Crisis Services Newsletter

Welcome to the Crisis Services Newsletter, distributed monthly to provide updates, share information and provide clarification on HCPF covered behavioral health crisis services. 


HCPF partners with several state agencies to support the behavioral health continuum of care in Colorado. Learn more about the crisis continuum.


Health First Colorado (Colorado’s Medicaid program) benefits cover a range of services when members are experiencing a behavioral health crisis. Members get support and care from the time they make a call for help to their return trip home from a facility.


A behavioral health crisis can happen anywhere, anytime, to anyone. HCPF covers services so that Health First Colorado members have someone to talk to, someone to meet with in-person, a place to go, and transportation to get there.

The Crisis Services webpage provides an overview of behavioral health crisis services, links to engagement forums and additional resources. From there, click the link to the Crisis Services Provider webpage to find more provider focused resources including listing of various behavioral health crisis services by community-based, facility-based, and transportation options. 


There are also links to Crisis Services Hospital Billing Guidance and NEMT Providers (for transportation after discharge from a behavioral health facility). 


The MCR webpage includes the list HCPF MCR Providers (type 95 enrollment) and the HCPF BHST webpage includes the list HCPF BHST Providers, which includes both BHST provider type 97 and ground ambulance agencies that offer BHST services.


Newly enrolled HCPF Crisis Services Providers include:

  • Denver Health and Hospital Authority as MCR
  • Citadel Security as BHST
  • Delta County Ambulance District as ground ambulance offering BHST
  • UTE Pass Regional Ambulance District as ground ambulance offering BHST

Be Aware:


The state has imposed a Moratorium on New Provider Enrollments as “Non-Emergent Medical Transportation Provider” (NEMT) due to a significant potential for fraud, waste, or abuse to the Medicaid program. The moratorium will be in place for a minimum of six months and may extend beyond that. Additional information will be announced as it becomes available. If you are a Behavioral Health provider assisting a member with NEMT service, please use the NEMT Providers List.


HCPF also created fliers to help Health First Colorado members know what NEMT drivers should and should not do when giving members a ride. There are directions for members to report suspicious activity. Please help HCPF prevent fraud, waste, and abuse, and to protect member health and safety, by printing and posting the English and Spanish flyers in spaces where Health First Colorado members can see the information. Thank you for your continued partnership caring for members.  

Get Materials: 


Free 988 print and digital materials are available through Behavioral Health Administration (BHA). 988 is Colorado’s new mental health and substance use help-line that offers free, confidential support 24/7 through call, text, or chat-based support. By helping spread awareness about 988, you can give hope to people in your community by referring them to a trained 988 care specialist.

Emergency Preparedness "Go Kits" are available to eligible Health First Colorado members. An Emergency Go Kit is a collection of essential items specific to member needs that can be quickly grabbed and taken with members in an emergency or evacuation.

SAMHSA’s GAINS Center for Behavioral Health and Justice Transformation, operated by Policy Research Associates, Inc. (PRA), known nationally for its work regarding people with behavioral health needs involved in the criminal justice system. They are offering two upcoming training opportunities with applications due on Nov 17, 2023:

HCPF Crisis Services Monthly Open Office Hours is an informal, unrecorded meeting where stakeholders can ask questions about covered crisis services and troubleshoot issues like enrollment or billing challenges. The meetings occur on the second Tuesday of each month from 11 a.m. to noon. 


Register in advance for this meeting.


Crisis Services Bi-Monthly Technical Assistance Collaborative Meeting is a formal, recorded session where HCPF, Behavioral Health Administration (BHA) and CDPHE provide updates and engage with stakeholders. The next session will be held on Dec. 21 from 11 a.m. to 12:30 p.m. These meetings will occur every other month on the fourth Thursday.
