Connecticut’s truck tax off to slow start

Connecticut’s highway use tax (HUT) on trucks traveling throughout the state is off to a slow start, according to figures from the Department of Revenue Service.
The tax, which is based on the weight of the truck and the miles it travels throughout the state, began in January of 2023 and was expected to bring in $45 million in revenue to the Special Transportation Fund (STF) over the course of fiscal year 2023, according to consensus revenue estimates from January. That figure was adjusted downward to $35 million in the May consensus revenue estimates.

Note: the Motor Transport Assn of Connecticut pursued a legislative repeal of the tax as well as a change in the monthly filing requirements. While the repeal effort died in the legislature, the state budget bill (HB 6941) did include a change in the HUT to replace monthly fillings with quarterly filings beginning October 1, 2023.

The ATA shares the goal of reducing greenhouse gas emissions and improving fuel efficiency, and our members continue to make the necessary investments to support a decarbonized future. We believe any regulation must be:
- Technology neutral
- Achievable
- Based on sound science

Nineteen States Sue EPA Over California Heavy Truck Phaseout

The 51-page legal action against the EPA and its administrator, Michael Regan (in his official role), was filed June 5 in the U.S. Court of Appeals of the District of Columbia by Iowa Attorney General Brenna Bird and her peers from Alabama, Arkansas, Georgia, Kansas, Kentucky, Indiana, Louisiana, Mississippi, Missouri, Montana, Nebraska, North Dakota, Oklahoma, Ohio, South Carolina, Utah, West Virginia and Wyoming.

Truck Makers, California Reach Deal on Zero-Emission Rules

Under the pact announced July 6 between the Truck and Engine Manufacturers Association and California Air Resources Board, state regulators agreed to relax existing standards for nitrogen oxide pollution so they align with the federal government’s rules. Engine and truck makers also will get the assurance of more time to meet new requirements and more protection for legacy engines.

Speed limiter block, under-21 pilot changes included in funding bill

Following the introduction of a bill in May urging DOT to take corrective actions to improve participation in the Safe Driver Apprenticeship program and requiring DOT to provide Congress detailed reports on SDAP’s status and corrective actions taken to improve participation, two provisions were included in the House Transportation, Housing and Urban Development, and Related Agencies (THUD) appropriations bill mentioned above.

CVSA’s Brake Safety Week Scheduled for Aug. 20-26

The Commercial Vehicle Safety Alliance (CVSA) has scheduled this year’s Brake Safety Week for Aug. 20-26 with a focus on brake lining/pad violations.
During Brake Safety Week, commercial motor vehicle inspectors highlight the importance of brake systems by conducting inspections of their components and removing commercial motor vehicles found to have brake-related out-of-service violations from our roadways until those violations are corrected.
