Dear DEC Members,

As we navigate through the holiday season, we must reflect on all that has been accomplished in 2023. 

This year has seen the NADEC and local DECs reach new levels in terms of attendance at in-person events. This has resulted in many SME exporters seeing the benefits of DEC member knowledge and assistance. 

We have successfully assisted in increasing SME exports across the U.S. 

The NADEC Board has also launched an education initiative called “Building the Trade DNA”. Please see summary below, and the NADEC Trade DNA website page for more information on how you can participate. 

The NADEC is also working on resources for SMEs with several new and exciting markets. These resources will be added to the NADEC website in the next several months. 

Even with these successes there is a lot of work to be done in 2024. I would like to highlight just a few topics that we need to be aware of:

  • First, the E.U. tariff issues that will affect our distilleries across the United States beginning January 1, 2024. These 50% tariffs have the possibility of damaging this industry irreparably. Please reach out to your legislature to share our concern with these tariffs going into effect. 

  • The next issue again deals with the E.U. and covers GASSA/CBAM. These potential negotiations could lead to all U.S. made products containing steel and aluminum to be levied a 25% tariff by the E.U. I want to point out that if you research the biggest polluters in the manufacturing of steel and aluminum, you will find that many E.U. nations have higher pollution rates than the U.S. The implementation of such a tariff would cripple U.S. exports especially those from SMEs.

  • The next item that I would like to bring to your attention is our request that all local DECs support the UNITED Act that is currently up in the U.S. Senate. This Act would give the Executive branch temporary Trade Promotion Authority to negotiate a free trade agreement with the U.K. only. We believe that a free trade agreement is necessary to move the needle for SMEs. The current state of economic frameworks that the administration is pushing does not open markets to SMEs. Please support the United Act.

I would like to thank all DEC members for your hard work and contributions in 2023. As you know we lean hard on all of you for assistance in these great initiatives. 

Without DEC members, most SMEs would not be able to export successfully. This is due to your expertise that you share, the events that you participate in and your advocacy efforts. 

I want to wish all of you a Happy Holiday Season and a Happy New Year. I look forward to serving you as NADEC Chair in 2024.

President Biden Announces New Actions
to Strengthen America’s Supply Chains

On November 27th, President Biden established the new White House Council on Supply Chain Resilience, which will be co-chaired by the National Security Advisor and National Economic Advisor and will include the Commerce Secretary. President Biden also announced nearly 30 new actions to strengthen supply chains critical to America’s economic and national security. These actions include new cross-governmental supply chain data-sharing capabilities. 

The Department of Commerce’s new, first-of-its-kind Supply Chain Center is one of these cross-government partnerships to improve supply chain monitoring and strategy. The Supply Chain Center is integrating industry expertise and data analytics to develop innovative supply chain risk assessment tools, and is coordinating deep-dive analyses on select critical supply chains to drive targeted actions to increase resilience.

This Center is building broad partnerships across government, industry, and academia, including collaborating with the Department of Energy to conduct deep-dive analyses on clean energy supply. Additionally, Commerce is partnering with the Department of Health & Human Services to assess industry and import data that can help address foreign dependency vulnerabilities and points of failure for critical drugs.

Taiwan wants to push bounds of US trade deal to beat isolation

Taiwan’s top trade negotiator signaled a desire to expand Taipei’s initial agreement with Washington into one that more closely resembles a free trade deal, as the export-dependent economy works to counter China’s efforts at isolating it.

The island’s trade officials are talking with their US counterparts about broadening the scope of their current arrangement reached earlier this year, John Deng, the head of Taiwan’s Office of Trade Negotiations, said in an interview in Taipei on Friday.

“One goal is to expand the coverage: more topics like agriculture, labor. We are willing to talk whatever international trade regime needs to address,” Deng told Bloomberg News. “Second is the market access issue, that is tariffs. We hope that one day the US government is ready for tariff talk.”

COP28 closes with fossil fuel wind-down deal

A landmark deal to move away from fossil fuels has been agreed by the world’s governments at the closing of the COP28 climate summit in Dubai.

The deal is not legally-binding, but calls on all countries to move away from the use of fossil fuels, for the first time in almost 30 years of COP climate summits. The consensus was reached after talks lasted well into the night.

The draft text did not mention “phasing out” fossil fuels, which prompted the US, UK and the UN collective to push for stronger wording. In the end, “transition away” was chosen.


NTE 2023/24: UK: Further sanctions against Russia, introduced
Published by the UK Department for Business and Trade, December 18, 2023

New measures prohibit the export, supply and delivery, and making available to, or for use in, Russia, of newly sanctioned items as well as the provision of related ancillary services.

The newly sanctioned items have been added to existing schedules in the 2019 Regulations.
