Development News


  • Scannell properties will soon begin construction of the Seven Lakes development on the 50-acre former Deluxe campus at Victoria Street and I-694. The redevelopment will include three buildings totaling about 450,000 square feet targeted for med tech/high tech tenant space that could bring hundreds of quality jobs to the community. Work on all three buildings is expected to begin by late spring/early summer. A multifamily apartment building is also being proposed, but likely won't be constructed until next year.


  • The City continues to work closely with Enclave Companies on the planned Rice Street Crossings mixed-use redevelopment project. A purchase agreement has been approved for the developer to acquire the city-owned 11-acre property located at the southwest quadrant of Rice Street and I-694. The project will include 260-300 apartments, with 20% of the units affordable for people with more modest incomes. There is also a planned retail component that could include a restaurant. The property was once the Ramsey County public works maintenance yard and is considered a brownfield site. The project has been awarded several grants for cleanup. The goal is for the developer to receive the necessary approvals this summer with construction possibly starting by fall of 2024.

City Council Actions


The following highlights some of the recent actions by the City Council:


  • Approved PUD final stage application for Tyme Properties to develop 52 apartments and 21 townhomes at Gramsie and Hodgson Roads
  • Approved the preliminary plat and PUD development stage applications for Scannell Properties, Seven Lakes (Phase 2) at Victoria Street and I-694
  • Approved a purchase agreement between the City and Enclave Companies for the Rice Street Crossing redevelopment project
  • Reappointed Chris Anderson and appointed Evan Cordes to the planning commission
  • Appointed Chris Anderson as chair of the planning commission and Craig John as vice chair for one-year terms
  • Made appointments to the Environmental Quality Committee and Public Safety Committee
  • Approved cannabinoid license and new tobacco license
  • Passed an ordinance adjusting commercial electrical permit fees

BizRecycling


BizRecycling is a program that helps businesses in Ramsey County and Washington County start, expand, improve, and manage business recycling, including organic waste collection, such as food waste. The program makes connections between businesses of all sizes and types and recycling experts, and provides a variety of services including: free consultations, technical assistance, free container labels, and recycling grants up to $10,000.
