David M. Flannery Appointed ORSANCO Chair

The Ohio River Valley Water Sanitation Commission (est. 1948)



Cincinnati, OH - July 12, 2024. The Ohio River Valley Water Sanitation Commission (ORSANCO) kicked off a new fiscal year with the election of David M. Flannery, Charleston, WV, as Chair of the Commission. Flannery was appointed to the ORSANCO Commission by former West Virginia Governor Cecil Underwood in 2000, and assumed the chair role beginning July 1, 2024. Flannery previously served as Vice Chair to the ORSANCO Commission in 2023 and held other positions such as Secretary/Treasurer. He currently represents Steptoe & Johnson where he has focused his career in the practice areas of environmental and energy law and is ranked as one of the leading lawyers in America in these areas. In addition to his involvement in ORSANCO, Mr. Flannery serves on a number of state and national industry trade associations and environmental committees including the Board of Directors of the West Virginia Chamber of Commerce. He earned a Juris Doctorate from West Virginia University of Law and a Bachelor of Science from West Virginia University.



Joseph Harrison, Jr. (Indiana) now serves as Vice Chair and Douglas Conroe (New York) was announced at the latest meeting as the incoming Secretary/Treasurer. ORSANCO officer terms are one year and a new chair will be appointed July 1, 2025. ORSANCO values Commissioner Flannery's perspective on matters involving protecting water resources. Regarding his recent appointment, he expressed his eagerness to serve, "I am honored to serve ORSANCO and its role in supporting water quality throughout the Ohio River Basin."




ORSANCO, headquartered in Cincinnati, OH, was established in 1948 to protect the Ohio River and its vital uses of drinking water, industrial supplies, recreational purposes; and support of a healthy and diverse aquatic community, as well as, raise public awareness and involvement throughout the Ohio River Basin. ORSANCO represents Illinois, Indiana, Kentucky, Ohio, New York, Pennsylvania, Virginia and West Virginia. In total, twenty-seven commissioners are appointed from the member states and the federal government.
