Inclusive Education Canada Urges Immediate Action Following Quebec Report on Seclusion and Isolation Rooms in Schools

TORONTO, ON - Inclusive Education Canada, a leading advocate for inclusive education nationwide, applauds the recent release of the Quebec report on seclusion and isolation rooms for students in Quebec schools and the alarming revelations it brings to light.
The report, Control Measures in Quebec Schools, Les Mesures de Contrôle dans Les Écoles du Québec, underscores a pervasive issue that extends far beyond Quebec, affecting students across Canada. It highlights the distressing fact that many schools fail to provide the necessary accommodations mandated by law, putting students' physical and mental well-being at risk.
Seclusion and isolation rooms can cause severe harm to students, both physically and emotionally, as well as their families. Schools also use partial-day attendance policies that prevent students from a full day of instruction. In other situations, authorities demand that parents come to the school and remove their child whenever a challenging problem occurs.
It is deeply concerning that Ministries of Education in provinces and territories do not hold schools and local education authorities accountable for these practices. These practices are also in contravention to the United Nations Convention on the Rights of Persons with Disabilities, specifically Article 24, of which Canada ratified and signed on to. Inclusive Education Canada stands firmly alongside the agencies responsible for producing this critical report and calls for immediate, decisive action to address this issue. It is imperative that all levels of government, in collaboration with educational institutions, parents, and advocacy groups, work together to end the harmful use of seclusion and isolation rooms and ensure that every student can access a safe and inclusive learning environment.
