FY 2024-25 HCBS Rates Now Posted on HCPF Website
Effective July 1, 2024, all impacted Direct Care Workers, employees, or independent contractors, are required to be paid at a minimum the $17.00 per hour base wage outside of Denver or $18.29 within Denver in alignment with the Denver minimum wage increase. Additionally, Direct Care Workers, who are paid a per diem rate, must have their rate increased by the same percentage of the rate increase as of July 1, 2024. HCBS Providers will receive a 2.0% across-the-board increase on July 1, 2024, as well as targeted rate increases for identified HCBS services.
The HCBS Rate Schedule can be found on the HCPF Provider Rates and Fee Schedule webpage.
The HCBS Base Wage Direct Care Worker Wage 2024 Attestation Form will be available on July 1, 2024, and due to HCPF by August 30, 2024. Payment holds will begin Sept. 9, 2024, for HCBS providers who are not in compliance with 2024 base wage reporting requirements. All questions related to the 2024 attestation form, process, and payment holds should be directed to HCPF_Basewage@state.co.us.

Post Eligibility Treatment of Income (PETI) Updates and Training for Case Managers
Case managers will complete the PETI calculation worksheet in the Bridge on or after July 1, 2024. Case managers will no longer complete the manual process of using the PETI Excel worksheet to determine the Alternative Care Facility and Supported Living Program (ACF/SLP) rate and entering the ACF/SLP rate onto the Prior Authorization Request (PAR). Following system changes to the Bridge, case managers will complete the PETI worksheet in the Bridge to determine the ACF/SLP rate and the rate will populate on the PAR from the PETI worksheet.
PETIs and PARs with ACF/SLP start dates on or after July 1, 2024, that have already been created, will require a manual revision to be completed by the case manager. HCPF will send additional communication to case managers once the PETI and PAR revision process is complete. Please do not complete these manual revisions until further notice.
HCPF will offer three training sessions to case managers on the new PETI calculation worksheet and the required processes in the Bridge. Case managers who complete the PETI process will be required to attend one of these training sessions.

Monday, June 17, 2024, 9 to 10:30 a.m. MT
Tuesday, June 18, 2024, 3 to 4:30 p.m. MT
Thursday, June 20th 3 to 4:30 p.m. MT

Long-term Home Health (LTHH) Policy Team Office Hours
The purpose of the LTHH Policy Team Office Hours is for advocates, providers, members, case managers, and other interested stakeholders to receive training, information sharing and technical assistance in an open forum working directly with HCPF staff. A record of questions and answers asked during Office Hours will be made available for future reference. All interested stakeholders are welcome.
The LTHH Policy Team office hours will be held on the second Tuesday of the month, 1 to 2 p.m. MT, through all of 2024. For more information, email homehealth@state.co.us.

Children’s Disability Advisory Committee (CDAC)
The CDAC serves in an advisory capacity to HCPF and makes recommendations regarding issues related to benefits for children and youth with disabilities age 20 and younger, provider education interventions, and application of standards. All interested stakeholders are welcome.

Host Home Oversight Stakeholder Meeting
Note: This will be the final meeting of this stakeholder meeting series.
This is a series of stakeholder meetings relating to House Bill 23-1197 Host Home Oversight. Interested stakeholders may include members, advocates, caregivers, case management agencies, community centered boards, families, home and community-based services providers and waiver recipients. These meetings will focus on current and proposed recommendations for Host Home Providers. All interested stakeholders are welcome.
Host Home Oversight meetings will be held monthly on the third Wednesday of the month at 2 to 3 p.m. MT, from Jan. 17, 2024, to June 12, 2024.

The DCWC works collaboratively with stakeholders to identify and move forward strategies to support the recruitment and retention of Colorado's direct care workforce. This group meets quarterly (March, June, September, and December) on the second Wednesday of the month.
