AUGUST-DECEMBER 2023 RECAP

December 2023 marked the end of the fourth quarter calendar year for the Complete Streets Action Plan (CSAP). Since the last update, an additional 23% of the total actions in the Plan have been completed, bringing the total share of completed actions to 78%. Moreover, an additional 20% of actions are anticipated to be complete in the coming months. Sustainability staff will continue to monitor and synthesize the results of remaining actions to provide an important update soon.

Task 4.5 Complete Streets: Contextual Design Guidance


In January 2024, the Headquarters Division of Design has published their long-awaited Design Information Bulletin-94 Complete Streets: Contextual Design Guidance (Overview), which sets new standards for equitable and sustainable mobility statewide. The bulletin provides minimum expectations for complete streets facilities by place-type and roadway context. It emphasizes meeting community needs over vehicular as Caltrans shifts from a vehicle-centered view of the State Highway System to a people-focused transportation network. It is the latest major design guidance for comfortable and convenient complete streets on the State Highway System. The bulletin includes design guidance on reduced lane widths on complete streets projects and overrules the need for a Design Standard Decision Document (DSDD) for non-standard elements that meet the criteria outlined in the bulletin.

Task 4.6 Traffic Calming Guidance


The Division of Design published an updated Traffic Calming Guide in October 2023. The guide is a compendium of possible measures that can be utilized within project scopes to slow speeding vehicles by providing self-enforced roadways that encourage users to travel at safe speeds. These measures also include avenues to improve comfort for those walking, biking, and taking transit. This guide supersedes the previous Traffic Calming Techniques Memorandum published on January 28, 2022.

Task 1.9 Develop a GIS database to track and share complete streets Minor B, SHOPP and HM projects in D11


District 11 has developed a map database to track completed and in progress complete streets and active transportation-related projects throughout the region and to provide greater transparency in monitoring the progress of the projects. The database has thus far been updated to include complete streets projects from the 2022-23 Fiscal Year.

Task 5.7 Develop a D7 newsletter for the Office of Complete Streets and Climate Change


District 7 has developed a quarterly newsletter to provide critical information to all District staff on complete streets, climate change topics, local events, educational and training opportunities, bicycle subsidy information, and news on partner agencies and resources. The newsletter aims to highlight the latest news and resources in multimodality and sustainability to keep all District staff informed in the pursuit of the Department’s goals of safety, equity, and climate action.

About the Complete Streets Action Plan

The Complete Streets Action Plan (CSAP) is a coordinated effort led by the Director's Office of Equity, Sustainability, and Tribal Affairs, in partnership with Caltrans Headquarters' Divisions and Districts. The purpose of the CSAP is to identify key, high-priority efforts to implement the Director's Policy for Complete Streets (DP-37) from January 2022 to December 2023.
