My newsletter's goal is to keep our board members and stakeholders up-to-date on SCED activities. We will feature project updates, share success stories, provide key SCED facts, and delve into noteworthy economic development topics. Let me know if you'd like to hear about something specific.



Our Mission



Superior California Economic Development provides assistance in economic development planning, coordination and implementation and provides small business training, counseling and financing assistance with the goal of creating, long-term employment opportunities in the private economic sector.


SCED's Role in Economic Development


I prepared some slides for a presentation and wanted to share them to help deepen our understanding of what SCED does and how we do it. Since 1980, SCED has administered over $41 million in federal, state, and private grants. In 2024, we submitted 12 applications totaling $2 million, and we have two more applications that will be submitted in November for $750,000.

California Jobs First Initiative


Supervisor Leutwyler's 10/13/2024 newsletter noted, "Based on the latest update, the CA Jobs First initiative will not be choosing and announcing funding recipients in October. I still expect this to happen during this calendar year."

Agricultural Business Assistance Program Toolkit


Sabrina Oregel and Heather McCafferty of The North Strate Planning and Development Collaborative asked me to show their  Agricultural Business Assistance Program Toolkit. They are asking us to share the information provided in this toolkit across our communication channels. This toolkit is designed to guide your outreach efforts and ensure that these essential resources reach those who can benefit the most.

SCED SBA 504 Loan Corner


The benefits of meeting the SBA Green Energy public policy allow business owners to borrow more money from the SBA, including:


  1. Does not reduce the $5M limit for other 504 projects
  2. increased the SBA loan amount from $5M to $5.5M
  3. Waves the SBA’s job creation requirements
  4. Long-term financial benefits with reduced energy costs

News and Notes

  • SCED Audit—We have completed our annual fiscal single audit. Rob fished the audit while on-site and prepared a draft. The audit report contained no findings, and it will be included in our December board package.
  • CEDS Update—Points Consulting is in the final review of the 2024 CEDS update. I should have the final copy next week. It will be part of my annual progress report to EDA.
  • EPA Recreation Economy for Rural Communities Program - A special thank you to everyone who provided background information and letters of support. We submitted two applications to the program: one for Weaverville and one for Trinity County. Around 20 communities will be selected to participate in the program. I am very proud of the applications. They are some of my best work.
  • EPA Brownfields - We are working with Trinity County on a grant application to review 10 properties in the hope of returning them to usable conditions.
  • EDA Partnership Planning Grant—We are beginning work on our three-year Partnership Planning Grant application, the backbone of our economic development planning money.
  • SBA 504 Review—I appreciate Sierra's taking on this project. Sierra collected and scanned the mountain of paperwork our reviewer requested. Sierra, in coordination with Jamie, is replying to the reviewer's question. This review will be completed in time for our December board meeting.

Ryan's Ramblings


I'm proud to share that my son has successfully completed his Basic Military Training and has now moved on to his Technical Training at Sheppard Air Force Base. Mason is specializing in Aircraft Armament Systems for the A-10 Thunderbolt. After his training, his first assignment will be at Osan Air Base in South Korea. My wife and I are incredibly proud of him and excited for the adventures that lie ahead.


Next week, I’ll be attending NADO's Annual Training Conference in New Orleans. While there, I will participate in my first NADO Research Foundation meeting as a member of the Advisory Committee and present on "RLFs and EDDs: Common Challenges and Solutions" as part of a panel discussion. Last year’s conference was extremely valuable, and I’m looking forward to this year’s event.
