I. Ongoing Priority

Teacher/Supervisor Trainings

A. Special opportunity continues in 2024-25 school year, for teachers who are new to career and technical education (CTE): Work-Based Learning (WBL) Supervision Training Application

In the 2024-2025 school year, the NJ Safe Schools Program (NJSS) will continue implementing an expanded special grant funded initiative in partnership with the NJ Department of Education-Office of Career Readiness. The goal is to provide teachers free work-based learning (WBL, or formerly school-sponsored structured learning experiences) supervisory trainings for career and technical education (CTE) and WBL in non-hazardous occupations throughout NJ via targeted recruitment. Only an administrative fee will be charged.   


Eligible teachers will represent the State of NJ, with equal opportunity by region (north, central, and south) and additional opportunity for teachers in larger urban/suburban populations serving historically underrepresented minority, low-middle income students. This application is only available for those individuals who hold a standard NJ teaching certificate and a NJ CTE endorsement. In 2024-2025, NJSS is expanding eligibility criteria.

 

There will be five cohorts of trainings available between fall 2024 and summer 2025. Eligible participants are selected and assigned to cohorts using application form via PsychData.

Please note: If you previously completed the four required courses for WBL, formerly school-sponsored structured learning experiences (SLE), then you do not need to retake these courses in this capacity. If you apply and are not eligible for this opportunity, NJSS will contact you and provide more information to register for our regular work-based learning training cohorts, held throughout 2025.

 

The teachers eligible for this opportunity are required to take the four required courses for work-based learning supervision. An outline of the required courses for WBL supervision is below. The teachers eligible for this opportunity are also required to take two other online topical courses on apprenticeships and cyber-safety/cyber-security.

 

A. Federal Wage & Hour and Child Labor Laws

Online course. This course is hosted on the Rutgers Canvas learning management system (LMS) and takes about 5-6 hours to complete. 

 

B. New Jersey Wage & Hour and Child Labor Laws 

Online course for 2024-2025. This course has two parts. First, the online course on the Rutgers Canvas learning management system (LMS), then the live session hosted on Rutgers WebEx.

 

C. OSHA 10 Plus

Online course for 2024-2025. This course has three parts. First, the “OSHA 10 General Industry” online course on CareerSafe, then the NJDOE 2-hour Safety and Health overview on the Rutgers Canvas learning management system (LMS), and lastly the live session hosted on Rutgers WebEx.

 

D. Designing & Implementing Student Training Plans

Online course for 2024-2025. This course has two parts. First, the online course on the Rutgers Canvas learning management system (LMS), including the completion of the mandatory day two field assignment, then the live session hosted on Rutgers WebEx.

B. NJ Safe Schools will continue to offer, at low-cost, the NJDOE approved equivalent college/university level Instructional Strategies courses for Cooperative Education Coordinator hazardous and/or non-hazardous endorsements

The NJ Safe Schools Program (NJSS) is continuing to offer NJ Department of Education (NJDOE) approved college/university level equivalent “Instructional Strategies I-II courses for Teaching Students in Career-Technical Education & WBL.” Taking these two Instructional Strategies courses will get you on your way to receiving one of the endorsements for a Cooperative Education Coordinator (go to Non-Hazardous #3465 and/or Hazardous #3464 to see other requirements). These endorsements are applied for through the NJDOE.


Course Information

  • Attendance is mandatory for all online live sessions, excluding holidays.
  • Flexibility (asynchronous) in completing course assignments and discussion boards on Rutgers Canvas learning management system (LMS) before and after mandatory online live sessions.

Registration Information

Payment by credit card is required. You must register for both ISC-I and ISC-II at the same time. However, any person who registers for/completes ISC-I in Fall 2024 is able to register for ISC-II in either Winter 2025 or Early Spring 2025. Only those who register for/complete ISC-I in Early Spring 2025 will be able to register for ISC-II in Late Spring 2025.


Please Note



An individual who holds a NJ standard instructional certificate and has taken the four required courses for work-based learning (WBL) supervision, but is not CTE endorsed can only provide WBL experiences in non-hazardous occupations for any student (in either CTE or non-CTE), not including cooperative education experiences and apprenticeship WBL. Since the individual does not currently hold a NJ CTE endorsement, the individual would not benefit from taking the two Instructional Strategies courses until after the individual pursued/applied for and received a NJ CTE endorsement. We recommend individuals take such action.


If an individual has taken the four required courses for WBL supervision and has a CTE endorsement, the benefit of taking the Instructional Strategies courses is the individual would then, in addition to the above, be able to supervise CTE students in cooperative education experiences or apprenticeships. Only students in approved CTE programs of study can participate in co-ops and apprenticeships.


Regarding hazardous vs non-hazardous endoresements, the determination is based on the individual's previous work experience, which can be documented in their application (for example, with entries on a resume or CV). The hazardous endorsement is only based on documentation of previous hazardous experience.

C. 2025 Schedule for Required Trainings for Supervising Students in Work-Based Learning

The regular schedule for work-based learning (WBL, formerly known as Structured Learning Experiences or SLE) trainings for certified teachers applying for a cooperative education coordinator certificate-hazardous occupations, a cooperative education coordinator certificate, or who are appointed to coordinate WBL placements is available for 2025.

There will be six cohorts available for registration in 2025. You must complete the four paid, required WBL online courses during the cohort’s time period and select the same live session day for all courses. These trainings are online, as described below, with asynchronous and synchronous parts to each of the four required WBL trainings.

 

A. Federal Wage & Hour and Child Labor Laws

Online course. This initial course is hosted on the Rutgers Canvas learning management system (LMS) and takes about 5-6 hours to complete.

Note: In 2024-2025, we are accepting payment by credit card via our registration system, ANCOR. Courses paid by credit card are eligible for a full refund upon cancellation in 2024-2025. There are no refunds for courses paid by personal check or district/school check in advance; however, you may move to another open training date for the same course in the same calendar year.


If you must, for a documented reason agreed to by NJ Safe Schools Program, delay completion of course(s), then we strongly suggest a delay of one cohort time period. We will handle specific requests on a case-by-case basis, in consultation with the NJDOE.

A. NJSS Announces New Procedures for Topical Courses for Teachers and Students

These general environmental and occupational safety and health courses--formerly free and now low-cost (administrative costs only) topical courses--offered by the New Jersey Safe Schools (NJSS) will now have a fixed registration fee per person for each course starting this 2024-2025 SY. Teachers can register students via NJSS on the Rutgers Canvas learning management system for one month upon receipt of a district or school purchase order, or payment via check. The course completion deadline will be based on the set cohort schedule. Student certificates of completion will be emailed to teachers at the end of the cohort once successful course completion has been verified and payment has been received. Please note, each class/classroom of students, regardless of grade level, must have at least 1+ supervisory teacher(s) who has finished NJDOE/NJSS required trainings. (This statement does not apply to out-of-state teachers.)

  • In state (NJ) students: $15 per student per course enrollment.
  • Out of state students: $20 per student per course enrollment.

Registration Details

Please note the start date for the NJSS topical course(s) selected is the Tuesday of the week (if you register by the Thursday afternoon of the prior week), else it will be the Friday of the week (if you register on Friday-Sunday of the prior week). We established this system to avoid Monday holidays and delays on weekend Friday-Sunday. Rutgers Canvas HELP desk serves the entire university of students and programs like ours, and the former do get priority.

 

To facilitate enrollment, teachers must contact cscbre@sph.rutgers.edu with the names and email addresses of their students in an Excel Spreadsheet, and the course(s) of interest. Our team will separately reach out to the primary teacher regarding the payment process.

B. Introductory Safety and Health of Chemical Cleaning, Sanitizing, Disinfecting and Personal Care Products Course

The Introductory Safety and Health (S&H) of Chemical Cleaning, Sanitizing, Disinfecting and Personal Care Products (CSDP) course is now available to teachers for PDU, and to students (for a small administrative fee) in September-December 2024. The course covers topics related to job hazards, ventilation, harmful chemicals in consumer products, along with an overview of the hazard communication standard. This two-hour online, asynchronous course resulted from parts of our NJ Health Foundation and U.S. Department of Health and Human Services funded expansions and enhancements to our cosmetology safety and health training as well as input from the NJ Association of Designated Persons in spring 2024 and Women’s Voices for the Earth in summer 2024. The course is administered through the NJ Safe Schools Program on the Rutgers Canvas learning management system.

C. National Apprenticeship Week November 17-23, 2024

National Apprenticeship Week will take place on November 17-23, 2024. The weeklong celebration allows labor and business leaders, educational institutions, career seekers and others to demonstrate support for apprenticeships. This year's theme is “Celebrating 10 Years of Engagement, Expansion and Innovation,” with daily themes focusing on youth, new and emerging industries, underserved populations, women, veterans, and federal employees. D. National Injury Prevention Day is November 18, 2024

Injuries are the leading cause of death and disability for those ages 1-44 years old, however many injuries are preventable when using safety practices, products, and policies. National Injury Prevention Day, Monday November 18th, is designed to raise awareness about the burden of injury and violence and the change that is needed. Some leading injury and violence prevention organizations throughout the nation will come together to raise awareness about the burden of injury and violence and empower communities to make safe choices as they continue to live, learn and play.

E. Registration Open for the New Jersey Student Climate Challenge (submissions due 4/9/2025)

The New Jersey Student Climate Challenge is open to New Jersey public school students in grades 6-12. Under their teacher's mentorship, teams of 2-12 students complete a school or community project that addresses a cause or impact of climate change. Each team creates a digital story about the project and completes a Climate Challenge submission form by April 9, 2025. First, second, and third place middle and high school winners are recognized at an Awards Ceremony hosted by First Lady Tammy Murphy. School winners receive grants to advance their climate education initiatives ranging from $500 to $2,500.

New Jersey Student Climate Challenge 

F. NJDOE CTE Scholar Awards Program

The NJ Department of Education (NJDOE) recently announced the second Career and Technical Education (CTE) Scholar Award Program, which recognizes outstanding CTE students throughout NJ. This legislation establishes an annual recognition of student achievements to highlight the importance of CTE in meeting the needs of business and industry for highly skilled and trained workers. Local Education Agencies (LEAs) operating an approved CTE program of study are eligible to participate in this program. The NJDOE, in consultation with the New Jersey Department of Labor and Workforce Development (NJDOL), has developed criteria to recognize outstanding CTE students. There are four criteria outlined in the legislation:

  1. Demonstration of a high level of achievement in a CTE program as exemplified by course grades, industry recognized technical assessments, and teacher recommendations.
  2. Demonstration of a high level of achievement in at least three academic classes, as exemplified by course grades, end-of-course assessments, and teacher recommendations.
  3. Successful completion of a college-level course or a work-based learning (WBL) experience including, but not limited to, employment under a cooperative education agreement, an internship, or a work-based structured learning experience.
  4. Participation in a career and technical student organization (CTSO) or a community service project that demonstrates the application of career and technical skills.

A. NJ Safe Schools Program Publishes a New Journal Article

An article titled "Newer New Jersey work-based learning teachers during the COVID-19 pandemic: school safety regarding ventilation, trainings, and awareness of government agencies resources" was published in July 2024 in the Taylor & Francis International Journal of Environmental Health ResearchThis study presents insights regarding safety and health trainings received, ventilation in schools, and resource awareness of participating NJ high school teachers.

B. Frequently Asked Questions on the NJ Safe Schools Website

We have a frequently asked question (FAQ) section on the NJ Safe Schools (NJSS) website. There are over 50 FAQs on the list covering a range of topics in four subcategories pertaining to work-based learning (WBL), previously known in NJ as school sponsored structured learning experiences (SLEs). Questions about SLE supervision eligibility, SLE program set-up, worksite placement considerations, required paperwork and on-site workplace concerns for students in SLEs are included. The list of FAQs was compiled from actual questions submitted by NJ teachers/supervisors. Each of the responses previously appeared in print or electronic newsletters through NJSS or the “SLE info share listserv.”

C. NJ Safe Schools Manual

The NJ Safe Schools manual reflects both federal and/or State of NJ codes pertaining to the National Fire Protection Agency and National Electrical Code, Hazard Communication Standard, etc. The Manual includes a collection of self-inspection checklists covering environmental, health and safety regulations for secondary occupational and career orientation programs in New Jersey public schools and private schools for the disabled. It is available to access online and meets Accessibility Guidelines. It is easily navigated via a home page description- -Checklists, Support checklists, Appendices (download to computer, tablet or smartphone as PDF files).


Note: The NJ Safe Schools Program released Manual update #43 for 2021 in late August. To support NJ school districts and schools re-opening local and county campuses, classrooms, gyms, laboratories and shops in August-September 2021 and 2022 for in-person learning (general education, work-based learning, extracurricular activities, etc.), we wanted to remind our colleagues in administration and designated persons roles (facilities, operations and maintenance, Right to Know, etc.) of resources available online for free to assist walk-through assessments. D. Online Incident Reporting Mandated by State of NJ Law

The New Jersey Safe Schools/NJDOE Incident Reporting Form for Career and Technical Education Programs, Cooperative Education Experiences, and Structured Learning Experiences is online.


Schools are required by code (N.J.A.C. 6A:19-6.5) to submit their incident report online. You can download a copy of the newly updated “Guidance Manual for Completing the Incident Reporting Form” on this site. Note: The Guidance Manual was last updated as of December 2018.
