On Friday June 7, the South County Chamber's Leadership class paid the office a visit to learn more about the SLO County Farm Bureau, our county's local agricultural economy, and regulation affecting our farmers and ranchers by our own Executive Director, Paul Clark. Water User Community Removes Opposition to AB 460


On June 3, Assembly Bill 460 (Assemblymember Rebecca Bauer-Kahan, D Orinda) was amended to remove a majority of the bill’s language that would have stripped due process from water rights holders when the State Water Resources Control Board pursues and enforcement action. The remaining bill language was amended to merely increase per-incident fines for unauthorized water diversions and add a volumetric fine component. Once these amendments were made, leadership members of the 200-organization opposition coalition, including Farm Bureau, dropped their opposition to the bill, which will be heard on Tuesday, June 11, in the Senate Committee on Natural Resources and Water.

Labor: Protect Workers from High Heat

Protect Workers from High Heat

When working in these hotter conditions for the first time this year, workers must be closely observed for any signs of heat illness.


Cal/OSHA's heat illness prevention standard applies to all outdoor worksites. To prevent heat illness, the law requires employers to provide outdoor workers fresh water, access to shade at 80 degrees, and, whenever requested by a worker, cool-down rest breaks in addition to regular breaks. Employers must also implement and maintain a written prevention plan and provide effective training for supervisors that includes recognizing the common signs and symptoms of heat illness, and what to do in case of an emergency.


In certain industries, like agriculture, when the temperature at outdoor worksites reaches or exceeds 95 degrees, Cal/OSHA's standard requires additional protections. The industries with additional high-heat requirements are agriculture, construction, landscaping, oil and gas extraction, and transportation of agricultural products, construction materials or other heavy materials. High-heat procedures include ensuring employees are observed regularly for signs of heat illness and establishing effective communication methods so workers can contact a supervisor when needed.

CDC Asks States to Distribute Stockpiled PPE

The Centers for Disease Control and Prevention has issued guidance to prioritize disbursement of PPE to dairies, poultry farms, and slaughterhouses known to have positive or presumptive herds with highly pathogenic avian influenza, or H5N1.


As of May 9, California had no known cases of H5N1 bird flu in cows or humans. Absent confirmed or suspected HPAI (animals showing initial signs of infection per the vet), scarce resources should be held back in the rare event of further confirmed infection.


Dairy employers who voluntarily wish to provide PPE to their employees can furnish respirators such as N95 respirators following the voluntary guidelines in Appendix D, Title 8 5144 of Cal/OSHA Respirator standard.
