Public Information Officer Basics for Locals

There’s a big fire in your small town, your department is working with mutual aid under incident command and the operation is working by the book. Then a wildcard appears: a TV news crew shows up on the scene, what now? Don’t worry; it’s easier than it may seem. Press coverage of an emergency event, controversy, or town politics could happen anytime and anywhere. Public Information Basics for Locals will guide you in preparing for press interactions on the scene, handling interviews, and proactively establishing productive relationships with local and statewide media. This course has been specifically designed by Vermont Emergency Management for local responders and government officials in Vermont. The three-hour course covers the fundamentals of press relations, effective use of social media, press release preparation, and interview dos and don't. Please note that this course is not the official FEMA Basic Public Information Officer class. However, it can help attendees decide if they wish to further their career development through the FEMA Public Information Officer curriculum.

RFPs & Grant Information

Recreational Trails Program now accepting pre-applications!

We are excited to announce the opening of the next round of grants through the Recreational Trails Program (RTP). In 2024, FPR will award approximately $500,000, funded through the U.S. Federal Highways Administration, to help municipalities, non-profits, and other governmental entities build and maintain trails across the state. Pre-applications for the RTP grants are open through December 30, 2023.

Join the introductory webinar about this grant program on Tuesday, December 5 at 1:00 p.m.

Please note: the application process for 2024 RTP grants is different from previous years, based on feedback from the 2023 RTP working group. If you have a trail you want to build or maintain in the state of Vermont, be sure to check out the RTP webpage for additional information about the process.

Reduce Maintenance Costs? Apply for a Better Roads Grant

Is your municipality looking to improve water quality and reduce maintenance costs on paved or gravel roads? The Vermont Agency of Transportation (VTrans) is accepting applications for the 2025 Better Roads Grant Program.

This program focuses on road-related projects that support Vermont's Clean Water Act (Act 64). Projects that will be in full compliance with the Municipal Roads General Permit are the highest priority.

VTrans will fund three categories of projects:

  • Category B:  correction of a road-related erosion problem and/or stormwater mitigation/retrofit for gravel or paved roads (Up to $20,000);
  • Category C: correction of a streambank, lakeshore, or slope related problem, and structure/culvert installation (up to $40,000); and
  • Category D: replacement of culverts equal to or larger than 36 inches (up to $60,000).

Municipalities may apply for more than one grant but only are eligible for the maximum grant amount of each category. For instance, a municipality could apply for two small Category B grants if the total of both grants is under the $20,000 maximum award. Additionally, a municipality could apply for grants in more than one category, for example applying for both a Category B and a Category D project.

VTrans expects to post a stand-alone solicitation for Category A projects, road erosion inventories and/or Best Management Practice implementation planning, in advance of the 2024 construction season.

Applications will be accepted until December 20, 2023.

For information or to download the application, please visit http://vtrans.vermont.gov/highway/better-roads.

In addition to a physical location, CVRPC will provide a video or call in option for all meetings (see agendas on our website for details).
