Federal Greenhouse Gas Reduction Fund Awardees Announced, with Substantial Focus on Net-Zero Building in Marginalized Communities

In April, the US Environmental Protection Agency announced the awardees of the federal Greenhouse Gas Reduction Fund (GHGRF), a first-of-its-kind, national-scale program to mobilize financing and private capital to address the climate crisis, including through building decarbonization in low-income and disadvantaged communities. Projects could include rooftop and community solar, microgrids, and energy efficiency upgrades and weatherization.

Narrow Supreme Court Decision on Impact Fees Leaves Ambiguity

On April 12, the Supreme Court issued its decision on the case of George Sheetz, who applied for a permit to place a manufactured house on his land in El Dorado County and was required to pay a $23,420 traffic mitigation fee to do so. Sheetz challenged the fee’s constitutionality, arguing that the fee violates the Fifth Amendment’s takings clause, which is intended to uphold the principle that the government should not single out isolated individuals to bear excessive burdens, even in support of an important public good.

April Vienna Social Housing Trip Inspires Housing and Homelessness Delegates

Last month, 30+ West Coast delegates from the Bay Area, Los Angeles, Santa Monica, San Diego, and Portland and sectors including philanthropy, government, research and academia, housing, homelessness, and advocacy, attended the Global Policy Leadership Academy’s Spring 2024 Immersive Social Housing Field Study in Vienna, Austria, to learn more about Vienna’s success in addressing the housing and homelessness crisis. Vienna’s housing model is world-renowned for its focus on high-quality housing available at an affordable price to more than 60% of its population.

State Early Action Budget Update

In early April, Governor Newsom, Speaker Rivas (D-Salinas), and Senate pro tempore McGuire (D-Santa Rosa) announced an agreement on $17B of early actions to reduce the state’s budget shortfall to somewhere between $9 and $24B. These actions encompass around 2/3rds of the Governor’s proposed budget-balancing actions from January and leave many of the most difficult proposals, including cuts to housing and homelessness programs, for June budget action.
