The Colorado Affordable Housing Financing Fund supports land banking, equity, and concessionary debt for affordable housing.

Land Banking LOIs and Concessionary Debt Applications Now Accepted

Starting today—September 16, 2024—LOIs will be accepted for the Proposition 123 Land Banking program, and applications will be accepted for the Multifamily Finance and LIHTC Predevelopment loan options within the Proposition 123 Concessionary Debt program. Land Banking LOI forms and Concessionary Debt application forms are available now for download now on the Affordable Housing Financing Fund website along with additional details, including full program guidelines. Please see below for additional information.

Land Banking


Starting September 16, 2024, Letters of Intent (LOIs) will be accepted for the Land Banking program. LOIs will be accepted until funds are exhausted. LOI forms are now available on the Affordable Housing Financing Fund website.  


Prospective applicants whose LOIs are approved will be invited to complete a full application and will have 60 days to complete it. Once an application is approved, CHFA will provide the applicant with a loan commitment, along with a list of any due diligence items to be collected. The commitment will be valid for 60 days and must be signed and returned to CHFA prior to the expiration of the commitment. Concessionary Debt


Starting September 16, 2024, and continuing until 5:00pm MT on October 15, 2024, applications will be accepted for Concessionary Debt Multifamily Finance and Concessionary Debt LIHTC Predevelopment loan options. Applications are now available on the Affordable Housing Financing Fund website. Please note that during this round, $20 million will be reserved for projects built with modular or innovative technologies.
