Friday, October 6th, will be Jeff Owsley’s final day serving as CHFA’s Community Relationship Manager for South Central Colorado as he embarks on an exciting new chapter of retirement. Throughout his tenure at CHFA, Jeff has served Colorado’s South Central region well, making significant contributions and inroads along the way. He leaves big shoes to fill, and he will be missed.
While Jeff’s retirement marks the end of an era, it also signals a new opportunity at CHFA for the next Community Relationship Manager for this region, which encompasses Alamosa, Chaffee, Costilla, Conejos, Hinsdale, Lake, Mineral, Rio Grande, and Saguache counties. CHFA remains deeply committed to its engagement work in this region.

Community Resource Center, one of the state’s leading organizations supporting the nonprofit community recently opened applications for their GrantCorps program. GrantCorps provides grant development services at no cost to qualified organizations across Colorado including skills training, grant coaching, and consultation services.
CHFA was proud to invest $75,000 into the GrantCorps program, which will be used to sponsor over 50 participating nonprofits.

proposition 123 rollout continues |
In partnership with the Office of Economic Development and International Trade, CHFA continues to administer the rollout of programs established by Proposition 123 through the Affordable Housing Financing Fund. Several timely updates are highlighted below, and more information is available on the Affordable Housing Financing Fund website.
Land Banking
The significant demand demonstrated by 113 Letters of Intent (LOIs) seeking more than $255M indicated the need for a competitive funding process for the Land Banking program’s 2023 funding round. Twenty-five LOI submissions representing $46.9M have been invited to apply and compete for $24.5M in funds, the maximum amount available during this round based on the statute. Awards will be announced by January 2024.
Concessionary Debt
The application submission period for applicants seeking funding from the Multifamily Finance, LIHTC Gap Finance, and LIHTC Predevelopment Finance loan options will close on Monday, October 9th. CHFA will announce projects selected to receive funds in January 2024.
The fourth component of the Concessionary Debt program, Proposition 123 Modular Finance, providing debt financing for modular and factory-build housing manufacturers, is accepting applications starting Monday, October 9th, and through Friday, November 3rd. Details about all of the available modular factory financing opportunities via CHFA are available on the CHFA website.
Equity
The third program within the Affordable Housing Financing Fund is the Equity program, which will provide below-market-rate equity investments to support the construction or preservation of low- and middle-income multifamily rental developments.
This program is still in development. Details will be available soon about stakeholder engagement opportunities and next steps.

Over the next several weeks, Denver Metro Fair Housing Center will host a series of forums on the topic of fair housing across the state. These events are open to residents, landlords, and property managers interested in learning how to avoid housing discrimination, and what to do if it happens.

The Small-scale Housing Technical Assistance program helps catalyze affordable housing developments with 30 or fewer units by providing access to an affordable housing consultant and predevelopment grant assistance. $65 million in new markets tax credits awarded |
The Colorado Growth and Revitalization Fund (CGR Fund) has received an award of $65 million in federal New Markets Tax Credits (NMTCs), the highest award amount allocated to qualified applicants this year, according to the latest NMTC Program Award Book. This marks the fifth consecutive year that the CGR Fund has received NMTCs, and it is the largest one-year allocation in CGR’s history.
Since 2005, Colorado Housing and Finance Authority (CHFA) has administered New Markets Tax Credits through the CGR Fund, a Community Development Entity (CDE) that operates in partnership with the City and County of Denver and for which CHFA is the managing member.
Recent developments in Colorado supported by the CGR Fund through NMTCs include the Pueblo Community Health Center and the newly-completed Food Bank of the Rockies Western Slope Etkin Family Distribution Center.

stefka fanchi appointed to chfa board of directors | CHFA congratulates President and Chief Executive Officer of Elevation Community Land Trust Stefka Fanchi on her appointment to its Board of Directors. An experienced leader in affordable housing, Fanchi has served as the President and Chief Executive Officer of Elevation Community Land Trust for the last five years and was previously the Executive Director of Habitat for Humanity of Colorado from 2004 to 2018. | |

chfa launches homebuyer's roadmap |
CHFA recently launched a digital resource to support Coloradans on their homebuying journeys. The Homebuyer’s Roadmap is interactive resource gives users the chance to “choose their own adventure,” featuring stops on the homebuying journey that highlight various aspects of purchasing a home, including homebuyer education, understanding credit, selecting a lender, inspections, and appraisals.
In addition to the interactive online version, CHFA will offer a print version of the Homebuyer’s Roadmap, which is available by request.
