WDB Alternatives to Incarceration (ATI) Grant Program Success
By ATI Case Manager Shannon Holmes
"J.L. was a recent participant in the ATI program. The program utilizes interactive journals, a cognitive behavioral intervention curriculum designed to promote self-reflection and personal growth. J.L. was initially hesitant to participate and struggled to stay focused; however, through consistent engagement in conversations and written exercises, he made significant progress, particularly in his Responsible Thinking journal.
"During his time in the program, J.L. worked on improving his focus, completing assigned tasks, and developing better time management skills. He also honed his ability to practice patience. With guidance, he enhanced his goal-mapping skills, addressing areas such as cognitive thinking, behavior, and anger management. These efforts allowed him to cultivate a deeper understanding of the changes required to turn his life around.
"J.L. has demonstrated a strong commitment to transforming his thought processes and behaviors. He acknowledges the importance of surrounding himself with positive influences to achieve long-term success. In the past, J.L. struggled with a pattern of blaming others for his actions, which acted as a barrier to personal growth. This cycle of denial and avoidance hindered his ability to take responsibility and make meaningful changes. However, through self-reflection and a shift in perspective, J.L. recognized the necessity of accountability. This newfound sense of responsibility has enabled him to initiate positive changes and take meaningful steps toward a better future.
"J.L.’s primary motivation is to provide a better life for his children. He is deeply committed to being a present and supportive father, determined to break the cycle of incarceration that has defined much of his past. Recognizing the importance of building a stable foundation for himself and his family, J.L. is focused on achieving lasting change. With a clear sense of purpose and determination, he has expressed his readiness to continue working on himself and create a future marked by stability, success, and fulfillment.
"As part of ATI’s transition plan process, J.L. was connected with resources to help him secure employment through on-site hiring events and job fairs. These opportunities are essential to supporting his journey toward a stable and productive life."
Congratulations, J.L.!

The WDB Seeks Oneida County Employers to Provide Worksites for Our Youth Employment Program.
The WDB's Youth Employment Program (YEP) is an important platform that aims to reduce community gun violence and youth criminal justice involvement by providing year-round employment opportunities to at-risk youth, ages 14-20, from low-income households. Program participants will be recruited, hired, and paid through the Workforce Development Board.
The WDB is seeking partnerships with Oneida County employers who can provide jobs to YEP participants. Youth will work after school and on weekends and can work a flexible schedule depending on their availability and the work site.
The program also provides education and career exploration and is further intended to support youth at risk of gun violence as part of a statewide gun-violence reduction intervention model. YEP will connect eligible Oneida County youth, ages 14-20, with entry-level jobs in a variety of industries, including government agencies, hospitals, camps, non-profits, small businesses, museums, retail organizations, and others.
At the conclusion of the program, the employer will have the option to hire the youth, the youth may secure their own employment, or staff will assist with job search or career exploration activities.
The program runs from September 1, 2024 – June 30, 2025.
Oneida County businesses need only supply the worksite and the WDB will do the rest. Youth can work up to 200 hours between September and June.
