A Conversation with COL Alejandro Buniag

The Armed Forces Committee is pleased to present a conversation with COL Alejandro Buniag, Chief, Army Coordination Element Guam (ACE), U.S. Army Pacific on Tuesday, August 16, 2023. This meeting will take place at the East West Business Center, Building C (1st Fl, next to Truong's Restaurant). He will present a command overview and Army Coordination Element-Guam 101 Brief.


These round table events include a light lunch and an opportunity to hear about the initiatives and activities specific to the speaker and his or her command. AFC members will have time to engage one on one with COL Buniag and other committee members in this intimate setting. We hope that your schedule will allow you to participate. US Department of Labor Announces

Final Rule to Modernize Davis-Bacon Act


The U.S. Department of Labor announced on Tuesday, August 8, 2023, the issuance of the final rule "Updating the Davis-Bacon and Related Acts Regulation" to update regulations that implemented the Davis-Bacon Act and Davis-Bacon and Related Acts to reflect better the needs of construction workers on federal construction investments.


The announcement follows a Notice of Proposed Rulemaking on Friday, March 18, 2022, which received comments from the construction industry and labor stakeholders that helped inform the regulatory updates. Navy Announces 45-Day Comment Period for PA Memo Supporting Marine Corps Relocation to Guam; Deadline Sept 22


ASAN, Guam - The public is invited to review and submit comments for a Programmatic Agreement memo in support of the Marine Corps relocation to the island; comment period ends September 22, 2023.


PA Memos provide an opportunity for interested members of the public to participate in the Section 106 consultation process required under the National Historic Preservation Act (NHPA).

Beware while back-to-school shopping

As we welcome a new school year, students, teachers, and families are on the hunt for great deals for back-to-school essentials—but so are counterfeiters looking for their next target.


Each year law enforcement intercepts billions of dollars’ worth of counterfeit products, some of which are popular back-to-school items. Yet, despite their best efforts, fake goods slip through, endangering unsuspecting consumers and posing serious threats to the global economy. 


What we're doing: This school year, the U.S. Chamber of Commerce, U.S. Customs and Border Protection, and Amazon are getting the word out on how consumers can protect themselves—and each other—with five tips to avoid getting scammed when shopping for back-to-school. 

 

Trust Your Instincts: If it seems too good to be true, it probably is. So, if a deal or product seems off, it's best to keep away.  


Prioritize Secure Payments: When shopping online, only buy from sites that begin with https:// - the 's' stands for secure. Also, check for a lock symbol in your browser to confirm the site's safety.  


Examine Every Detail: Pay close attention to labels, packaging, and contents. Watch out for out-of-date perishable items, broken or missing safety seals, missing warranty information, or unusual packaging. These could all be signs of fake goods.

More than $200 Million in Federal Assistance Flows in Guam following Typhoon Mawar

While the application period for federal assistance has ended, federal assistance continues to make its way into the hands of the Guam survivors of Typhoon Mawar. To date, more than $201 million in low-interest disaster loans from the SBA and directed disaster assistance through FEMA have flowed into communities to help jumpstart the recovery process. Typhoon Debris Pick-up Continues – Asan, Talofofo Begin this Week

The U.S. Army Corps of Engineers (USACE) continues their debris clean-up mission throughout Guam, conducting separation and pickup of Mawar-related debris from residential properties. Debris separation crews are scheduled to start this week in Asan and Talofofo, with the villages of Agat and Sinajana scheduled to begin next week. 

Eligible storm-related debris includes vegetative debris, large appliances, construction and demolition debris, and metal (cans, tin).  Residents are encouraged to complete their debris sorting and staging as soon as possible to make sure they can take advantage of this service. The residential debris project is a free program available for all residential properties, including apartments and condominiums.

High School Students Grades 9-12!

Earn GDOE Credits at the GCA Trades Academy


Guam Department of Educations Students who are interested in construction and willing to learn. You will earn credits, learn skills, and be proud.


Classes include CORE Curriculum, in two weeks. Core Curriculum classes include basic safety, introduction to construction drawings & materials handling.


Construction craft laborer level 1, in two weeks, construction craft laborer level 2, in six weeks. CCL classes introduce students to a variety of trades, including carpentry, masonry, ironworking, electrical, welding, heavy equipment, and cranes. Upon completion of this two-level course, the students will have the basic knowledge needed on any job site.

Delegate James Moylan Accepting Applications for Service Academy Nominations


The Office of Congressman James Moylan is now accepting applications from students who are interested in seeking nominations to the military service academies. Students seeking appointment to the United States Military Academy (West Point), United States Naval Academy, United Stace Air Force Academy, and United States MerchantMarine Academy are required to have a nomination. Nominations aren't required for the United States Coast Guard Academy.


The Service Academies are four-year colleges that offer a bachelor's degree in exchange for five years of active military service. Following graduation from the academies, graduates will be commissioned as officers n the armed forces. Click here to view nomination requirements
