ALI's Perspective

ALI has been a strong advocate for American leadership to shape the rules of the global internet. It is critical for the U.S. to advance its digital model that is democratic, transparent, and accountable, as opposed to China’s authoritarian model of surveillance, monitoring, and censorship.

While the U.S. needs to address gaps in its domestic regulations, remaining on the sidelines is not an option if it wants to advance global rules that reflect U.S. values. The Administration has taken unprecedented steps to bolster American workers and small businesses. ALI has taken a lead in writing about how a digital agreement can protect workers and facilitate the ability of small business to join the global economy.

To defend our democracy, our democratic allies, and emerging democracies, America must be a leader in writing digital rules through the WTO, IPEF and other fora.

ALI Program: A Path Forward for China Policy

Participants explored new strategies for navigating the changing relationship with China, including the need to bolster U.S. competitiveness, the importance of deepening our economic engagement with Africa and Latin America, and the value of bilateral economic dialog.

What We're Reading

Brookings: Is progress possible when Biden and Xi meet?

Seventy-eight percent of Americans want their leaders to focus more on working to avoid a military conflict with China, while only 22% say leaders should focus more on preparing for one. Stabilizing relations with China while remaining firm in defense of U.S. interests and values would enjoy broad public support within the United States. Likewise, Xi would benefit in China if he can demonstrate progress in recalibrating relations with the United States.

Foreign Affairs: The Sources of American Power. A Foreign Policy for a Changed World.

"The United States’ underlying strengths are vast, both in absolute terms and relative to other countries. The United States has a growing population, abundant resources, and an open society that attracts talent and investment and spurs innovation and reinvention. Americans should be optimistic about the future. But U.S. foreign policy was developed in an era that is fast becoming a memory, and the question now is whether the country can adjust to the main challenge it faces: competition in an age of interdependence."

Messenger: Kaine Urges Administration to Strengthen Americas Partnership for Economic Prosperity, Expand Trade in Western Hemisphere

"A strong and ambitious partnership with our neighbors has the potential to help make progress on areas of critical importance to the United States, such as working to near-shore supply chains to enhance resiliency against future risks and building the supply chains of the future in areas like clean energy manufacturing. It can create a better future for our citizens and working families across the hemisphere.”
