City Manager's Report
Bainbridge Islanders,

It's no secret that we have a great food and beverage scene on Bainbridge Island. By some counts we have 78 restaurants and bars. This week, excited family members texted me to say Bon Appetit magazine had named Brendan McGill’s Seabird Restaurant on Winslow Way as one of the 24 Best New Restaurants of 2023. Seabird was listed among restaurants from well-known foodie destinations such as New York, Los Angeles, San Francisco, and New Orleans. Congratulations to Brendan and his staff on such a well-deserved accolade. I can’t wait to try the sugar-kelp-wrapped king salmon.

Speaking of restaurants, this week the City Council voted to amend and update the Disposable Food Service Ware and Waste Reduction ordinance. The ordinance applies to all retail food establishments, including restaurants. One of the notable actions of the amended ordinance is the removal of the mandated $0.25 disposable cup fee. Restaurants and other food outlets are strongly encouraged to incentivize the use of reusable cups and tumblers, but the fee itself is no longer a mandate.

The ordinance also alters the requirement that all disposable food service ware be home compostable, with the ability to request exemptions. The amended ordinance now requires the use of a limited list of home compostable products that are readily available. The update also includes provisions to ensure reasonable accommodations for people with disabilities or limited language ability. The change to the ordinance is an example of the City Council listening to the community and responding.

We are fortunate that Bainbridge has a wide variety of fun restaurants that cover a range of culinary styles and experiences. Add to that our numerous wineries, distilleries, and breweries along with our blackberries, apples, and strawberries, it’s no wonder I have a horrible time getting rid of my extra ten pounds, (okay, maybe it’s 20 pounds).

EPA Pollution Prevention Week & COBI Spills
Each week in September, COBI is highlighting small actions you can take to be a part of water quality protection. This week is National Pollution Prevention (P2) Week!

Help solve environmental problems by reducing pollution at the source. Examples of P2 practices include water and energy conservation:
  • Scrape, rather than rinse, dishes before cleaning.
  • Set refrigerator at 37 degrees and freezer at 3 degrees.
  • Repair leaky toilets, faucets, and hoses.
  • Turn off lights when not in use.
  • Clean or replace air filters as recommended.

Stop pollution by reporting real or potential stormwater pollution issues to Kitsap1 (360-337-5777) or 911 for emergencies.

New Crosswalk at Schel Chelb Park on Point White Drive
In response to community concerns, the Public Works Department installed a new crosswalk this week on Point White Drive at Schel Chelb Park. The location was identified as a popular spot for park users, including families with children, to cross the street and access the shoreline at Pleasant Beach. The work was coordinated with the Bainbridge Island Metropolitan Park and Recreation District’s improvements to the park trail, which will include a landing and access on the beach side of the trailhead.
BI Fire Department Update
Private Fireworks Display Notice
The Bainbridge Island Fire Department has been informed of a private fireworks show being held in Puget Sound, south of Bainbridge Island on the evening of Saturday, September 16. The display will be located outside of Bainbridge Island’s jurisdictional area and is under the jurisdiction of the United States Coast Guard.
 
The commercial operator, retained by a private entity for the event, holds a General Display Fireworks License and Pyrotechnic Operator License issued by the Fire Protection Bureau of the Washington State Patrol. Appropriate permits have been issued by the Seattle Fire Department for the loading of fireworks and with U.S. Coast Guard approval for a Marine Event. No additional permits are required.
 
Noise associated with commercial fireworks is expected beginning around 9:30pm. Please do not call 911 with complaints in order to keep lines open for emergencies.

The next scheduled City Council Regular Business Meeting will be held on September 26. Key topics include:

  • Discuss WA State CHIP Grant Program
  • Introduce Short Term Rental Ordinance
