Task 2.3 Launch Bicyclist Systemic Safety Improvement Program 


The Division of Safety Programs has launched its Bicyclist Systemic Safety Improvement Program to evaluate sections of highways associated with high volumes of crashes or features on the highway which may impact the frequency of crashes. The long-term goal of the program is to reduce pedestrian and bicyclist fatalities and serious injuries by providing blanket improvements that can be implemented at sites throughout the roadway network. In total, 500 locations across the state will be inspected for potential safety improvements, and recommendations for improvements will be finalized by the end of 2023.

Task 2.5 Develop a statewide Caltrans active transportation project development database 


Caltrans Headquarters’(HQ) Division of Transportation Planning has created the Active Transportation database in partnership with Caltrans districts. Sources of potential projects include state, regional, and local plans and community-informed planning studies. The database focuses on matching complete streets and active transportation projects on the state highway system with merit criteria for state and federal discretionary grant programs. The goal is to find active transportation projects that maximize competitiveness within the funding programs, as well as prepare future project concepts for funding readiness. 

Task 2.6 Identify key functional areas in need of a dedicated complete streets unit/office and resource accordingly 


As of October 2022, Caltrans HQ’s Maintenance Division has appointed a designated complete streets staff person. This team member will focus on policy, procedures, guidance, tools, and training related to the maintenance of complete streets. This position is the first of its kind for the Department and shows a commitment to not only building complete streets on the state highway but effectively maintaining existing and future infrastructure as well. 

Task 4.1 Support transit agencies through the rollout of real-time GTFS and contactless payments software and hardware 


The Division of Rail and Mass Transit (DRMT) is working to provide procurement options for General Transit Feed Specification (GTFS), real-time and contactless payment units, and to provide related software services to transit agencies in order to facilitate the transition to seamless payments and travel in California. The GTFS-Real Time units and software services will provide the real-time location of buses compared to schedules, while payment units and software services will allow payment with a debit card, credit card or mobile wallet. The overall goal of this effort is to equip transit vehicles with these payment and GTFS-Real Time units to promote seamless travel across transit districts throughout California. Currently, DRMT is working with Cal-ITP (California Integrated Travel Project) on developing a Master Service Agreement to acquire the necessary GTFS hardware and software for project rollout by December 2023. 

DISTRICT TASKS

Task 3.8 Develop Active Transportation Technical Team (AT3) in District 11 


As of August 2022, District 11 has successfully formed an Active Transportation Technical Team made of planning, design, and traffic operations subject matter experts. The Team serves as a special advisory committee for any Caltrans or local complete streets projects requiring additional review and acts as the decision-making body on active transportation or complete streets issues within the district.

Task 5.6 Create a District 7 Complete Streets Technical Advisory Committee (TAC) 


District 7 convened its first Complete Streets Technical Advisory Committee (CS-TAC) on February 8th, 2023. The CS-TAC is comprised of members from partner agencies, advocacy groups, and community-based organizations who will advise the planning, design, and maintenance of complete streets improvements to further equitable outcomes for all users, ages, and abilities. The District formed the CS-TAC as a way to further engage partners and stakeholders in the decision-making process related to the implementation of complete streets projects in the Los Angeles region.

About the Complete Streets Action Plan


The Complete Streets Action Plan (CSAP) is a coordinated effort led by the Director's Office of Equity, Sustainability, and Tribal Affairs, in partnership with Caltrans Headquarters' Divisions and Districts. The purpose of the CSAP is to identify key, high-priority efforts to implement the Director's Policy for Complete Streets (DP-37) over the next two years (January 2022 - December 2023).
