Street maintenance project planned for Missouri Drive & Lohstreter areas

The City of Mandan plans preventative street maintenance projects annually to keep streets in good condition, typically this is done through a chip seal and surface treatment. This helps prolong the need for a total reconstruction project, which could cost much more than a maintenance project.


The City Commission recently considered the 2024 street improvement project:  


Area 1 is north of Main Street and west of I-94 (between Mandan Ave and Missouri Drive NE). Project plans include areas of full-depth reconstruction, mill and overlay, or chip seal.

 

Area 2 is in the Lohstreter area of Mandan (west of 10th Ave NW, north of Third Street NW, to the west of Lincoln Place). The project scope includes areas of full-depth reconstruction, mill and overlay, chip seal and water main reconstruction.

Learn about local elected office opportunities Feb. 7

The Mandan Tomorrow: Leadership, Pride and Image Committee in partnership with NDSU Extension Morton County is conducting a workshop for individuals exploring the possibility of running for local, elected leadership positions. Intended to encourage candidacy, the Empowering Tomorrow’s Leaders workshop will take place Wednesday, Feb. 7 from 5:30-7:30 p.m. at Mandan City Hall, 205 2nd Ave NW.

 

“Our goal is to promote interest in leadership so the public has more candidates than the number of positions available to choose from each open position with the City and County Commissions as well as school and park boards.” says Committee Chair Laurie Leingang. “Contested elections encourages voting, stimulates debate and conversation, which helps bring new ideas and perspectives. The workshop will provide insights on the rewards and challenges in these positions. We hope the workshop results in candidates who have the abilities to meet expectations.”

 

Positions up for election in 2024 include two seats on the Mandan City Commission plus the Mayor and Municipal Court Judge; three on the Morton County Commission; two on the Mandan Park Board; and four on the Mandan Public School Board.

Bitz named Mandan's fifth Fire Chief

Mitch Bitz is Mandan Fire Department’s new Fire Chief. The position opened after Steve Nardello announced his December retirement.


Prior to becoming the Public Works Director in 2018, Bitz was Battalion Chief for the Fire Department. He’s been employed with the City since 2001, most of that time in the Fire Department.


Bitz will continue to oversee the Public Works Department until a new director is named, while also overseeing the Fire Department.

Primary Residence Credit applications open

The Primary Residence Credit, established during the 2023 Legislative session, provides all North Dakota homeowners with the option to apply for a state property tax credit through the North Dakota Office of State Tax Commissioner. Homeowners may apply through March 31. Those with an approved application may receive up to a $500 credit that would be applied to their property tax statement.

Property tax exemptions & credit forms due Feb. 1

Nonprofit property tax exemptions, paraplegic disabled exemptions, blind exemptions, homestead and veterans credit property credit forms are due Feb. 1. The Assessing Department recently mailed forms to property owners enrolled in these programs last year.


New applications and rating changes are due Feb. 1. Qualifications and forms are available for new applicants in the Assessing office or online at cityofmandan.com/assessing. For more information, call 701-667-3232 or email the department.

Slight utility bill increase effective Jan. 1

Residential customers are reminded of utility bill rate increases approved in the City’s 2024 budget. Increases effective Jan. 1 are as follows: 

  • Water & wastewater base charge per meter: $1.25 increase per month, per each single family dwelling; 
  • Garbage collection & disposal base charge: $0.05 increase per month, per family living unit; and 
  • Recycling collection & disposal base charge: $0.57 increase per month, per family living unit. 


The total monthly base charge increase for a residential customer will be $1.87.

Funds still available to help underutilized and vacant commercial properties

About 30% of a $300,000 Brownfiled Community-wide Assesment grant has been spent, with funds committed for more work on private and public properties. The grant is to support the assessment, cleanup and revitalization of vacant and underutilized sites throughout the City.


Grant funds can be used for phase I and II Environmental Site Assessments, Hazardous Building Material surveys, cleanup planning and a variety of property reuse planning activities.

Huff Hills Ski Area awarded Destination Development Grant

Huff Hill Ski Area was recently named an awardee of the North Dakota Department of Commerce Destination Development Grant. Earlier this year, the Legislature approved $25 million in grant funding for projects focusing on attracting visitors and future workforce that create new attractions in North Dakota communities, enable significant expansions of existing attractions and support key amenities aiding the tourism economy across the state.


The Beck’s plan to expand night operations and the visitor experience at Huff Hills Ski Area south of Mandan. The award is for $650,000, which is 49% of the total project. Funds will be used for a new welcome center, an expanded snowmaking system, an upgraded electrical system to add night skiing/boarding and an expanded alpine racecourse area.  


Commerce received applications for 81 projects from 42 communities requesting more than $151.5 million in funding. Huff Hills was one of 14 projects awarded. Awardees had 30 days from the announcement to determine if the grant funding would allow their projects to continue to progress during the 2023-2025 biennium.

Voting open for Winter Decorating Award; nominate businesses for Golden Shovel Award

There are two opportunities for businesses to win awards this winter – one for being best at clearing snow and another for businesses and commercial property owners who decorated their buildings.

 

Winter Decorating Award. Businesses and commercial property owners were encouraged to decorate their building exteriors and interior spaces visible from the outside (storefronts, windows, parking lots, etc.) and keep them decorated through the month of January. Decorating could be lit or unlit, festive, fun or elegant. Nominations were made through the month of December and public voting will take place Jan. 2-12 at surveymonkey.com/r/winterdecorating24. Winners will be announced this month and awards will be presented at a February City Commission meeting.


Golden Shovel Award. The business voted to be keeping adjacent sidewalks clear of snow and ice will win Mandan’s golden shovel traveling award. Nominees will be welcomed through Feb. 1 at cityofmandan.com/winterawardsPublic voting is to occur Feb. 5-16.
