WHY DO WE CELEBRATE HALLOWEEN?
Halloween is a popular holiday celebrated on the night of October 31st. It has its roots in ancient Celtic and Christian traditions and has evolved over the years into a fun and festive occasion. Here are some key aspects of Halloween:
Costumes: One of the most recognizable features of Halloween is the tradition of dressing up in costumes. People of all ages, especially children, often dress as spooky or whimsical characters, such as witches, ghosts, vampires, superheroes, and more. Costume parties are common, and creativity in costume design is encouraged.
Trick-or-Treating: Children often go door-to-door in their neighborhoods, dressed in costumes, and ask for treats with the phrase "trick or treat." Homeowners typically provide candy or small gifts in response to this request. This tradition is a way for kids to collect Halloween goodies and has become a cherished part of the holiday.
Decorations: Many people decorate their homes and yards with spooky and Halloween-themed decorations. These can include carved pumpkins (jack-o'-lanterns), fake cobwebs, skeletons, tombstones, and various other eerie or whimsical items. The goal is to create a spooky and festive atmosphere.
Pumpkins: Pumpkin carving is a popular Halloween activity. People carve faces, designs, or scenes into pumpkins, often placing candles inside to create an eerie, glowing effect. Pumpkin spice-flavored foods and drinks are also popular during the Halloween season.
Haunted Houses: Haunted houses, mazes, and attractions are set up in various places, providing people with the opportunity to experience simulated scares and thrills. These can be quite elaborate and range from family-friendly to genuinely frightening experiences.
Horror Movies and Stories: Many people enjoy watching horror movies or reading scary stories during the Halloween season. Classic horror films and new releases often see increased popularity during this time.
Halloween Parties: Halloween parties are common among adults. These gatherings may feature costumes, themed decorations, and activities like bobbing for apples, fortune-telling, and costume contests.
Folklore and Legends: Halloween is associated with various legends and folklore, including the belief that the barrier between the living and the dead is thinner on this night, making it easier for spirits to cross over. This idea has contributed to the spooky and supernatural aspects of the holiday.
Candy and Treats: Halloween is a time for indulging in sweets and treats. People often give out candy to trick-or-treaters, and candy companies produce special Halloween-themed treats and packaging.
Cultural Variations: While Halloween is widely celebrated in the United States, it is also observed in various forms in other countries, each with its unique customs and traditions.
Halloween is a holiday that allows people to embrace their creativity, enjoy a bit of spooky fun, and celebrate the autumn season. It's a time for families and communities to come together, and it has become a significant cultural event in many parts of the world.

CYBERSECURITY AWARENESS MONTH
My Cyber Security Message: https://www.facebook.com/steve.s.rao/videos/1493689788062522
Cybersecurity Awareness Month, often referred to as National Cybersecurity Awareness Month (NCSAM), is observed in various countries, including the United States, every October. This annual event is dedicated to promoting cybersecurity awareness and educating individuals and organizations about the importance of protecting their digital lives and assets.
The primary goals of Cybersecurity Awareness Month include:
Raising Awareness: The month serves as a platform to educate the public about the various cybersecurity threats and risks that exist in the digital world. This includes threats like malware, phishing, data breaches, and identity theft.
Providing Resources: Organizations and government agencies often release resources and tips for individuals and businesses to enhance their cybersecurity practices. These resources may include best practices, guidelines, and tools to protect against cyber threats.
Promoting Cyber Hygiene: Emphasizing the importance of good "cyber hygiene" practices, such as using strong, unique passwords, enabling two-factor authentication, and keeping software and systems up to date.
Engaging Stakeholders: Cybersecurity Awareness Month encourages collaboration between government agencies, private sector companies, nonprofits, and educational institutions to collectively address cybersecurity challenges.
Highlighting Innovation: It's also a time to showcase innovative cybersecurity solutions and technologies that can help individuals and organizations stay secure online.
Encouraging a Culture of Cybersecurity: Promoting the idea that cybersecurity is everyone's responsibility, and it should be integrated into daily life and business practices.
Throughout the month, there are typically events, webinars, workshops, and campaigns aimed at spreading awareness about cybersecurity and providing practical guidance. It's an opportunity for people to assess and improve their digital security habits and for organizations to bolster their cybersecurity measures.
Please note that the specific activities and themes for Cybersecurity Awareness Month may vary from year to year and from one country to another, but the overarching goal is to create a safer and more secure digital environment for everyone.
CISA CYBER TIPS! SECURE OUR WORLD!
https://www.cisa.gov/cybersecurity-awareness-month
Since 2004, the President of the United States and Congress have declared the month of October to be Cybersecurity Awareness Month, a dedicated month for the public and private sectors to work together to raise awareness about the importance of cybersecurity.
This is the 20th Cybersecurity Awareness Month and it has grown into a collaborative effort between government and industry to enhance cybersecurity awareness, encourage actions by the public to reduce online risk and generated discussion on cyber threats on a national and global scale.
In recognition of the 20th year, CISA announced a new enduring cybersecurity awareness program, Secure Our World. Secure Our World reflects a new enduring message to be integrated across the Cybersecurity and Infrastructure Security Agency’s (CISA) awareness campaigns and programs, and encourages all of us to take action each day to protect ourselves when online or using connected devices.
The program promotes behavioral change across the Nation, with a particular focus on how individuals, families and small to medium-sized businesses can Secure Our World by focusing on the four critical actions below. Secure Our World is the theme for this year’s Cybersecurity Awareness Month and will remain the enduring theme for future awareness month campaigns.
Four Easy Ways to Stay Safe Online
We can all collaborate to build a safer, more trusted digital world! By learning the four simple steps we can take to stay safe online at home, work and school, and sharing these tips with our community, we can all become significantly safer online.
1. Use Strong Passwords
Strong passwords are long, random, unique and include all four character types (uppercase, lowercase, numbers and symbols). Password managers are a powerful tool to help you create strong passwords for each of your accounts.
2. Turn On Multi Factor Authentication
You need more than a password to protect your online accounts and enabling MFA makes you significantly less likely to get hacked. Enable MFA on all your online accounts that offer it, especially email, social media and financial accounts.
3. Recognize & Report Phishing
Be cautious of unsolicited messages asking for personal information. Avoid sharing sensitive information or credentials with unknown sources. Report phishing attempts and delete the message.
4. Update Software
Ensuring your software is up to date is the best way to make sure you have the latest security patches and updates on your devices. Regularly check for updates if automatic updates are not available.
CONTACT NC DEPT OF INFORMATION TECHNOLOGY FOR CYBER INCIDENTS!
https://it.nc.gov/programs/cybersecurity-risk-management/cyber-incident-reporting
Reporting cyber incidents as they occur is a method to reduce the risk to citizen-facing services and sensitive data. In doing so, the state is able to provide subject matter experts, resources, and assistance in various forms ranging from consultation and guidance, to deployment of the N.C. Joint Cyber Security Task Force to assist as needed.
Incidents should be reported even if your agency is not requesting assistance.
I want to thank Secretary Jim Weaver and his NC DIT Team for making Cybersecurity one of our top priorities!
NC JOINT CYBER TASK FORCE!
The N.C. Joint Cybersecurity Task Force is comprised of law enforcement, emergency management, N.C. National Guard Cyber, the Local Government IT Strike Team, state IT/cyber specialists and federal agencies.
This team provides incident coordination, resource support and technical assistance to reduce the impact to the affected organization, mitigate vulnerabilities and offers on-scene response personnel to aid in incident recovery.
When supporting the affected organization, the various members of the Joint Cybersecurity Task Force work in tandem to leverage their collective response expertise, apply their knowledge of cyberthreats, preserve key evidence and use their combined authorities and capabilities both to minimize asset vulnerability and bring malicious actors to justice.

APEX COUNCIL MEMBERS TERRY MAHAFFEY AND ARNO ZUGERMAN
A strong and growing Apex means an even stronger Wake County.
It is important that we retain strong, visionary Council leaders on the Apex Town Council, whose leadership will bring continued progress and prosperity to this successful Town.
I am proud to call two of these leaders on your Council both my friends and Wake County elected official colleagues, Terry Mahaffey and Arno Zugerman.
A major factor behind Apex's recent success has been the result of the hard work of both Terry and Arno. These effective and results-driven elected officials have helped your Town achieve remarkable progress. They have been outstanding champions for quality education, and responsible zoning, and have supported an inclusive community where everyone can prosper. For example, Council Member Mahaffey has led efforts to bring Holi to Apex in 2024 with a Holi event at Apex Jaycee Park from 3 pm to 7 pm on April 6th.
I proudly support their candidacies for the upcoming November election."

NC Gerrymanders continue and Democrats will fight it:
North Carolina's new congressional maps just became law last week, and Democrats said they plan on challenging the redistricting in court, saying there's racial bias in the new maps.
The new maps are designed to give Republican candidates a large advantage in upcoming elections for Congress and the North Carolina legislature. Republicans say the maps are fair and will hold up in court, but Democrats told WRAL they think the maps are unconstitutional. The new maps could give North Carolina Republicans at least three more seats in the U.S. House after 2024, all at the expense of first- and second-term Democrats, according to state election data. That change could be enough to help Republicans keep a House majority in Washington.

Wake County Schools Considers New Rules for Public Hearings
People speaking at Wake school board meetings would need to refrain from personal attacks against other people or be asked to leave the podium, according to a proposed policy revision being considered by the Wake County Board of Education.
The board’s current policy merely encourages speakers to refrain from personal attacks. The change gives the board the authority to tell speakers it’s against the rules and instruct a meeting attendee to stop speaking if they refuse to comply.

Wake County Schools Roll out Student Reassigment Plan for 2024-2025
The Wake County School District presented its first draft of the 2024-25 enrollment plan to the school board Tuesday.
The district is proposing reassignments at 21 schools – 13 elementary schools, six middle schools and two high schools.
Pleasant Grove Elementary in Morrisville would be the focal point of several changes. A portion of its attendance zone would be reassigned into Brier Creek, Leesville Road or York elementary schools in Raleigh. Then, parts of Alston Ridge and Parkside elementary schools, in Cary and Morrisville, would be reassigned to Pleasant Grove Elementary.
The changes would reduce some overcrowding at the schools, although they would require some calendar changes for families to or from multi-track or traditional calendars.
Families of children who will be in fourth or fifth grade next year could apply to stay at their school instead of moving to Pleasant Grove, and they could apply for any younger siblings who will be kindergarten or older to stay, as well. They would not have busing.

Israel widened its ground operations in Gaza and pounded the enclave’s north with air strikes. Israel said it had killed “dozens of terrorists” and claimed to have hit 600 Hamas targets in the past 24 hours. It also repeated its call for Palestinians living in north Gaza to evacuate to the south. Doctors at the al-Quds hospital, which is in an area that has been hit by air strikes, said that would be impossible for patients. President Joe Biden told Binyamin Netanyahu, Israel’s prime minister, that the flow of aid into the enclave needed to be “immediately and significantly” increased. Supplies are limited and health services are collapsing. Warehouses containing food aid have been raided by civilians.
Jordan has asked America to provide it with Patriot air-defence missile systems in order to strengthen its border security, according to a military spokesperson. The kingdom has expressed concern that Israel’s war in Gaza may widen into a regional conflict. Israeli forces struck targets in Lebanon and Syria on Sunday, reportedly in response to launches from those countries into Israel.
Mr Biden is due to unveil America’s first-ever executive order on artificial intelligence on Monday. The sprawling legislation will set parameters for the burgeoning technology in order to protect consumers, limit displacing workers and stem racial bias. The government wants to go beyond commitments by software companies to watermark AI-generated content, by sharing the results of pre-rollout safety tests with the government.
Germany’s economy shrank by 0.1% in the third quarter, following an expansion of 0.1% in the second quarter, according to revised data. That means Europe’s largest economy avoided a technical recession (two consecutive quarters of negative growth) earlier in the year. High inflation has gnawed at the purchasing power of households, though business sentiment finally inched up last week.
A judge in Hong Kong adjourned a winding-up hearing for Evergrande, a heavily indebted Chinese property company, until December 4th. The firm must develop a new restructuring plan before then in order to avoid liquidation. Evergrande defaulted on its debts two years ago. Hui Ka Yan, its founder, was detained in September for unspecified crimes.
HSBC announced up to $3bn in additional share buybacks, lifting the total to $7bn this year. Noel Quinn, the chief executive, said higher interest rates had boosted profits. The bank reported pre-tax profits of $7.7bn for the third quarter, though that was below analyst expectations of $8.1bn. Inflation pushed up the bank’s spending on technology and operations.
