President’s Message

After compiling the total responses to questions on the Fall Conference’s evaluation forms, I am extremely pleased to announce that an overwhelming majority of those attending the Fall Conference and returning the evaluation form were “very satisfied” or “satisfied” with all aspects of the Conference. The few members that checked a question with “dissatisfied” or “very dissatisfied” centered mainly around the facilities at DoubleTree.

Negative comments relative to the facilities include, not providing help with luggage, and not honoring a request for handicapped accommodations. There were also positive comments about DoubleTree. The hotel is in a central and safe location and the rooms were neat and clean. There was consternation among members concerning the number of rooms in the “Block” allocated to the VRTA. The hotel set a deadline for members to take advantage of the special rate, but if the allocated rooms were filled before the deadline, the hotel had met its obligation. To remedy the situation, the hotel has agreed to increase the number of rooms in the Block. The cut-off date for making a room reservation is 21 days prior to the conference. Please, be prompt and adhere to the dates,

An overwhelming majority of members were very pleased with the AARP sponsored Reception. The food was excellent, and the fellowship was described as pleasant. The vast majority expressed the desire to keep this activity on-site.

The Luncheon presentations were informative and interactive, and the membership sharing was outstanding. Most members were delighted with the menu but wanted more choices. We will inquire, but we are limited to availability.

Comments attributed to VRTA Benefits/Advisor, Legislative Session, and VRS were “always informative,” “excellent information,” and “helpful forms,” in that order.

The Newsletter, general comments, and recommended changes are topics of interest. Some of you support emailing the newsletter and those who opt out pay $5.00 to have it mailed. Evaluation form comments included, keep the meeting moving, communicate with unit presidents, continue door prizes, enjoyed the breakfast biscuits, lengthy reports, and no door prizes. Changes that were recommended were meeting at a different facility, changing the format, and knowing the dates earlier.

There is an ongoing inquiry into different facilities. The dates for the next Spring Delegate Assembly and Fall Conference are on the back of the VRTA program distributed at each event. The Executive Committee is considering a change in format for the next Assembly in April. Some members have expressed an interest in small-group concurrent sessions. We will choose from the topics from the suggestions that members listed on the Evaluation forms.

As you can see, we value your comments and suggestions. You will be kept informed of the progress, changes, deadlines, and plans as they materialize. VRTA’s Mission is, “To be the voice, resource and connection for all retired school personnel.”

What Should I Know About

The Medicare Annual Enrollment Period?

(October 15 - December 7, 2023)

The Medicare Annual Enrollment Period (AEP) runs from Oct. 15 to Dec. 7 each year. During this time, you may make changes to your Part D plan, Medicare Advantage Plan, or switch to a new plan altogether. You may also disenroll from a Medicare Advantage Plan and move back into Original Medicare and select a Medicare Supplement plan (underwriting may apply).

Do I Have To Change My Medicare Supplement Plan During The Medicare Annual Enrollment Period? You can change Medicare supplement plans at ANY TIME OF THE YEAR – but most likely you will have to pass medical underwriting to do so. This is a very common misconception because people get confused about the Annual Election Period that Medicare holds each fall. During this time, you can freely change your Medicare Part D drug plan and/or your Medicare Advantage plan. This period DOES NOT, however, apply to Medicare supplements.

What If I DON'T Want To Change My Part D ( Prescription Drug Plan)? Soon you will be receiving your Annual Notice of Change letter from your current Part D Plan. Please review it immediately. First, compare your premium in 2023 to your new premium for 2024. Next, review the plan formulary to see if your current prescriptions are covered and determine the related copayment amounts. If, after a careful review, you are satisfied with the changes, you can keep your plan. You simply do nothing and your current coverage choices stay in place for another year.

ELECTIONS ARE OVER – WHAT NOW??

Thank you to all of you who contributed as good citizens, however you could, during this long election period. I trust that all of you did what is most basic to our democracy: you voted.  In addition, many of you worked the polls and supported candidates in various ways. Without all these efforts, sometimes despite illness or other circumstances, we would not have had such a successful election. All of us were pleased with some outcomes and displeased with others. That doesn’t matter. As teachers, we knew we had to deal with whatever or whoever came to us, and that’s what we will do now.

Bonnie Atwood, VRTA lobbyist, and I have always tried to give you the information you need to be effective in whatever way you can during the General Assembly session. This year we are fortunate to have three others working with us on the Legislative Committee. Tina Whitaker will co-chair the committee with me. A resident of Ashland, she has been a dedicated legislative chair for the Henrico unit/District R, for many years and has attended numerous VRTA meetings and lobby days. Mary Jane Mutispaugh, Legislative Chair of the Rockbridge unit in District F, divides her time between her two homes, one in Augusta County and one in Chesapeake. Mary Jane has worked with legislation since her college days when she was president of the VEA Student Association. Joy Mainor, who lives in Portsmouth, serves as legislative chair for her unit in District T. She is especially interested in keeping up with the rapid changes in education and in legislation dealing with these changes.

Also, there are other very important people we will depend on. All the unit and district chairs really are an extended part of the Legislative Committee. They know best what is of uppermost importance in their areas, what their legislators are saying, and how they vote. Media coverage is different across the state. We need them to communicate with the state committee about issues of concern in their localities.

The following are key dates for the 2024 Session:

  • Wednesday, December 20 – Governor presents his Budget Bill
  • Wednesday, January 10 – 2024 Session convenes
  • Tuesday, February 13 – Crossover (last day for each house to act on its own legislation)
  • Saturday, March 9 – 2024 Session adjourns sine die (if they can agree on the budget)
  • Wednesday, April 17 – Reconvened session (sometimes referred to as the veto session).

Accurate, timely communication is always important, but this year it is especially critical that we communicate with each other and our legislators. A little over a third of the legislators will be new to their positions. Those moving from the House to the Senate know the issues of the past, but the others will have a very steep learning curve. They need our help or all they will depend on is what a special interest lobbyist or a political party tells them.
