End of Watch: October 4, 2023
PPOA extends our heartfelt condolences to our brothers and sisters at the Manhattan Beach Police Department following the line-of-duty death of Officer Chad Swanson on Wednesday, October 4th. The 13-year department veteran was involved in a multi-vehicle collision on the northbound 405 freeway in Carson and was ejected from his motorcycle.

Officer Swanson is survived by his wife and three young sons and we ask that you please keep them in your thoughts and prayers.
Invitation Emailed to Active PPOA Members
for District Attorney Candidates Forum & Debate
October 2: An email was sent to all active PPOA members on Monday to invite them to the District Attorney Candidate Forum and Debate on October 18, 2023. The event will be held at 6:00 PM at the Pacific Palms Resort in the City of Industry.

As most of you are aware, 2024 is a crucial election year as Los Angeles County voters will decide who will serve as District Attorney for the next four years. PPOA is partnering with ALADS, ADDA, LAPPL, PORAC and LBPOA to co-host this event in order to help our members learn about the views and experience of those campaigning to be District Attorney.

Due to the number of associations involved, seating will be limited to active members and RSVP is mandatory. To reserve a seat, please email your full name, employee number and phone number to info@ppoa.com.
PPOA Legislative Committee Meeting
October 3: PPOA Legislative Committee members hosted a teleconference with our Sacramento legislative representatives — Lang, Hansen, Giroux and Kidane — for the monthly discussion about legislative proposals in the current 2023-2024 session that may potentially impact PPOA members and public safety employees statewide.
 
Meeting participants from PPOA included 1st Vice President Jay Chapman, 2nd Vice President Tony Coleman, Executive Director Wayne Quint Jr., and Legislative Consultant Art Reddy.
 
PPOA has a proven track record of impactful legislative strategies that stretches back more than 50 years and has dramatically improved the rights and benefits of generations of PPOA members.
Custody Labor Management Committee Meeting
October 4: PPOA participated in a Custody Joint Labor Management Committee (LMC) videoconference with LASD representatives to discuss issues impacting PPOA members assigned to Custody Division. Topics included personnel complaint investigations, Title-15 checks, the Custody Force Investigative Team, and more.
 
These Custody LMC meetings are the result of contract negotiations between PPOA and the Sheriff's Department, as outlined in Article 26 of the Unit 621 Memorandum of Understanding.

Meet and Confer re: Grooming and Dress Standards
October 4: PPOA took part in a Meet and Confer with the Undersheriff, the Director of the Office of Constitutional Policing, County Counsel and representatives from the Bureau of Labor Relations and Compliance to discuss proposed manual revisions to the LASD grooming and dress standards. Meeting participants from PPOA included Executive Director Wayne Quint Jr. and union legal counsel.

An additional Meet and Confer will be scheduled.
Thousands Gather to Pay Respect as Deputy Ryan Clinkunbroomer is Laid to Rest
October 5: Family, friends, and colleagues of Deputy Ryan Clinkunbroomer were joined by thousands of law enforcement personnel from around the nation to pay final respects to the young deputy who was killed in the line of duty on September 16, 2023. The funeral mass was held at the Cathedral of Our Lady of the Angels in Los Angeles and Executive Director Wayne Quint Jr. attended on behalf of PPOA. Burial services took place at Forest Lawn Memorial Park in Glendale.

Deputy Clinkunbroomer was an eight-year LASD veteran who proudly followed in the footsteps of his father, retired Lieutenant Michael Clinkunbroomer, and grandfather, retired Captain Allan Etzel. Deputy Clinkunbroomer's great-grandfather, Aloysius Etzel, also served in Sheriff's Department. Collectively, the family had 86 years of unbroken service.
Event Planning Meeting for District Attorney Candidate Forum
October 6: PPOA representatives participated in an event planning meeting with ALADS, the LA Police Protective League (LAPPL), the Association of Deputy District Attorneys (ADDA), Long Beach POA (LBPOA), and the Peace Officers Research Association of California (PORAC) to discuss the upcoming forum and debate for candidates running for Los Angeles County District Attorney. An invitation to the October 18th event was emailed to active PPOA members on Monday.
Please Support Retired Deputy in Need
Retired Deputy Shelley Jones, wife of retired Lieutenant Shawn Jones, has been diagnosed with MDS (Myelodysastic Syndrome) a form of blood cancer. She has consulted with her doctors and they recommend a blood stem cell transplant.

There is no match in the family so they need to reach out to the "Be the Match Registry" for a donor. It’s easy to register to see if you are match by clicking here or following the instructions in the adjoining document.

Potential donors need to be 18-40 years old to qualify for the Registry.
Open Enrollment/Premium Rate Increase Reminder
Attention active PPOA members:

As most of you are aware, medical and dental premiums for 2024 are increasing nationwide and Los Angeles County is no exception. In fact, the new 2024 medical plan rates for County employees will be subject to an average increase of 10.4% more than the 2023 rates.

The new rates negotiated between County representatives and insurance carriers will take effect January 1, 2024. It is important for members to take these increases into consideration as open enrollment runs until October 31, 2023.

According to a letter sent from the LA County CEO to the Board of Supervisors on 9/12/23, insurance carriers have determined that health plan increases "are anticipated to be required to address projected price inflation, technology advances, plan utilization patters, and cost shifting from public to commercial payers."

Fraternal Order of Police News Update
PPOA members have long benefitted from our affiliation with the Fraternal Order of Police (FOP), the world's largest organization of law enforcement officers, with more than 368,000 members in more than 2,100 lodges nationwide. All active PPOA members are part of California FOP Lodge 1.

Important news regarding FOP membership for retired PPOA members: When a sworn PPOA member retires and wishes to reactivate his/her FOP member benefits, the following step must be taken:
To reactivate your membership as a retired peace officer, you will need to pay FOP annual dues of $40 for 2023. To do so, please send an email to the FOP Lodge 1 Secretary: wmwestermann@sbcglobal.net. Be sure to include your full name and advise you are a retired PPOA member requesting membership with FOP.
