NATIONAL NIGHT OUT AT PARK WEST TONIGHT

National Night Out is a great opportunity for citizens, law enforcement and other public safety officials to join forces. Events are planned to promote crime prevention and drug prevention awareness and to strengthen the police-community partnership. We encourage neighborhoods to come together and send the message that we are all working together to prevent crime and keep our neighborhoods safe.
This year's celebration will be on Oct. 3, from 6-9 p.m., at the Target in Park West Village, 3001 Market Center Drive. There will be two food trucks (one for dinner and one for dessert) and a bouncy house for the kids.
Morrisville police will also be collecting donations for the Special Olympics during this time.

WHAT IS NATIONAL NIGHT OUT?
National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie in the United States. It typically takes place on the first Tuesday in August, although some communities may hold it on different dates in August or October. The event is designed to enhance the relationship between law enforcement officers and the communities they serve, as well as to create a sense of unity and solidarity among neighbors.
The main goals of National Night Out are to:
Strengthen community-police partnerships: National Night Out encourages residents to interact with local law enforcement officers in a friendly and informal setting. It provides an opportunity for people to get to know their police officers and discuss public safety issues.
Promote neighborhood unity: The event fosters a sense of community and togetherness by bringing neighbors together to socialize, share information, and establish community partnerships.

While it is not as widely recognized as some other cultural or religious heritage months, it is observed in various places, particularly in regions with significant Hindu populations.
The idea behind Hindu Heritage Month is to promote awareness and understanding of Hinduism, its traditions, art, philosophy, and cultural practices. It provides an opportunity for people to learn about and appreciate the rich and diverse heritage of Hinduism, which is one of the world's oldest religions.
The specific timing and duration of Hindu Heritage Month can vary depending on the region and organization promoting it. In some places, it is celebrated during the month of October, while in others, it may fall in different months.
During Hindu Heritage Month, various events and activities are organized to educate the public about Hinduism. These may include lectures, workshops, cultural performances, exhibitions, and displays of Hindu art and artifacts. It's also a time when the contributions of Hindu individuals to various fields, such as science, literature, and politics, are acknowledged and celebrated.
During this month, I will continue to recognize Hindu and Hispanic trailblazers in our nation and also in North Carolina.

Gandhi Jayanti is an important national holiday in India that is celebrated on October 2nd every year. It marks the birthday of Mahatma Gandhi, who is often referred to as the "Father of the Nation" in India. Gandhi was a prominent leader in the Indian independence movement against British colonial rule, and he played a pivotal role in India's struggle for freedom through nonviolent civil disobedience and peaceful protests.
On Gandhi Jayanti, people across India and in many other parts of the world pay tribute to Mahatma Gandhi's life and legacy. Here are some common ways in which the day is observed:
Prayer Meetings: Many schools, government offices, and institutions hold prayer meetings and gatherings to remember Gandhi's teachings and principles of nonviolence, truth, and social justice.
Garlanding Gandhi's Statue: People visit statues and memorials of Mahatma Gandhi to offer flowers and garlands as a mark of respect.

SCHOOL RE-ASSIGNMENT CONCERNS
I know there are a number of parents in Morrisville upset about the School Reassignment plan, particularly those families at Parkside Elementary.
I am meeting with families across Morrisville on this issue, and will also work with the School Board to see if we can work together collaboratively through the challenges of the rapid pace of growth in Wake County.
Most recently, Council Member Anne Robotti, Donnar Fender and I met with the residents of Providence whose families are being reassigned from Parkside Elementary to Pleasant Grove Elementary. Stability and Proximity are the two areas of the Wake County plan, which many of these residents believe are not being adhered to in this plan.
I thank these families for being so engaged and expressing their frustrations to the Council.

Martha Paige retires from the Town of Morrisville.

Last week at a Community Reception, the Council, staff and residents bid a final farwell to Town Manager Martha Paige ,who has retired after 10 years of dedicated service as our Manager. Council had presented a Proclamation in her honor at the Council meeting and also a key to the City during the Reception.
Paige became town manager in September 2013, after having served as assistant city manager for the City of Winston-Salem for seven years. She also worked as that city’s deputy finance officer and as the finance director for the city’s coliseum and convention center.
During her tenure in Morrisville – the longest-ever by a Morrisville town manager – the Town was named an All-America City (2021), in addition to numerous other accolades, and has achieved and maintained three AAA credit ratings from three credit rating agencies. Morrisville is the smallest community to achieve and maintain these ratings.
Paige expressed gratitude for the work that she has done with the Morrisville Town Council, helping them achieve their goals and priorities, including finding pathways to getting many new projects and programs implemented for the betterment of the community.
Among these are the Morrisville Carpenter Road Improvements Project, the advancement of the Town Center development, and the Town’s future dog park. She also worked with council to get the 2021 bond referendum approved.
Paige helped to cultivate and promote a welcoming, positive, and productive work culture among Town employees, fostering an environment where employees are considered and treated as the most vital part of the organization. When listing accomplishments that mean the most to her, she points to the creation of a high performing, caring, and compassionate management team that supports and cares for each other.

Town of Morrisville Cuts Ribbon on Fire Station 3!
Ribbon Cutting Ceremony:
We were so excited to cut the ribbon on the new Morrisville Fire Station 3 at Harris Mill Road last week and thank all who came out for this historic occasion. A special thanks to Wake County Commission Chair Shinica Thomas and the Wake County Commission for joining us as well.
For the department, the station will include the latest in station design to reduce response times, protect equipment and improve the health and safety for our staff. Our entire community will benefit from improved response times leading to improved outcomes.
The $8.8 million comes mostly from the 2021 Morrisville Bond Referendum that passed in Nov. 2021, the release said, that allocated $8 million for “public safety improvements. Wake County contributed approximately $1.4 million.
The new station was built on 6.3 acres of land with the station taking up about 2.7 total acres.
The fire station has double deep bays and administration and personnel quarters for up to nine staff members per day. A third bay will be available for a Wake County EMS station.
We look forward to many lives being saved in our Town because of our committment to this Station and Public Safety.

Welcomed Ambassador Katherine Tai to Raleigh.
Last Tuesday, Congressman Wiley Nickel (NC-13) hosted United States Trade Representative Katherine Tai in Raleigh for a roundtable to discuss how federal investments focused on the AAPI community creates a stronger economy for everyone.
Congressman Nickel and Trade Representative Tai were joined by State Representative Maria Cervania, State Representative Ya Liu, myself, President of Asian Pacific Islander Outreach (APIO) Ed Binanay, Co-Founder and Executive Director of North Carolina Asian Americans Together (NCAAT) Chavi Koneru, Dr. Amalendu Chatterjee, and Vishal Ghadia.
During the roundtable, Congressman Nickel and Trade Representative Tai heard from the panelists on an array of issues, including comprehensive immigration reform, business development, language access barriers, and empowering AAPI communities in North Carolina.
I enjoyed spending time with United States Trade Representative Katherine Tai and Congressman Nickel on the panel. I found the conversations to be engaging and informative and am very excited about the work this Administration is doing to ensure that we are investing in Asian American Communities around the nation.

I was proud to welcome TYE Global winners, (The Drug Detectives) during my Office Hours last Friday. These high School students won $5,000 in regional and global awards. Congratulations to these young leaders, who will be launching a successful business and creating jobs!
TiE Young Entrepreneurs (TYE) is designed to help high-school students develop business acumen and realize the rewards of entrepreneurship through a combination of instructor led and mentor facilitated sessions. Teams employee design thinking approach to ideate on product or service they would like to bring to the marketplace. Working under the mentorship of industry leaders they validate their ideas with customers by building prototypes, develop go to market strategies and financial plans.
Towards the end of the program, the teams compete at the regional level for cash awards. The regional winner goes on to compete at the global competition for additional cash awards.
This is a very competitive program and requires commitment of 3-4 hours per week over the 6-7 month duration of the program.

Morrisville Police Department Hosts National Night Out Oct. 3
The Morrisville Police Department will celebrate National Night Out on Tuesday, Oct. 3, from 6-9 p.m., at Park West Village, 3001 Market Center Drive. Morrisville 101 Registration Open Until Oct. 12
Registration for Morrisville 101 is now open. Morrisville 101 is an annual community academy for Morrisville residents interested in local government. Insurance Commissioner Mike Causey will no longer be State Fire Marshal
North Carolina’s elected insurance commissioner will no longer hold a second role as state fire marshal because of a new provision in the state budget that will take effect in January.
Commissioner Mike Causey said this week he is unhappy with the change, which he said was inserted into the budget by fellow Republicans without input from him, local fire marshals or firefighters, news outlets reported.
The budget will soon become law without Democratic Gov. Roy Cooper’s formal approval because he has said he wouldn’t sign it.

NC Budget allows lawmakers to deny Public Record Requests
Republican state lawmakers in North Carolina are attempting to exempt themselves from public records laws meant to safeguard transparency with a budget provision allowing them to keep any legislative document private — even after they leave office.
Tucked into the 625-page state budget that legislators have begun voting on fewer than 24 hours after its release is a section that First Amendment experts say would enable the General Assembly to conduct much of the public’s work in secret.
Current and former state legislators would no longer be required to reveal any document, drafting request or information request they make or receive while in office. They would also have broad discretion to determine whether a record should be made public, archived, destroyed or sold.
NC House Votes on Budget without Casinos
The North Carolina legislature has voted to pass a long-delayed $30 billion spending plan. The final vote was 70-40 in the House after midnight with about five Democrats joining Republicans in support of the bill, while the Senate voted along party lines Thursday in a 28-19 vote.
The budget includes raises of 4% this year for most state employees, with an additional 3% next year. Starting pay for teachers would increase by $2,000 to $39,000, and teacher pay overall would rise by an average of 7%. It would decrease the personal income tax rate to just under 4% by 2026, but only if revenue targets are met.
Republicans touted hundreds of millions allocated for mental healthcare, and grants of $2 billion for water and sewer infrastructure in rural communities.
Democrats also voiced objections to a major expansion of private school vouchers that would make them available to everyone regardless of income level. And they challenged provisions in the budget that would make the legislative branch more powerful: more legislative appointments to the Judicial Standards Commission, more legislative control over oversight of the community college system and a public records change that could allow lawmakers to decide which documents should be available to the public.
House Democratic Leader Robert Reives said the overall effect is to make North Carolina “the most powerful legislature in the entire country.”
A final vote on Friday morning in the Senate will send the bill to Gov. Roy Cooper, who’s said he might veto. The House opted to do its final Friday vote at 12:29 a.m. Republicans likely have enough votes to override any veto.
House Speaker Tim Moore says that would delay the bill and Medicaid expansion for several weeks because an override would likely take place in October. "I'm hopeful the governor will sign it," he said. I mean, this activates the expansion, the health care access. There's a lot more reasons for him to sign it than to veto it."
Moore said the House doesn't plan to hold further votes until the week of Oct. 9.
Other notable provisions in the budget include:
Millions of dollars for what are known as "crisis pregnancy centers," organizations that counsel women not to get an abortion
$700 million for highway maintenance projects
New “citizen review panels” to provide oversight to child protective services agencies, along with a new state office of child fatality prevention
Restrictions on COVID-19 vaccine mandates for state workers
Funding to plan a new business school at N.C. State University
$1.2 million for child care grants.

Wake County Schools Roll out Student Reassignment Plan for 2024-2025
The Wake County School District presented its first draft of the 2024-25 enrollment plan to the school board Tuesday.
The district is proposing reassignments at 21 schools – 13 elementary schools, six middle schools and two high schools.
Pleasant Grove Elementary in Morrisville would be the focal point of several changes. A portion of its attendance zone would be reassigned into Brier Creek, Leesville Road or York elementary schools in Raleigh. Then, parts of Alston Ridge and Parkside elementary schools, in Cary and Morrisville, would be reassigned to Pleasant Grove Elementary.
The changes would reduce some overcrowding at the schools, although they would require some calendar changes for families to or from multi-track or traditional calendars.
Families of children who will be in fourth or fifth grade next year could apply to stay at their school instead of moving to Pleasant Grove, and they could apply for any younger siblings who will be in kindergarten or older to stay, as well. They would not have busing.

Joe Biden, America’s president, reassured allies that his country will “not walk away” from supporting Ukraine’s war effort. Mr Biden’s remarks came after he signed a stopgap funding bill on Saturday which prevented a government shutdown but omitted aid for Ukraine, as some Republicans opposed it. Matt Gaetz, a Republican congressman from Florida, pledged to oust Kevin McCarthy, the speaker of the House of Representatives, for working with Democrats to pass the bill. Mr Gaetz and several hard-right Republican congressmen had sought swingeing spending cuts.
Dmytro Kuleba, Ukraine’s foreign minister, said he did not feel American support for his country had “been shattered” after Mr Biden signed a funding bill that does not include aid for Ukraine. Mr Kuleba’s remarks came before a meeting with EU foreign ministers, who are paying a surprise visit to Kyiv, Ukraine’s capital. “We will continue supporting [Ukraine],” said Josep Borrell, the EU’s top diplomat.
Gavin Newsom, California’s governor, chose Laphonza Butler to replace Dianne Feinstein, who died last week at the age of 90, in America’s Senate until elections in November 2024. Ms Butler, a 44-year-old who runs an organisation aimed at electing female supporters of abortion rights, will be the only black woman in the Senate. Ms Feinstein had been America’s oldest senator.
Turkey detained 20 people allegedly linked to the banned Kurdistan Workers’ Party. The organisation claimed responsibility for a suicide-bombing near the Turkish parliament in Ankara, the capital, on Sunday. One bomber died in the attack and police shot a second dead. Turkey’s government said its forces had carried out air strikes on Kurdish targets in northern Iraq after the attack.
The World Bank cut its growth forecast for China in 2024, from 4.8% to 4.4%, because of elevated debt levels and a moribund property sector. The slowdown in China also forced the bank to revise its forecast for emerging economies in East Asia to 4.5% (from 4.8%). The bank warned that slower growth would persist unless countries implemented service-sector reforms.
Argentina’s presidential candidates clashed in their first debate on Sunday, ahead of the election on October 22nd. The debate centred on the country’s economy, which remains in tatters. Javier Milei , a hard-right libertarian candidate who is leading the polls, called for dollarisation and more privatisation “to get rid of the harmful state-owned companies”. He also spoke about his plan to close the central bank.
Indonesia launched its first high-speed railway, which connects the capital Jakarta to the western city of Bandung. It was originally scheduled to open in 2019, but was delayed because of land disputes and rising costs. “Whoosh”, as the railway is called, cost $7.3bn to build, with much of the money coming from China. More than 150 countries have signed up for China’s Belt and Road Initiative.
