesses that have been in existence for less than two years are not eligible for the spring 2024 program. Instead, the fall 2024 program will focus on new and start-up businesses.

Eligibility: Eligible applicants are small (five employees or less) business owners who are of low to moderate income. (Check Income Guidelines at https://storage.googleapis.com/proudcity/ketteringoh/uploads/2023/10/2023-Income-Iimits-highlighted.pdf). Income will be verified. Funds must be used for eligible expenses. Construction and labor costs over $2,000 are not eligible for this loan program.

Minority-owned, women-owned, veteran-owned and disabled-owned businesses are STRONGLY encouraged to apply.

YOUR 2023 CITY OF KETTERING INCOME TAX RETURN IS DUE
APRIL 15, 2024
The Tax Division recently mailed the 2023 City of Kettering Income Tax postcard. In an effort to reduce costs related to paper, printing and postage, please note that NO TAX FORMS WILL BE MAILED TO YOU. Forms are available on our website at www.ketteringoh.org/departments/income-tax-division/, or you may utilize one of the alternative filing methods described below. To avoid late filing fees, your 2023 return must be received in our office or postmarked by April 15, 2024.

Who Must File
All residents (including part-year residents) of the City of Kettering who are 18 years of age and older are required to file an annual income tax return. A return is required regardless of income or employment status. Please note: Active duty military personnel and individuals with no reportable income or loss for the current year are still subject to the mandatory filing requirements.

Non-residents earning income from which Kettering tax has not been withheld at the correct rate of 2.25% must file a return. Income includes salaries, wages, compensation or profits which result from work performed, services rendered, business transacted or activities located within the City of Kettering.

Exceptions to Mandatory Filing Requirement
Permanently retired or permanently disabled individuals with only non-taxable
sources of income or loss (such as social security, pension, interest and dividends) may file for a permanent exemption from the mandatory filing requirement by completing the Declaration of Exemption Return found on our website.

Filing Methods
There are several convenient options for filing your city income tax return. Electronic filing and fill-in forms are available on our website at www.ketteringoh.org.

Individuals with only wage income reported on Form W-2 are eligible to file
electronically. All other individuals may utilize the fill-in forms. Additionally, you may visit the Income Tax Division office located at 3600 Shroyer Road, Kettering, OH 45429 to obtain forms or have your Kettering return prepared
by one of our staff members. This service is free of charge, and no appointment is necessary. Note that you must bring with you the required documentation referenced below in order for your return to be prepared. The Tax Division is unable to print information from your phones, laptops or other electronic devices.

Required Documents
As required under state law, the Federal Form 1040 must be attached to the City of Kettering Income Tax Return at the time of filing.

Additional supporting documentation that is required to be attached includes, but is not limited to, Form(s) W-2 (if applicable), Federal Schedules 1 and C, E, F or K-1, Form(s) 1099-Misc, Form(s) 1099-NEC and Form(s) W-2G.

Part-year residents should also include pay statements reflecting year-to-date figures relating to the period of time you resided within the city.

An online payment system is available for the payment of tax balances, estimated tax payments and payment plan payments via electronic check, credit card or debit card. A convenience fee will be added to all credit and debit card payments.

Did you know that there is an app used as a tool to help locate 911 callers faster in an emergency? Callers who have the 'what3words' app on their phones automatically provide dispatchers a precise latitude and longitude location for a caller. To add this layer of protection, the public is encouraged to download and familiarize themselves with the free what3words app. This technology has been successfully used by 911 teams in situations such as reporting fires, rescuing pets, locating injured hikers and lost kayakers with pinpoint accuracy. When an exact address is unknown, this is a great tool to use.
KETTERING LEADERSHIP ACADEMY ACCEPTING APPLICATIONS THROUGH JUNE 3
The Kettering Leadership Academy (KLA) is currently accepting applications for the class of 2024-2025. This program, created by former Council member Bruce Duke, is designed for individuals looking for a variety of leadership roles within the Kettering community. The Academy begins in September with a mandatory overnight retreat, and day sessions held the second Thursday of each month through May. Topics include history, local government, community organizations, education, health care, community safety, business, service clubs, and volunteering.
 
The Kettering Leadership Academy is a unique opportunity to learn about all of the wonderful facets of the City of Kettering, while experiencing both personal and professional growth.
 
The fee for the Academy is $800. Many employers will sponsor participants. Limited financial support is available through the Bruce Duke Fellowship Program. AFFORDABLE CONNECTIVITY PROGRAM UPDATE
The Affordable Connectivity Program (ACP) is an FCC benefit program that helps households afford and access the broadband internet connectivity they need for work, school, healthcare and more essential needs. The benefit provides a discount of up to $30.00 a month that can be applied to internet service for eligible households.

The Affordable Connectivity Program stopped accepting new applications on February 7, 2024 and the APC winding down has begun. Residents should have been receiving notices from their internet provider starting in March about the end date of the program and any options the internet provider may offer.
